Prior research finds that human capital may explain racial housing inequality, whereas others note the historical role that race played in creating unequal housing conditions. This study uses the case of Cubans in the United States to examine whether human capital explains Black–White housing inequalities, or if they are a result of nativity/cohort differences—a proxy for the federal policies that supported Cubans' economic and social incorporation. Using pooled data from the American Community Survey, I examine how human capital characteristics and nativity/migration cohorts shape odds of homeownership and predicted home values among Cubans. Extended analyses using decomposition methods find that although human capital characteristics are important, they play a smaller role in explaining Black–White differences in homeownership and home values. Indicative of the changing structure of racial stratification in the United States, results reveal substantial inequality among the oldest of Cuban immigrants and U.S.‐born Cubans, despite a trend toward declining inequality among recent arrivals. Supported by the literature of systemic racism, the case of Cubans shows how human capital explanations do not sufficiently explain racial housing inequalities and how the future of racial stratification is one of inter‐ and intra‐ethnic group inequality.

For three hundred years, Bernard Mandeville was considered the first great apologist for luxury and the unsavory dimensions of commercial society, a reputation that remains largely intact even as scholars reconsider the depth and influence of his thought. Here, I argue that Mandeville's attitude toward luxury and material excess is far more ambivalent—indeed, highly critical—than previously thought. As societies became wealthier and more literate, Mandeville saw both individuals and societies growing increasingly susceptible to discontent—to "grumbling," as the original title of The Fable of the Bees has it. This focus on grumbling is particularly worthy of close study because Mandeville's chief profession was medicine, and, more specifically, the treatment of hypochondria. Identifying the bourgeois lifestyle as the cause of hypochondria in both the body and the body politic led him to caution his patients against the very things with which his name is synonymous: luxury and excess.

AbstractThe agonistic critique of liberalism argues that liberal theory unwisely eliminates conflict from the design of liberal-democratic institutions and understandings of liberal citizenship. John Stuart Mill anticipates and resolves the agonistic critique by incorporating several theories of antagonism into his political theory. At the institutional level, Mill places two antagonisms at the center of his political theory: the tension between the popular and bureaucratic elements in representative government, on the one hand, and that between the democratic and aristocratic elements in modern society, on the other. These tensions guarantee the fluidity of the political sphere. At the experiential level, Mill's embrace of antagonism is even more complete, as he argues that even our objectively correct opinions must be ceaselessly contested to become properlyours. The theory that emerges is both agonistic and liberal; further, it calls into question current liberal attitudes concerning conflict and antagonism.

AbstractThis paper examines the impacts of human-wildlife conflict (HWC) in the Kakum Conservation Area (KCA), Ghana. The primary focus is on crop-raiding by elephants. Using ethnographic methodologies, the findings shed light on the broader impacts of HWC in rural communities. These include food insecurity characterized by a notable decline in the quality and quantity of food accessible to individuals and families affected by crop-raiding. The study also underscores the negative impacts on mental and physical wellbeing as residents contend with stress, anxiety and fear due to crop-raiding and encounters with elephants. Furthermore, this research uncovers how coping mechanisms employed by locals in response to these challenges may result in problem drinking. Also, efforts taken to mitigate crop-raiding unintentionally result in health consequences for farmers who face risks of contracting diseases such as malaria and suffer from sleep deprivation due to guarding their fields at night. More importantly, this study provides an in-depth examination of the broader vulnerabilities caused by HWC which are often ignored and underscores the importance of looking beyond the direct impacts in HWC hotspots like KCA.

AbstractScholars and practitioners have been striving to develop straightforward and effective tools to measure protected area management effectiveness (PAME). UNESCO Biosphere Reserves (BR), with their unique functional and zonation schemes are monitored according to their compulsory 10-year Periodic Review (PR), which is useful for UNESCO's evaluation purposes but lacks comprehensiveness and utility for adaptive management. Based on existing PAME methodologies, we develop and propose the first quantitative tool for the evaluation of BR management effectiveness, that would enhance and complement the currently used qualitative PR report, and serve the rapid evaluation needed for BR managers to monitor, evaluate, and adapt their management approach to achieve the three functions of BRs. The tool consists of 65 indicators, embodied within the 6 elements of the World Commission on Protected Areas Framework. We then tested this tool, named Biosphere Reserve Effectiveness of Management index (BREMi) to evaluate management effectiveness across the Arab Man and the Biosphere Reserve network involving 17 BRs spanning 8 countries of the Middle East and North Africa. BREMi scores ranged from 4.43 to 8.65 (on a scale between 0 and 10), with a mean of 6.31 ± 1.040. All indicators were considered valuable measures of progress by our respondents, as well as by independent experts. We discuss our findings in light of available literature concerning the Arab region and through the conceptual frames of adaptive management and resilience. Finally, we discuss where the BREMi tool would be most useful for BR management authorities in the iterative process of evaluation and adaptive management.
