Energy end-use Efficiency (EE) is a priority for energy policies to face resources exhaustion and to reduce pollutant emissions. At the same time, in France, local level is increasingly involved into the implementation of EE activities, whose frame is changing (energy market liberalisation, new policy instruments). Needs for ex-post evaluation of the local EE activities are thus increasing, for regulation requirements and to support a necessary change of scale. Our thesis focuses on the original issue of the ex-post evaluation of local EE operations in France. The state of the art, through the analysis of the American and European experiences and of the reference guidebooks, gives a substantial methodological material and emphasises the key evaluation issues. Concurrently, local EE operations in France are characterized by an analysis of their environment and a work on their segmentation criteria. The combination of these criteria with the key evaluation issues provides an analysis framework used as the basis for the composition of evaluation methods. This also highlights the specific evaluation needs for local operations. A methodology is then developed to complete and adapt the existing material to design evaluation methods for local operations, so that stakeholders can easily appropriate. Evaluation results thus feed a know-how building process with experience feedback. These methods are to meet two main goals: to determine the operation results, and to detect the success/failure factors. Energy Efficiency First (E1st) has recently entered the EU policy agenda. Although its general rationale has been described in the Governance Regulation and in grey literature, a lack of shared understanding remains about the principle's implications for investment and policymaking. This paper seeks to synthesise views on the principle, enhance its conceptual foundations and illustrate possible routes to implementation. First, it explores the historical and practical background of E1st by comparing the principle with similar regulatory concepts from outside the EU, including Least-Cost Planning, Integrated Resource Planning, and Demand-Side Management. This shows that the basic idea behind E1st, i.e. establishing a level playing field for demand- and supply-side resources, is not entirely new and that lessons can be learnt from related concepts. Second, it provides a theoretical foundation for E1st. By looking at the topic of the energy efficiency gap, as well as market and behavioural failures, the paper explains why, at present, demand- and supply-side resources are not on equal footing. It then explains what would need to change to establish an adequate balance. Third, based on this conceptual background, the article discusses possible avenues for putting E1st into practice with in the EU's institutional framework. It does so by introducing two complementary institutional arrangements for E1st: (i) centralised decision-making (e.g. prescription of cost-benefit analysis in network planning) and (ii) decentralised market-based decision-making (e.g. ensuring market access for demand-side resources in power markets).

International audience ; The review of the second National Energy Efficiency Action Plans (NEEAPs) of EU Member States has shown that many of them are facing a critical challenge in terms of changing the scale of energy efficiency improvement efforts. Their objectives for 2016 or 2020 reflect a very significant increase in the delivery of actions and/or energy savings (often 5 to 10-fold in the annual rate of actions for the residential sector).This paper first analyses the key barriers to address for achieving these changes of scale. Then it highlights a selection of measures that represent examples useful for policy-makers in terms of strategies for scaling up the energy efficiency programmes.These selected measures deal with such key energy efficiency policy components or objectives as funding mechanisms, training of skilled staff, and mobilization of relevant actors. They intend to support an increase in the number and/or in the quality of actions implemented. The types of measures covered include schemes to stimulate the offer of energy savings actions or packages, to involve construction or renovation companies, to encourage comprehensive renovations at the district level, performance-based financial incentives, financial guarantees, knowledge sharing and training. The paper brings a useful insight, especially for Member States preparing detailed roadmaps to structure their energy efficiency strategies for buildings, as required by the new Energy Efficiency Directive (2012/27/EU).

Several barriers limit energy efficiency policy evaluation. This results in a lack of quantitative data, and impedes evidence-based analysis required to distinguish effective from ineffective energy efficiency policies. EPATEE aims at tackling this problem by raising the capacity of policymakers and implementers. The project provides them both with tools and with practical knowledge to make effective impact evaluation an integral part of the policy cycle. EPATEE makes use of existing evaluation experiences in a range of instruments, such as energy efficiency obligation schemes, regulations, financial incentives and voluntary agreements. Experience sharing is the core of the project. Lessons learnt from other EU initiatives and good practices in how to successfully evaluate the impact and cost-effectiveness of such energy efficiency policies will provide the basis for the development of guidelines and good practice evaluation tools. References to certain issues such as free-rider effects are provided in the corresponding review sections. In addition, the report takes upsome insights gained from reviewing the evaluation studies listed in the Knowledge Base. One key issue is the purpose of evaluations and the corresponding energy savings assessed. Another key issue is efficiency or cost effectiveness, as this metric relies on the type of costs and energy savings. Finally, the scope of the evaluation is extended to further impacts of energy efficiency measures, with a particular focus on macroeconomic impacts, their meaning and comparability.

International audience ; Information available worldwide about energy efficiency policies and programmes has become very large. A major problem for practitioners is how to use this huge material for improving their own strategies and practices. On the one hand, there would be thousands of pages to explore, which is highly time consuming and therefore unachievable for implementers. On the other hand, there are platforms where practitioners may share their experience (e.g. ECEEE, Concerted Actions). However energy efficiency activities are now so diverse that it is impossible to cover all sources of experience feedback. And due to practical constraints, the exchanges are often reduced to bilateral contacts on a few cases.This paper presents the results and conclusions from a study for a national agency whose objectives were to build a catalogue of innovative energy efficiency measures (including experience feedbacks from policy implementers), highlighting their potential and the degree to which they could be transferred into another national context. A grading system, taking into account several factors (e.g. public cost, leverage effect) was used to compare and rank 47 measures, so that the practitioners can easily detect their strengths and weaknesses. In parallel, qualitative analyses remain critical to take account of the specificities.The high-grade measures were mostly detected in the industry and transport, mainly because the ones in the residential sector require more public investments. New requirements for rented dwellings, block-by-block refurbishments, innovative third-party financing and networks for benchmarking and experience sharing are among the most promising measures.The results of the study were used by the practitioners to improve their knowledge on abroad innovative policies implementable in France and that could be proposed in the future. As the government is often requesting proposals of new measures under very short time limit, this resource is then very useful.
