Examines the privatization of peacekeeping. The spotty record of the UN in this role are briefly addressed before looking at the role of private companies in peace operations, particularly in Africa. The private sector is less expensive, more flexible, & more efficient, making the outsourcing of peace operations sensible to governments. Issues of accountability & regulation of these private companies are touched on. it is concluded that the limitations of international peacekeeping point to the utility of privatizing those services. In den kommenden Jahren wird Afrika eine erhebliche Ausweitung sowohl des einheimischen wie des transnationalen organisierten Verbrechens erfahren. Dies wird die Staatsführung beeinflussen, man wird versuchen, sie zu kontrollieren oder sie wird sogar selbst Teil dieser Entwicklung. In der Vergangenheit haben Bürgerkriege und ethnische Konflikte dies überspielt. Die Autoren nennen Beispiele und entwickeln Gedanken, vor jeweils welchem Hintergrund das organisierte Verbrechen guten Nährboden findet. Dabei spielen folgende Faktoren eine Rolle: der oft schwache Staat, die verbreiteten Korruptionspraktiken, die Durchlässigkeit der Grenzen, die ethnische Zersplitterung, der verbreitete informelle Sektor sowie die extremen Unterschiede von Wohlstand und Armut. Um nicht zu pessimistisch zu sein, werden am Schluss einige Faktoren genannt, die auch gegen eine solche Entwicklung arbeiten könnten. (DÜI-Hlb)

In 2007, the Bush administration created a new military presence in Africa—AFRICOM (US Africa Command)—which has been vigorously debated ever since. Some see AFRICOM as the answer to an African security system crippled by a lack of resources, widespread politicization, and institutional weakness. Others claim that the program is nothing more than another attempt by the US to secure its own interests in the region. In African Security and the African Command, contributors with a range of views on the issues examine the objectives and activities of AFRICOM, offering a well-rounded picture of ongoing security challenges in Africa and what might be done to address them
