The paper examines the role played by foreign direct investment in developing local linkages in Singapore's electronics industry. Backward material linkages have developed as a result of two processes: the development of indigenous local suppliers, mostly within the fabricated parts sector, and foreign investment by overseas suppliers, especially in the hard disk drive sector. The economic development potential of these suppliers varies, and local suppliers in contract manufacturing offer the best hope for future indigenous growth within the supply base. Public policies targeted towards supplier development and upgrading the quality of multinationals play a significant role in facilitating local linkage development in Singapore.

First published in 1999, this volume recognised how widespread attention has been given to charting how the global rise in investment flows has caused numerous changes in the operation of economies - such as the globalisation of production and increasing international economic interdependency. Less research has been made on the role of government policy in promoting FDI. This book, based on a report for the OECD Development Centre, examines the rising competition between European governments to attract mobile investment projects and its impact on the use of different policy areas to influence FDI decisions.

AbstractEfforts to develop entrepreneurial ecosystems (EEs) have proliferated in recent years, marking it out as the latest industrial policy 'blockbuster'. This article reports the findings from the first comprehensive empirical analysis of EE policy approaches. It posits a basic typology of different policy frameworks deployed under the ecosystem rubric. The findings suggest the concept is fraught with conceptual ambiguity and is predominantly (and rather crudely) used to promote 'more' entrepreneurship. The research suggests the concept is a 'messy metaphor', open to wide-ranging misinterpretation and misuse by policymakers. In terms of recommendations, eradicating network failures, avoiding crude policy isomorphism and tailoring bespoke interventions to the specific nature of EEs are viewed as key policy lessons.

While high growth firms (HGFs) are crucial drivers of economic growth, to date there has been a dearth of research examining their funding requirements. Drawing on a survey of over 8,000 UK Small and Medium Sized Enterprises (SMEs), this paper investigates the capital structure and access to credit in high growth SMEs in the period following the global financial crisis. The findings challenge conventional wisdom about high growth SMEs in certain respects. They find it no harder than non-high growth SMEs to access external finance. The vast majority of high growth SMEs rely strongly on debt-based finance for their funding, not equity finance. High growth SMEs are much less likely to seek finance for working capital purposes but are no more likely to seek finance to invest in R&D than less rapidly growing SMEs. The findings suggest little justification for government intervention aimed at increasing credit availability for HGFs as currently espoused by the UK government.

High growth firms are now a major focus within enterprise policy. This paper provides a theoretically informed analysis of the rationale and effectiveness of targeted public sector support designed to develop these firms. Drawing on empirical research undertaken in the UK, this paper challenges the appropriateness of the theoretical assumptions embodied in these state-backed support instruments. It outlines the nature of these programmes and provides a critique of some of their inherent weaknesses, revealing that the assumptions underpinning these programmes are often flawed. The paper examines the limitations of their selection procedures, the thematic nature of support and exit dynamics. It found that offering early stage firms intensive levels of resources may have important (and detrimental) unintended consequences previously overlooked by policy makers. The paper offers some suggestions for how policy instruments could be better attuned to the needs of these growth-oriented firms.

In recent years, there has been an upsurge of interest by policy makers in high growth firms. Interest in these dynamic firms has primarily been driven by their prodigious ability to create new employment. Despite this, very little is known about the complex corporate geographies of these firms and their internationalisation processes. Using quantitative and qualitative data, this paper explores this issue by examining Scottish high growth firms. High growth firms were found to adopt more aggressive forms of international expansion, such as overseas acquisitions, than their non-high growth firm counterparts. As a result of these complex growth processes, a large proportion of high growth firm employment growth is generated outside Scotland. The paper concludes that the regional development impact of high growth firms for small peripheral economies in the UK is more limited than originally envisaged. The implications of the study for further research and public policy are examined.

In this commentary we trace the economic and spatial consequences of the Covid-19 pandemic in terms of potential business failure and the associated job losses across the hundred largest cities and towns across the UK. The paper draws on UK survey data of 1500 firms of different size classes examining levels of firm-level pre-cautionary savings. On business failure risk we find a clear and unequal impact on poorer Northern and peripheral urban areas of the UK, indicative of weak levels of regional resilience, but a more random distribution in terms of job losses. Micro firms and the largest firms are the greatest drivers of aggregate job losses. We argue that spatially blind enterprise policies are insufficient to tackle the crisis and better targeted regional policies will be paramount in the future to help mitigate the scarring effects of the Covid19 pandemic in terms of firm failures and the attendant job losses. We conclude that Covid-19 has made the stated intention of the current government's ambition to 'level-up' the forgotten and left behind towns and cities of the UK an even more distant policy objective than prior to the crisis. ; Publisher PDF ; Peer reviewed
