Cet article vise à mettre en évidence les performances des secteurs agricoles dans les principaux pays de l'UE (France, Allemagne, Italie, Pays-Bas, Espagne et Royaume-Uni). Basée sur la méthode des comptes de surplus, notre analyse de performance inclut tous les éléments du compte de résultat, qui est l'une des limites de l'approche traditionnelle des indices. De plus, cette méthode montre également la manière dont les gains de productivité observés dans chaque pays ont été répartis entre les principaux acteurs. Un accent particulier est mis sur les rôles de l'État et des agriculteurs dans ce jeu de distribution. Classification JEL : D24, N54, O13, Q18

The poorest performers must catch up with the most efficient ones through the progressive adoption of best practice. Production frontiers for the manufacturing sector are estimated to determine a "country specific" catching-up
process of Total Factor Productivity (TFP).TFP gains were aimed at assessing the manufacturing industry's productive performances for 14 OECD countries over the period between 1970-2001. Our TFP measure does not assume technical or allocative efficiency which are inherent drawbacks of usual TFP indices. We show that catching-up processes can be very different between sub-periods and across countries. A significant catching-up process was in progress in the manufacturing sector between 1970 and 1986 then it overturned over the period 1987-2001. During the first sub-period, the speed of technological catching-up of the euro-zone countries was definitely higher than those of the other European or OECD nations whereas the divergence noted in second subperiod
had the same order of magnitude amongst the three groups..

Nous proposons une méthodologie pour mettre en lumière des environnements prix dans un cadre non paramétrique. Par rapport à la mesure traditionnelle d'efficacité allocative, notre mesure ne suppose pas une réallocation des ressources au niveau de la firme. De plus, elle est basée sur une comparaison entre les prix des firmes. L'effet prix est obtenu en calculant le rapport entre le score d'efficacité technique sur la base des données en quantité et le score d'efficacité valeur sur la base des données en valeur. Cette méthodologie peut être étendue afin d'obtenir des effets prix spécifiques pour les inputs et les outputs. Nous proposons une application empirique pour ces mesures afin d'étudier l'environnement prix des secteurs états-uniens pour la période 1987-2014. Classification JEL: D24; C33; E32

Here the surplus accounting method was applied on a database of 164 Charolais-area suckler cattle farms running from 1980 to 2015. Over this 36-year period – with differences per sub-period – the cumulative productivity surplus (PS) increased at a low rate of +0.17%/year (i.e. cumulative volume of outputs produced increased slightly more than cumulative volume of inputs used). This timid increase in PS is linked to the constant expansion in labour productivity whereas other factor productivities have shrunk. The observable period-wide macrotrends are that commercial farm businesses struggle to protect their revenues, we also observe a slight fall in input prices, land rent and financing costs, and a huge climb in direct support-policy payments. The bulk of the cumulative economic surplus has been captured downstream – 64% downstream of the cattle value chain as a drop in prices, and 22% downstream of other value chains (chiefly cereals). It emerges that the productivity gains in beef cattle farming mostly benefit the downstream value chain (packers–processors, distributors and consumers), whereas it is mainly government money backing this drop in prices of agricultural output. Here we see the principal of the 1992 'MacSharry' reform at work, with a transfer from the taxpayer through direct support-policy payments through to the consumer via lower prices. The simple fact that farmers' incomes are stagnating is a clear indication that they are net losers in this distribution of productivity gains, despite the improvement in labour factor productivity.

AbstractThis contribution establishes, from a theoretical viewpoint, the relations between the Malmquist productivity indices, that measure in either input or output orientations, and the Luenberger productivity indices, that can simultaneously contract inputs and expand outputs, but that can also measure in either input or output orientations. The main result is that a Malmquist productivity index overestimates productivity changes, since it provides productivity measures that are nearly twice those given by the Luenberger productivity index looking for simultaneous contractions of inputs and expansions of outputs. This relationship is empirically illustrated using data from 20 OECD countries over the 1974–97 period.

Cette étude tente de justifier, au sein du secteur agricole, l'hypothèse suivant laquelle le niveau d'efficacité micro-économique conditionne largement le degré d'efficience des politiques de régulation des marchés. L'illustration porte sur la toute récente réforme de la Politique Agricole Commune qui s'est donnée comme catalyseur une baisse notable du prix des céréales. Un cadre méthodologique non paramétrique permet de révéler les inefficacités proprement techniques de même que les inefficacités allocatives, c'est-à-dire relatives au système de prix. Cette approche est appliquée à l'examen d'échantillons d'exploitations céréalières du RICA, pour les années 1987 à 1990. Les inefficacités techniques observées s'interprètent comme des gains potentiels de productivité traduits ici sous forme d'accroissement des rendements céréaliers à l'hectare. Pour l'année 1990, l'inefficacité technique serait en moyenne d'environ 10% sur l'échantillon considéré. La résorption de cette seule inefficacité technique pourrait conduire à une augmentation de 11,2% des rendements céréaliers. L'effet escompté du gel de 15% des terres sur l'offre céréalière sera donc vraisemblablement amorti. Ce résultat global se différencie suivant les régions et la taille des exploitations.

Grâce aux avancées méthodologiques portant sur la modélisation des fonctions de production permettant la prise en compte explicite des outputs indésirables, la différenciation des fonctions-objectif des acteurs et l'agrégation sectorielle des technologies individuelles, cet article se propose d'évaluer l'éco-efficience du secteur laitier réunionnais. Cette évaluation compare deux types d'objectifs a priori opposés : les approches « productiviste » et « environnementaliste ». Selon l'approche productiviste qui souhaite maximiser la production domestique, les résultats indiquent une possible marge de progression significative de l'offre de la quantité de lait (+ 54 %) sans préjudice supplémentaire à l'environnement. Parallèlement, en privilégiant une meilleure gestion de l'environnement, l'analyse aboutit à une forte diminution possibles des quantités globales d'outputs indésirables comme les gaz à effet de serre ou les excédents d'azote (– 46 %) sans pour autant diminuer la production laitière actuelle. De façon inattendue, ces deux approches conduisent aux mêmes ordres de grandeur en termes d'indicateurs environnementaux relatifs : excédent azoté/litre de lait et gaz à effet de serre émis/litre de lait. Sur un territoire insulaire comme La Réunion, sujet aux problématiques d'autosuffisance alimentaire des départements d'outre-mer, l'analyse sectorielle de l'efficience apparait comme un outil important de décision car il permet d'analyser une allocation optimale des ressources locales et une optimisation des matières importées pour le secteur agricole.
