Nachdem die algerische Gemeinschaft in Europa einhellig die Ermordung von sieben französischen Mönchen durch algerische Terroristen der GIA im Mai 1996 als mit dem Islam nicht vereinbar verurteilt hatte - nach Auffassung der Autorin ein Fall von Konsens (igma') im theologischen Sinn - wurde 1997 in Europa ein anonymes Pamphlet in Umlauf gebracht, das diese Moral mit Hilfe einer Fatwa von Ibn-Taimiya (gestorben 1328) pseudowissenschaftlich rechtfertigt. The Arab Spring has led to the weakening of the States, unable to accept on a civic basis the claims coming from either young revolutionary activists or Salafi movements. This book compares how the authority and legitimacy of the State is questioned in five different Arab countries (Iraq, Syria, Lebanon, Libya, Yemen) spanning over a longer period.This comparison begins at the time of the creation of the State on the model of the modern European nation-state in the early twentieth century (in certain cases even before), examining regional, religious and/or tribal empowerment processes, ongoing during the last century of the Ottoman Empire. In this perspective, one may also explain the often authoritarian nature of the successive regimes of the Arab States that emerged from the colonial rule and that have not succeeded in creating a shared citizenship.To understand the post-Arab Spring crises the book brings together specialists (historians, political scientists and sociologists) of the contemporary Arab world.The book analyses a series of crucial questions as the «crisis of the State» counterbalanced by a «demand for State», the existence of the «nation» as the legal basis of the State, the development of civil societies in the context of fractioned and segmentarized societies (tribal and/or religious), the colonial origin of the States as explanatory elements of current crises. ; Les Printemps arabes ont partout entraîné l'affaiblissement des États, incapables de recevoir sur une base citoyenne des revendications émanant soit des jeunes activistes révolutionnaires soit de certains mouvements se réclamant de l'islam salafiste. Le présent ouvrage vise à comparer les processus de remise en cause de l'autorité ou de la légitimité de l'État dans cinq pays arabes (Irak, Syrie, Liban, Libye, Yémen) en les rattachant à un temps plus long, celui de la création de l'État, au début du XXe siècle, sur le modèle de l'État-nation moderne européen et, même, à la période antérieure, dans les processus d'autonomisation régionaux, confessionnels et/ou tribaux en cours pendant le dernier siècle de l'Empire ottoman. Cet ancrage peut également expliquer le caractère souvent autoritaire des régimes qui se sont succédé dans les États issus de la tutelle coloniale et qui n'ont pas réussi à susciter une citoyenneté partagée.L'ouvrage rassemble des spécialistes du monde arabe contemporain (historiens, politologues ou sociologues) qui s'interrogent sur une série de questions cruciales pour comprendre les crises post-Printemps arabes: la «crise des États» mise au regard de la «demande d'État», l'existence de la «nation» comme fondement légitimant l'État, l'évolution des sociétés civiles dans le contexte de segmentarisation des sociétés (tribale et/ou confessionnelle), l'origine coloniale des États comme éléments explicatifs des crises actuelles. ; Le Primavere arabe hanno dovunque provocato l'indebolmento degli Stati, incapaci di ricevere sulla base della cittadinanza le rivendicazioni provenienti sia dai giovani attivisti rivoluzionari, sia di certi movimenti che si richiamavano all'islam salafita. Il presente volume intende comparare i processi di delegittimazione dell'autorità dello Stato in cinque paesi arabi (Irak, Siria, Libano, Libia, Yemen), collegandoli ad una temporalità più lunga, quella della creazione dello Stato, all'inizio del XX secolo, sul modello dello Stato-nazione moderno europeo e anche al periodo anteriore, nei processi di autonomizzazione regionali, confessionali e/o tribali in corso durante l'ultimo secolo dell'Impero Ottomano. Questo radicamento puo' ugualmente spiegare il carattere spesso autoritario dei regimi che si sono succeduti negli Stati usciti dalla tutela coloniale eche non sono riusciti a suscitare una cittadinanza condivisa.Il libro mette insieme specialisti del mondo arabo contemporaneo (storici, politologi o sociologi) che si interrogano su una serie di questioni cruciali per comprendere le crisi del dopo-Primavere arabe: «la crisi dello Stato» messa a confronto con una «domanda di Stato», l'esistenza della « nazione » come fondamento di legittimazione dello Stato, l'evoluzione delle società civili nel contesto di segmentarizzazione delle società (contesto tribale e/o confessionale), l'origine coloniale degli Stati, come altrettanti elementi esplicativi delle crisi attuali.

