O presente artigo estabelece uma reflexão crítica sobre a ação contemporânea de Companhias Segurança Privadas e sua relação com estruturas estatais, principalmente no que diz respeito as narrativas sobre possíveis violaç ões da soberania estatal. Apontamos que a gramática envolvendo as CSP se articulam principalmente com um suposto monopólio do uso da força, sendo seu uso apontado comumente como a materialização de práticas de erosão dos princípios basilares dos Estados modernos. O artigo se concentra em articular premissas epistemológicas que assumem que tais atores não necessariamente erodem a soberania - mas representam um momento de resignificação da mesma, em conluio com redefinições do que é público e privado em tais contextos. A soberania, nesse sentido, é entendida como um conceito em recorrente processo de significação e não um elemento rígido e atemporal.
O presente artigo pretende apontar caminhos alternativos para se observar o confronto civil na Síria (2011-presente), indicando que a materialização do discurso sobre guerras por procuração representa uma simplificação demasiada do que ocorre em campo. Diferente de um confronto de dois lados fixos, liderado por Estados, reforçamos que se trata de um conflito fluido, com alianças e objetivos se modificando ao longo do tempo e do espaço. Para isso, fazemos um estudo de caso dos grupos Curdos e suas múltiplas afiliações no teatro operacional.
O presente artigo aponta as modificações ocasionadas pela utilização por Estados Fracos de Companhias Militares Privadas, sob a luz dos conceitos que historicamente caracterizam o sistema vesfaliano de países, principalmente o de monopólio estatal do uso da força. Para isso, realiza-se um estudo empírico nas transformações ocasionadas por essas Companhias, no âmbito do Plano Colômbia, neste país sul americano. Representantes do processo de liberalização econômica da década de 90 e do conseqüente processo de privatização, as Indústrias Privadas Militares estão presentes atualmente em cerca de 190 países dos cincos continentes. Utilizadas por seu relativo baixo preço e reduzido custo político, comparados aos exércitos convencionais, o crescimento dessas companhias é notável, chegando a casos em que os mercenários representando nações soberanas são mais numerosos nas áreas de guerra do que os soldados estatais. O estudo de tais questões é uma ferramenta importante para o entendimento dos novos temas envolvendo conflitos no mundo pós-Guerra Fria.
This paper seeks to analyze the reshaping of the state security device in Brazil justified by the challenge of hosting the World Cup and the Olympic Games. The advent of these events ignited security programs designed to face possible threats and also the strengthening of law enforcement capability. This security device, in a Foucauldian perspective, should be seen as a complex articulation between social practices around security, national securitization processes and new tactics of government over conducts, spaces and flows connected with transterritorial security strategies. ; Este artículo busca analizar la remodelación del dispositivo de seguridad estatal en Brasil justificado por el desafío de ser sede del Mundial y los Juegos Olímpicos. El advenimiento de estos eventos impulsó los programas de seguridad diseñados para enfrentar posibles amenazas y el fortalecimiento de la capacidad de aplicar la ley. Este dispositivo de seguridad, desde una perspectiva Foucaultiana, debería ser visto como una articulación compleja entre prácticas sociales en torno a la seguridad, procesos nacionales de securitización y nuevas tácticas de gobierno sobre conductas, espacios y flujos conectados con estrategias de seguridad transterritoriales.
The 2012 elections for governor in Rio de Janeiro gather special attention from national and international media analysts. The city politics was under scrutiny with the mega events hosted Brazil, like the Summer Olympic Games and the Soccer World Cup. In this sense, the strategies of the candidates for the organization of the city - mainly for public safety issues - were dissected and analysed for months leading up to the election day.In this context, as the disputes were being centralized in the candidates best placed in the pools, Luis Carlos Pezão (PMDB) and Marcelo Crivela (PRB), talks about the supposed contenders' governance mechanisms began to be galvanized. In the mainstream narrative, the first one would gather support, along other segments, from the "milícias", parastatal organizations that uses extortion of some communities to gather control of entire neighbourhoods. The 'milícias' would be one of the greatest contemporary security issues of Rio, accused of violent actions and recurrent cases of murders and violence. In turn, Crivela would be mainly supported by the neo-Pentecostal religious groups (The Guardian, 2012; O Globo, 2012). This binary narrative, reinforced by accusations from both politicians in televised debates, strengthened the discourse of an ' militia assault' against the State, building the image that evangelical sectors could serve as an opposition movement to these groups. Both would operate on a complete and antagonic mechanism of governance and social organization.The objective of this paper is to critically deconstruct these two premises. First, through a genealogical analysis of milícias groups in Rio de Janeiro, we will establish a reflection that these agents never behaved as "parallel states", as often described. Far from "invading the State,"such actors establish enmeshment processes with government sectors, redefining practices and legitimacy in a complex system - involving elections and political support. We support this discourse with the concept of "parastatal" (Amar, 2014) to better represent these agents, believing that these considerations sophisticates the analysis, moving away from the narrative that the State, an isolated and sealed actor, would - and could - be attacked by external agents.The second objective is to demonstrate that the relationship between neo-Pentecostal communities and milicia groups in Rio de Janeiro is also more complex than the speech presented at the elections. Through qualitative analysis of polling data in areas controlled by the armed groups - but with strong evangelical presence – we seek to relativize the discussions that these two actors would intrinsically and automatically possess antagonistic models of social organization. The data collection rearticulates these relationships and propose a different mechanism of explanation – dissimilar from the "zero sum game" between these two elements.This specific deconstruction of the binary narratives galvanize the complexification of the milicias and the evangelical groups, demonstrating that a less absolute interpretation sheds light to a new framework of practices. We believe that these arguments promotes a potent reflection on the processes of power and legitimacy of violence in Rio de Janeiro, reinforcing how these actors can function on multiple and overlapping movements.
A chegada de Donald Trump à presidência dos EUA reanimou debates sobre a gestão das fronteiras do país, principalmente com o México. A partir de um estudo qualitativo, com uma revisão bibliográfica, o artigo demonstra que, apesar da mudança de tom, os governos anteriores de George W. Bush e de Barack Obama já imprimiam um caráter de contínua militarização deste espaço, com a constituição discursiva de "ameaças externas" e o emprego de dispositivos materiais translados dos conflitos armados. O artigo faz uma análise qualitativa da fronteira EUA-Mèxico para materializar tais pontos e questões.
