Nonstate service providers in the form of nongovernmental organizations (NGOs) play an important role in the delivery of social services and the development of social work practice, in particular in fragile and conflict-affected countries. In such challenging settings, NGOs also mobilize various resources, implement novel activities or service delivery models that may induce the development of social innovation; however, such perspectives have been overlooked in the social work literature. This study outlines a framework for understanding how social innovation generates by nonstate service providers in a challenging social work context. By analyzing 15 interviews from Bosnia and Herzegovina, the study identified three interrelated key mechanisms that drive social innovation by local NGO service providers: a) transcopy, b) coactive novelty and c) knowledge construction. The processes underlying these mechanisms include transnational networking, copying and adapting, contextual modification, relationship-building, pioneering novel solutions, knowledge production and transfer. This study offers new insights into the role of nonstate service providers in the development of social innovation in a challenging social work context and has several implications for practice.

PurposeThis study aims to enhance the understanding of the nature of collaboration between public and nonpublic actors in delivering social services and achieving social innovation in a fragile context, with an emphasis on the role of civil society organisations (CSOs). The paper focuses on Bosnia and Herzegovina, a Southeastern European country which has faced a turbulent post-conflict transition and experienced challenges in its social welfare policy and practice.Design/methodology/approachThis study uses institutional theory, particularly new institutionalism and institutional networking, as a lens through which to understand public and nonpublic collaboration and social innovation within a fragile context. This study adopts a sequential mixed-method approach. Data were derived from 15 semi-structured interviews with representatives from local CSOs, international donors and public institutions, as well as a survey of 120 CSO representatives.FindingsThe collaboration and social innovation in a fragile welfare context have been initiated primarily by nonpublic actors and developed within the triple context of relations between public, civil and foreign donors' organisations. In such a context, coercive, normative and mimetic isomorphisms act as leading drivers, but also as potential barriers of public–nonpublic collaboration and social innovation. They are triggered by influences from multiple actors, challenging power relations and external pressures on local CSOs.Originality/valueThe paper contributes to the growing research interest in the role of nonpublic actors in the provision of public services and public social innovation, but examines these issues from the perspective of a fragile context, which has thus far been overlooked in the literature.

The thesis argues for a humanistic and democratic approach to innovation management that puts employees and their engagement in the center of organizational efforts for innovation. It proposes that a culture for innovation can be built by enabling all employees to develop their innovative practice as part of their everyday work and not as an extra activity on top of their existing responsibilities. The aim of this approach to innovation is to build more human-centered organizations that help employees improve their own motivation, creativity, well-being, and self-fulfillment at work. This presupposes that they need to be able to connect with their body, feelings, fantasy, intuition, and will, and to be able to innovate more from within, balancing external expectations from management and users with their own personal needs. Since there is a lack of discussing embodied aspects of knowledge and learning in connection to innovative competence in the current innovation management literature, knowledge and methods from contemporary dance and choreography are explored to support a more holistic approach to innovative competence development. Based on integrating research from both innovation management and contemporary dance fields, a model of innovative practice in everyday work is developed. The model suggests what kind of skills and activities can enable employees develop their personal innovative practice that is adjusted to their work context and their specific needs. It is proposed that as employees practice innovating in everyday work, they will slowly move from innovating incrementally towards developing the competence for more radical innovation. Different practical tools and exercises for enabling innovative competence development that were inspired by choreographic practices, and adjusted and tested in organizational context are described. Ideas around how contemporary dance and choreography can be used to design and implement long-term art-based interventions in organizations that can create value on strategic level are proposed. The research approach used in the thesis is participatory action research done by several iterative cycles between practice and theory. Two empirical and two theoretical studies that were part of the research process are presented. The empirical studies were implemented in the Eskilstuna municipality and at the Art of Management and Organization conference. The theoretical studies were performed in the fields of innovative competence and contemporary dance and choreography.

The paper discusses voice as a medium of human communication through the
indirect approach of listening. After designating the multifaceted nature of
the voice, the author dedicates attention to Bernhard Waldenfels? theory of
the voice as developed on the basis of the phenomenology of the alien.
According to Waldenfels, the polyphony of the vocal, in which the own and
the alien re-sound in mutual permeation, calls for the possibility of
responsive listening. In the concluding portion of the article, the author
takes into consideration one of the poems from the cycle ?Stimmen?
(?Voices?) that Paul Celan published in the collection Sprachgitter. With
regard also to Celan?s auto-poetological writings, the ensuing
interpretation attempts to briefly sketch the contours of the anti-politics
of voice.

In the course of trying to establish functional & harmonious relations among Yugoslav nations, the League of Communists of Yugoslavia (hereafter the Communist Party) asked two key questions: (I) did the common interests that united Yugoslav nations & nationalities after the Second World War change over time? & (2) was nationalism a manifestation of the failure to resolve the national question? The Communist Party answered "no" to both questions. We may deepen our understanding of why multinational socialist Yugoslavia resisted disintegration for almost 50 years, if we get a better grasp of the Communist Party's responses & arguments to these questions. Equally important, since the Kosovo question is, so to speak, an unresolved legacy of the socialist (communist) system, reviewing the arguments that dominated the political life of socialist Yugoslavia may also give us some insights into future developments in Kosovo. By putting the above-mentioned questions into the Kosovo context, the article does not, however, attempt to offer the "right" answer to them. Rather, the purpose of this article is to provide some important background considerations about challenges, such as decentralization, that multinational Yugoslavia faced & to explore lessons learned from the past. Youth and their experiences, opinions and attitudes in post-war Bosnia and Herzegovina (hereafter BiH) have typically been left unexamined by both academics and policy makers. Nor is there much attention paid to historical analysis of youth who lived in the socialist period, which could shed some light on the mentality of young generations in present-day BiH. This article provides a historical view of socialist youth in Tito's era, with a special focus on BiH in the late 1980s. The second section provides a survey of how young people live in one of the Yugoslav successor states, BiH, examining the continuity and discontinuity of socio-political and ideological conditions in which youth lived in socialist Yugoslavia. The third section looks at the relationship between youth and the international community, the dynamics of which shed light on common features of both pre- and post-war BiH. Specifically, it will examine the internationally funded and organized "Successor Generation Initiative" (SGI) youth program, which aimed to educate youth in democratic values and develop their leadership skills. The article looks into the present education system in Bosnia and Herzegovina and the influence of politics in the creation and maintenance of segregated schools. It analyzes the concept of "educational protectionism," which underlines the difference between "ethnically correct education" and "adequate education," the latter being embedded in the human rights for group minorities to have education that reflect their language, culture, history, and religion. The article presents a preliminary case study of a multiethnic schoolin Popov Most, Eastern Bosnia, analyzing parents' attitudes toward controversial educational issues such as language, religious teaching, and history.