Abstract (fr)Les printemps arabes ont partout libéré l'espace public : un espace de liberté que tous les segments de la société ont soudainement occupé, notamment ceux qui, comme les islamistes, en avaient été privés. La rue a arraché une liberté d'expression longtemps confisquée.Même si l'islam n'était pas la première référence dans les slogans criés dans les rues, les militants des mouvements islamistes n'étaient pas absents. Ayant été les cibles de la répression sous les régimes autoritaires, qui les avaient incarcérés et condamnés à la clandestinité, ils ont bénéficié de cette nouvelle donne, récupérant une liberté d'action et une visibilité grandissante, associée ou non à un dessein politique de prise de pouvoir. Ils se sont trouvés engagés, dans certains pays, dans des compétions électorales qui n'étaient pas jouées d'avance et qui ont dicté l'élaboration de nouvelles stratégies où la pratique militante, la présence sur le terrain et le travail de proximité constituaient des avantages. En concurrence avec les autres mouvements et partis présents sur la scène politique, les partis et mouvements islamistes se trouvent actuellement au cœur des polarisations en cours dans les pays du Proche-Orient et du Maghreb, qu'ils soient engagés dans des phases de transition ou, bien plus tragiquement, dans des processus de confrontation armée. Ces polarisations – politiques au début des printemps arabes - ont aussi pris une tournure confessionnelle sans merci, impliquant l'ensemble du monde arabe et posent clairement la question de la viabilité de certains Etats.Les articles du présent ouvrage sont en grande partie issus du colloque sur ces sujets organisé à Paris les 26 et 27 mars 2014 conjointement par le Groupe Sociétés, Religions, Laïcités (GSRL), l'université Roma Tre, l'Institut d'Études de l'Islam et des Sociétés du Monde Musulman (IISMM), l'École Pratique des Hautes Études (EPHE) et l'École des Hautes Études en Sciences Sociales (EHESS). Abstract (en)The Arab Springs have liberated the public arena far and wide: an arena of freedom that all segments of society have suddenly occupied, notably those that, as the Islamists, had been deprived of. The Street extracted a freedom of speech that had long been confiscated. Even if Islam was not the first reference among the slogans shouted in the streets, the militants of the Islamist movements were not absent. Having been the target of repression under authoritarian regimes, which had imprisoned and relegated them to the underground, they have benefited from this new deal, while retrieving a freedom of action and a growing visibility, associated or not with a political purpose of take over of power. They found themselves engaged, in certain countries, in electoral competitions where nothing could be taken for granted and which dictated the development of new strategies where militant practice, presence in the field and outreach work constituted advantages. In competition with the other movements and parties present on the political scene, the Islamist parties and movements find themselves currently in the heart of ongoing polarizations in the countries of the Middle East and the Maghreb, whether they are engaged in phases of transition or, much more tragically, in processes of armed confrontation. These polarisations – political at the beginning of the Arab Springs - also took a merciless denominational turn, implicating the whole Arab world, and clearly question the viability of certain States.The articles in this book issue, for a large part, from the symposium on these topics held in Paris on 26 and March 27, 2014 jointly by the Group Societies, Religions, Secularisms (GSRL), the Roma Tre University, the Institute for Studies of Islam and the Societies of the Muslim world (IISMM), the Practical School of Advanced Studies (EPHE) and the School of Advanced Studies in Social Sciences (EHESS).
