The heritage making process is one of the major elements of territorial mediation between politicians and citizens, equally as between the territory and the outside. It carries pictures that have to lean on the identity of the territory. This identity often requires a return to the past or an attention on peculiar elements. The study of landscape images on the Country of Albret (lithographs, postcards, photographs …) allows to analyse, over a long period (XIX-XXIth centuries), the construction of meaning that a society gives to its territory. Pictures show identity, personality, values and ambience related to patrimonial places and territory. Nous avons d'abord cherché à identifier, dans la bibliographie, ce qui est attendu de cet échelon scalaire et les grands leviers sur lesquels les collectivités peuvent agir. Puis, nous avons comparé ces possibles aux objectifs des PCAET de trois villes moyennes françaises dont les plans sont considérés comme particulièrement réussis, et mis en évidence que s'ils prennent en charge une diminution des consommations d'énergie et des actions de mobilisation des acteurs locaux, ils ne se saisissent que d'un seul des trois autres leviers à leur disposition (la production d'énergie, les infrastructures et la planification urbaine). Pour réussir leur mise en œuvre, ils cherchent à favoriser la transversalité dans leurs actions et à provoquer une dynamique par le recours à des labels.

International audience ; Academic research, policy reports and many agencies and organizations have focused on the role of cities in contributing to implement climate policies designed to mitigate, and adapt to, climate change. This led the French government to compel all local authorities responsible for over 20,000 inhabitants to adopt the so-called PCAETs (plans climat-air-énergie territorial/local climate, air and energy plans) by 2018. The purpose of our paper was to understand how these local plans seize on climate issues, by highlighting both the objectives they claim to achieve and the main ways used to reach them. First, we identified in the scientific literature the main levers available that enable cities to have an effect regarding climate change. Then, we compared these possibilities to the governance objectives of three middle-sized French cities assumed to have adopted ambitious PCAETs. We show that all three cities have energy saving and local coordination objectives, but that they act on only one of the three other levers they could theoretically mobilize (energy production, changes in infrastructure and modification of the urban structure). Sous la direction de Julien Rebotier. ; Through the lens of resilience, the research programme ACTER looks at how two territories of the South West region of France, the Lacq basin and the Landes forests (the former facing the end of commercial exploitation of gas shale for the latter the recovery from the Klaus storm), tackle social and economic traditional models (industry, forestry) in the uncertain times brought by a changing climate and a globalised economy. The programme sheds light on the multiple changes affecting those two territories by identifying climate change, new energy demand, emerging risks and land-use change. ACTER aims at better understanding the processes and levers involved in constituting territories whilst avoiding the so-called 'bad' surprises (crisis and break down) and improving fairness and sustainability. Justice and democracy are key principles for resilient territories and its governance, whereas the main obstacles for acceptability (and appropriation) of local policies and initiatives are coming from the mismatch between actors, their interests and their diverse expectations. Fieldwork shows the practical absence of resilience notion, the weight of long-standing and well-known obstacles of risk management (bargaining, recognition, contradictions, political choices), and the persistence of power relations in making choice among options of development. ; Le programme ACTER concerne le Bassin de Lacq et le massif des Landes saisis par des moments critiques (fin de l'exploitation commerciale du gaz, tempête Klaus) et aux prises avec des dynamiques de fond qui éprouvent les modèles territoriaux (trajectoire industrielle, production forestière).
