Die vom Autor selber noch in einer Buchpublikation vom Jahre 1994 vorhergesagte Dekommunisierung in Osteuropa hat bereits nach kurzer Zeit einem Rekommunisierungsprozeß als stärkstem politischen Faktor in dieser Region Platz machen müssen. Der Verfasser untersucht den Verlauf des Dekommunisierungsprozesses in Osteuropa und stellt fest, daß viele von dessen radikaleren Verfechtern eher antikommunistisch als demokratisch ausgerichtet waren. Er untersucht die Ursachen für den - mit der möglichen Ausnahme Ostdeutschlands - Fehlschlag des Dekommunisierungsprozesses und geht dabei vergleichend auf die Entwicklung in den einzelnen osteuropäischen Staaten ein. Nicht zuletzt die fehlende Tradition einer unabhängigen Justiz in dieser Region hat sich lähmend auf die Aufarbeitung der kommunistischen Vergangenheit ausgewirkt. Es war zudem ein Prozeß innerhalb der Eliten, der von der Bevölkerung mit Skepsis begleitet wurde. (BIOst-Mrk)

Die USA und die westeuropäischsn Länder haben Rußland vielfach versichert, daß es eine wichtige Rolle in der zukünftigen europäischen und internationalen Politik spielen wird. Dies impliziert eine intensive Interaktion zwischen Rußland und den osteuropäischen Staaten. Sollte sich Rußland ausgeschlossen fühlen, würde es seine Bestrebungen zur Kontrolle über die GUS-Staaten verstärken. Für einige osteuropäische Nachbarländer würde sich dadurch - trotz des anvisierten Beitritts zur NATO - eine insgesamt gespanntere Situation in ihrer Region ergeben. Ziel sowohl der westlichen Politik als auch der Strategie der osteuropäischen Länder solltes es daher sein, durch eine von Kompromiß geprägte Politik gegenüber Rußland im Hinblick auf die russische Position in Europa eine solche Konfrontationsstellung zu vermeiden.
