The introduction by Jeffrey Reitz focuses on the evolution of Breton's distinctive institutional framework, which both extends and in some ways alters John Porter's classic analysis in The Vertical Mosaic. The authors examine two sides of the social covenant: what Canadians expect from their society - fairness, recognition for their contribution to society, trust that others will not take advantage of them, and a sense of belonging - and what is expected from them - a sense of indebtedness to society that reflects an appreciation of how they have benefited as members of their society, a sense of obligation to help others, and a willingness to contribute to the functioning of the community and society. Based on this analysis, the authors identify a number of steps that can be taken to strengthen the Canadian social fabric.This study is especially pertinent today given the pervasive market culture that is eroding the civic culture underlying the social covenants in contemporary Western societies. It goes beyond conventional assessments that focus on economic and material dimensions of our society.
Cet article aborde l'analyse de la communauté ethnique en mettant l'accent sur ses dimensions politiques, sans pour cela ignorer les autres dimensions. La communauté ethnique est considérée comme communauté politique (polity) sans État, ce qui amène à se demander comment elle se gouverne, de quelle façon elle gère ses affaires publiques. Quatre phénomènes se rapportant à la capacité d'effectuer des choix et de réaliser des projets collectifs sont considérés : la définition de ses frontières, les formes de gouvernement et leur fonctionnement, la gestion des conflits à l'intérieur du groupe, et la mobilisation de la participation que toute action collective exige. La façon dont le groupe est gouverné est influencée par le fait qu'il est minoritaire, que l'appartenance à la communauté est volontaire, que celle-ci est hétérogène et donc sujette à des divisions internes. L'analyse est limitée au cas des groupes formés par des immigrants et leurs descendants.
II y a plusieurs collectivités francophones minoritaires au Canada : locales, provinciales, régionales et nationale. Elles diffèrent quant à leur situation interne, la composition de leur population et le contexte démographique, socio-économique, légal et politique dans lequel elles se trouvent. Face à cette diversification, l'un des défis pour l'analyse sociologique est de conceptualiser et éventuellement d'analyser empiriquement les modalités d'appartenance et d'identification à la collectivité, c'est-à-dire les variations dans la nature et l'intensité de la relation que les individus établissent au sein des collectivités dont ils sont géographiquement membres. Cet essai propose un cadre basé sur trois axes ou dimensions, chacun constituant un spectre allant du plus ou moins positif au plus ou moins négatif : l'axe pragmatique ou utilitaire qui définit la collectivité comme espace d'action économique, politique ou sociale ; celui de l'interdépendance sociale qui fait que le sort économique et politique de même que le statut social des individus dépendent du sort et du statut de la collectivité ; et celui de l'héritage culturel commun qui fait que les individus se reconnaissent les uns les autres comme ayant certaines caractéristiques distinctives. Certains types de relations individu-collectivité sont identifiées pour chacune de ces trois dimensions.
La plupart des questions sur lesquelles les sociologues québécois se sont penches au cours des dernières décennies se rapportent d'une facon ou d'une autre aux transformations qui ont eu lieu au cours de la 'Révolution tranquille'. Les objets de leur recherche peuvent être regroupes sous trois chapitres: la modernization, le nationalisme, et l'égalité sociale. Le passage d'un ordre socio‐culturel à un autre entraine des tensions et oppositions entre les groupes en place et ceux qui aspirent à un ordre different; entre groupes pronant des idéologies differentes. Les sociologues (et autres specialistes en sciences sociales) faisaient partie de groupes qui preconisaient certains types de changements. L'essai porte sur les facons dont les transformations sociales et l'implication des sociologues dans leur deroulement ont oriente la discipline ‐ à la fois dans ce qui à constitue ses objets de recherche et dans ce qui à ete neglige. L'impact de ces phenomenes sur revolution de la profession est egalement examine.The work of Quebec sociologists during the last few decades has dealt with issues related to the transformation of society that has characterized the 'Quiet Revolution'. The significant trends of research can be grouped under three categories of issues: those pertaining to modernization, nationalism, and social equality. The changes from one socio‐cultural order to another has involved tensions and opposition between established and contending groups; between groups with different ideological orientations. Sociologists (and other social scientists) were part of groups advocating particular kinds of changes. This essay examines some of the ways in which the on‐going social change and the involvement of sociologists in it has oriented the discipline ‐ both in what has been researched and what has been neglected. Some observations are also made with regard to their impact on the evolution of the profession.
