The SADC Organ for Politics, Defence and Security (PDS) is (or was) the youngest regional organisation in southern Africa. It was founded in 1996 and was supposed to institutionalise the thinking on "new security" in its organisational structures. There were great expectations regarding its usefulness at the time. In line with new security thinking, it was made part of SADC, whose vision at the time was one of multisectoral functional cooperation. It was thought that a combination of these would integrate military and human security in a meaningful way. However, by the second half of 1997 - barely 15 months later - the Organ for PDS was suspended because of structural problems. (...) This paper will (...) evaluate the organisational structures in terms of the original thinking behind the setting up of the Organ, the Organ's relevance in the recent handling of conflicts in SADC, and finally, an assessment of the Organ's actual performance in fulfilling its stated objectives. Der Autor umreißt die politischen Entwicklungen, die 1997 zur Gründung der Indian Ocean Rim Association for Regional Cooperation führten, deren Ziel es ist, zu einer immer engeren regionalen Zusammenarbeit bis hin zu projektbezogener Kooperation und Freihandel zu gelangen. Zu den gegenwärtig 14 Mitgliedstaaten werden im Rahmen der möglichen Eingliederung anderer regionaler Zusammenschlüsse wie der SADC und ASEAN weitere hinzukommen. Trotz dabei zweifellos entstehender neuer Probleme wird die anvisierte Marktintegration für Südafrika eine große Herausforderung und Chance bedeuten. (DÜI-Hlb)
