This work debates and investigates the cross-compliance system - whereby farmers comply with certain standards relating to the environment, food safety and animal and plant health. Assessments made on the environmental effects of the CAP are reviewed and the contribution of agricultural policy to environmental quality in the EU is considered. The focus is on the role of agricultural policy in reducing harmful effects and/or creating benefits to the physical environment, landscape and nature, Emphasis is placed on comparative studies. The commodity regimes of the CAP are examined (beef regime, arable crops regime, olive oil regime). Following a preface (one paper) and an introduction to environmental reform of agricultural policy (two papers), the environmental performance of CAP regimes is examined (ten papers). Institutional factors in reorienting agriculture are considered (three papers) and prospects for the future are discussed (two papers). Some of the chapters are edited and revised versions of papers presented at a workshop on CAP and the environment in the EU, held in the Netherlands in February 1998.

Qualitative calculus of policy models is an appropriate method for policy impact analysis in the case of imprecise information concerning the structural model parameters. The conditions of the sign-solvability analysis of a linear equation system -- with information represented by a positive, negative, or zero impact -- are strict, however. The relevance of qualitative calculus for Ur policy modeling is discussed. An extension of the sign-solvability approach (with purely qualitative information) is dealt with in the case of a mixture of qualitative & quantitative information. The use of matrix decomposition methods, theoretically plausible parameter restrictions, & a top-down/bottom-up approach for sign-solvability are introduced. The sign-solvability approach is applied to a dynamic policy simulation model of Ur decline developed for the city of The Hague, the Netherlands. Given the insufficiently reliable database for estimating the model in a conventional econometric way, qualitative calculus was used in order to infer conclusions regarding the direction of impacts of policy variables. 2 Tables, 2 Figures, 20 References.