This paper presents an analysis of aspects of the recent evolution of the symbolic dimensions of Canadian society, focusing on the linguistic and ethnocultural fields. It is argued that a consideration of material or utilitarian aspects, while essential, will lead to a misunderstanding of the actions and reactions of the various groups and organizations in these fields if the symbolic interests and forces involved are not given adequate weight. Drawing from a number of theoretical approaches, some of the processes involved in creating symbolic resources and in allocating status or honour among segments of the society are considered. Special attention is given to the role of state institutions in relation to these processes and, more specifically, to some of the policies adopted in its interventions in the symbolic order.Cette étude présente une analyse des aspects de l'évolution récente des dimensions symboliques de la société canadienne, particulièrement, les domaines linguistique et ethnoculturel. On soutient qu'une considération du matériel, ou aspects utilitaires, quoiqu'essentielle, aboutira à une conception erronée des actions et réactions des différents groupes et organisations dans ces domaines, si on ne donne pas aux forces et intérêts symboliques impliqués, le poids qu'ils méritent. A partir de plusieurs approches théo‐riques, quelques processus reliés à la création de ressources symboliques et à l'attribution de statut ou distinction honorifique parmi les tranches de la société, sont considérés. Une attention spéciale est portée au rôle des institutions de l'État, par rapport à ces processus, et plus particulièrement, à quelques politiques qu'elles ont adoptées dans leurs interventions dans l'ordre symbolique.NOTES
L'analyse consiste à situer les événements d'octobre dans le contexte du changement qui s'est déroulé dans l'ensemble de la société, surtout en autant que ce changement comportait une nouvelle repartition du pouvoir et de l'influence dans divers secteurs institutionnels ou des tentatives dans ce sens. Le FLQ était un des groupes engagés dans ce processus et s'est distingué par les tactiques et les moyens utilisés. L'étude propose quelques explications du recours à la violence par le FLQ. Les enlèvements de M. Cross et de M. Laporte sont devenus un événement politique important pour des raisons qui vont au‐delà du fait qu'ils etaient des personnages politiques. Il s'agissait d'une situation non définie que divers groupes engagés dans le changement du partage du pouvoir ont tenté de structurer à leur avantage. L'étude se termine par un examen de quelques questions ayant trait à la fonction d'autorité dans de telles circonstances.The events of October 1970 are examined in the light of the change taking place in the society at large, particularly as this change involves the redistribution and attempts at the redistribution of power and influence in various institutional domains. The FLQ is seen as one of the various groups involved in this process, although through the use of unconventional tactics and means. Some of the reasons for the use of violent means by the FLQ are suggested. The reasons why the kidnapping of Mr Cross and of Mr Laporte became a major political event, other than the fact that these men were political figures, are explored using the notion that the events brought about an undefined situation that a number of groups involved in the redistribution of power attempted to structure to their advantage. Finally, a number of questions concerning the exercise of authority in such circumstances are discussed.
Deux composantes du systeme de stratification sociale des ecoles secondaires sont reliees aux aspirations scolaires des etudiants. Ces facteurs sont l'arrange‐ment des cours en programmes d'etudes et 1'evaluation du rendement de l'etu‐diant. Ce dernier facteur est apprecie a partir de l'experience de l'echec par l'etudiant et du taux des echecs dans son ecole. L'analyse des donnees recoltees aupres d'un echantillon a l'echelle canadienne d'etudiants frequentant trois cent soixante (360) ecoles secondaires, met en relief le fait que le programme d'etude dans lequel on place un etudiant est le facteur qui influence le plus ses projets scolaires. L'impact des variables se rapportant aux echecs est aussi d'une grande importance. Les donnees indiquent egalement que la position de l'etudiant dans le systeme de stratification scolaire est plus fortement associee a ses projets scolaires qu'a la position de son pere dans la structure professionnelle.Two components of the stratification system within secondary schools are related to the educational intentions of students. These factors are the organization of the curriculum into programmes of study and the evaluation of the students' performance. The latter is considered from the point of view of the experience of failure by the student and of the rate of failure in the school. The analysis of data collected from a Canada‐wide sample of students in 360 secondary schools reveals that the programme of study in which the student is placed has the strongest impact on his educational intentions; the effect of the variables pertaining to failure is also substantial. The data also show that the student's position in the school stratification system is more strongly related to his educational intentions than the position of his father in the occupational structure.
Au sein de toute société, l'apparition d'associations et d'autres modes d'action collective sur une base ethnique est rendue possible quand le maintien des cultures minoritaires est perçu comme un fait légitime. Au Canada, des enquêtes récentes montrent que le maintien de la culture d'origine des communautés immigrées n'est pas vu d'un bon œil parla majorité culturelle, mais qu'il est encore moins bien perçu par les membres de ces communautés, qui sont nombreux à déclarer souhaiter l'assimilation culturelle.
