Across Europe, the question of whether quotas should be enforced for the highest ranking corporate positions as a means to addressing gender injustice is under vigorous discussion. Much of the debate has focused on the Directive drafted by the European Commission in 2012, which would place an 'obligation of means' on listed companies to ensure that at least 40% of non-executive directors (or 30% of all directors) of each corporate board are female by 2020. In this policy brief, Jude Browne, Director of the University of Cambridge Centre for Gender Studies, assesses the three main objections to gender quotas on corporate boards, and seeks to overcome these objections by offering an alternative to EC policy in the form of a new proposal called the Critical Mass Marker approach. This new approach provides a mechanism for identifying situations in which a disproportionate number of women occupy positions at a certain level within an organization and yet the natural progression one might expect to see does not materialize — where there is, in other words, a 'thwarted critical mass'. She argues that the Critical Mass Marker approach could prove a much more effective and proportionate response to gender imbalance in corporate boardrooms than EC policy, since it ensures that people who are equipped with the relevant skills and experience would be able to move up and across institutional structures, irrespective of characteristics such as race or sex. The effects of such a policy effort would also be felt much more widely than simply at the very top ends of organizations, instead benefitting workers across the whole of their employing institutions. Furthermore, the Critical Mass Marker approach offers a more nuanced and flexible way to tackle segregation patterns than blanket quotas aimed only at boards, and provides a clear objective for equality which requires specific actions.

This Briefing Note discusses how much scope there is to raise revenue from the very rich by increasing income tax rates and assesses in detail the amount of revenue that is likely to be raised by the government's proposed reforms. It extends analysis presented in the 2009 IFS Green Budget and updates some calculations in a submission to the Mirrlees Review. It also discusses information recently released by HM Treasury and HM Revenue & Customs concerning their methodology for calculating how much revenue these reforms will raise. The Briefing Note shows that there is considerable uncertainty over the revenue that could be raised from the very rich by increasing income tax rates, both because we cannot be certain about the distribution of incomes above £100,000 and because we cannot be certain how those affected will respond to the tax increase. It goes on to discuss under what conditions the measures in PBR 2008 could yield as much revenue as the Treasury is forecasting.

This paper describes the development and early use of a test bed for Just‐In‐Time GIT) control of Flexible Assembly Systems (FAS). JIT has, up to now, been used in repetitive manufacturing systems. However, increasingly, companies involved in batch production who frequently use Materials Requirements Planning (MRP) approaches, are seeking to achieve the benefits of JIT, and to use Kanban type control at the operational level. The test bed simulation can be configured by the user to model a range of assembly systems each of which can, within limits, be configured by the experimenter. It is built using the SLAM II simulation package. Kanban cards are modelled as resources, as are the individual assembly stations and the transportation devices which carry work between the assembly stations. The test bed can be used to experiment with batch sizes, set‐up times, assembly station breakdowns, various Kanban sequences, varying purchasing lead times, etc. It allows experimentation with the application of the Kanban system to manufacturing systems which are not purely repetitive in nature and more closely resemble batch manufacturing systems.

Much research has been reported on the possibilities of using various heuristic priority rules to sequence batches through a job shop. The SPT (Shortest Priority Time) heuristic, or modifications to it, has been proved useful in many studies. This paper reports on the results obtained when simulating the work flow through a real machine shop. The simulation model has been used to test the effect on well known priority rules of releasing batches into the shop in order of decreasing expected throughput time. The important effect of this "phased release" of batches was to increase the percentage of batches delivered in finished parts stores on time, particularly in the case where priority rules were in use which might otherwise have resulted in poor delivery. This has important repercussions for management because it implies that by "phased" release of batches in the manner discussed, a large proportion of batches will be delivered on time whatever priority rule is in operation in the shop.

OBJECTIVE: To highlight the emerging ethos of cultural rigour in the use of critical appraisal tools in research involving First Nations peoples. METHODS: Critical reflection on recent systematic review experience. RESULTS: The concept of cultural rigour is notably undefined in peer-reviewed journal articles but is evident in the development of critical appraisal tools developed by First Nations peoples. CONCLUSIONS: Conventional critical appraisal tools for assessing study quality are built on a limited view of health that excludes the cultural knowledge of First Nations peoples. Cultural rigour is an emerging field of activity that epitomises First Nations peoples' diverse cultural knowledge through community participation in all aspects of research. Implications for public health: Critical appraisal tools developed by First Nations peoples are available to researchers and direct attention to the social, cultural, political and human rights basis of health research.

The Pre-Budget Report given by the Chancellor on 24th November 2008 contained a number of changes to the tax and benefit system to come into effect at various points over the next three years. This briefing note expands on the information provided at a briefing given by IFS researchers on the day after the Pre-Budget Report1. It gives details of the changes to taxes, benefits and tax credits directly affecting households, and the total distributional impact of measures announced in PBR 2008 together with pre-announced changes, by income and expenditure decile and household type, at three points in time – January 2009, April 2009 and April 2011. It also discusses what PBR 2008 does to our impression of all tax and benefit changes under this Government. Finally, it discusses what PBR 08 did for child poverty in 2010/11 and the likely effects of the income tax changes for those earning more than £100,000 a year.
