Purpose
The purpose of this paper is to report on the level of government web portal resource development, impediments to progress in electronic government practices, and areas that require improvement in 19 Latin American countries.


Design/methodology/approach
A comparative study was carried out between March and May of 2012, based on a method combining heuristic usability analysis with an automatic web portal accessibility test.


Findings
The results suggest that Latin American government web portals do not fully meet international accessibility guidelines and that multidirectional communication and participation mechanisms lack diversity. Only functionalities related to usability presented positive scores, but with shortcomings in terms of security.


Originality/value
Extensive literature is available on the development of electronic government policies in Latin America. This study falls within that tradition but, in addition, offers a new perspective by examining the features of web portals, which ultimately aids the calibration of the results of policy implementation. The data obtained are useful for web developers, ICT policy designers and the entire community of actors involved in developing electronic government programs.

Based on the use of heuristic test and e-mystery user techniques, the article presents the results of a study conducted in 2011 about the variety and effectiveness of web-based communication devices laid by the Spanish regional governments in order to provide health services to citizens. The results show that the websites operated by regional governments offer much higher technological capabilities than those required by the narrow range of benefits currently offered to users of health services. Also, data collected highlights serious shortcomings in the supply and management of communication devices, especially those that encourage citizens' feedback through their active participation. Results depict a panorama still far from a reasonable use of an e-health 2.0 model. ; Se presentan los resultados de un estudio llevado a cabo durante 2011 mediante las técnicas de test heurístico y e-usuario misterioso, sobre la variedad y eficacia de los dispositivos de comunicación vía web puestos por las administraciones autonómicas españolas al servicio de los ciudadanos dentro del área de salud. Los resultados demuestran, en general, que las webs gestionadas por las administraciones autonómicas ofrecen un potencial tecnológico muy superior al que exige la reducida gama de prestaciones que en la actualidad se ofrecen a los usuarios de los servicios de salud. Asimismo, los datos recabados ponen en evidencia graves deficiencias en la oferta y la gestión de los dispositivos de comunicación con los usuarios y, en especial, los que estimulan la captación de feedback a través de la participación activa de los ciudadanos, componiendo un panorama todavía alejado de un empleo aceptable de un modelo de e-salud 2.0.

Abstract
For the last decades interest in leadership skills training is a persistent feature of the design of contents in many educational curricula at different levels. This relevance has been highlighted in an abundant literature on leadership training and in the development of guidelines that some prominent transnational organizations have published as a convenient way to focus that training. This article summarizes the findings of the first part of a research devoted to the study of the approaches of the training in "leadership" and "digital leadership" by three stakeholders: training providers; scholars; and some major transnational organizations. The research aims to clarify the concept adopted, the priorities established and the competencies that have been considered suitable to be transmitted. Through a documentary review of leadership development training programs delivered by national schools of public administration in European Union member countries, this paper examines the perspective adopted to train civil servants in those competencies considered suitable to be transmitted when training for leadership and digital leadership.

Health is one of the areas in which the use of ICTs has more intensively developed through what is now known as eHealth. That area has recently included mHealth. Spanish health system has stood out as one of the benchmarks of this technological revolution. The development of ICTs applied to health, especially since the outbreak of the pandemic caused by SARS Cov-2, has increased the range of health services delivered through smartphones and the development of subsequent specialized apps. Based on the data of a Survey on Use and Attitudes regarding eHealth in Spain, the aim of this research was to conduct a comparative analysis of the different eHealth and mHealth user profiles. The results show that the user profile of eHealth an mHealth services in Spain is not in a majority. Weaknesses are detected both in the knowledge and use of eHealth services among the general population and in the usability or development of their mobile version. Smartphones can be a democratizing vector, as for now, access to eHealth services is only available to wealthy people, widening inequality.
