This book provides a new approach to thinking about the politics and geographies of climate governance. It argues that in order to understand the nature and potential of the range of new responses to climate change emerging at multiple scales we need to examine how governance is accomplished - how it is undertaken, practised and contested. Through a range of case studies drawn from communities, corporations and local government, the book examines how climate change comes to be governed and made to matter as an issue with which diverse publics should be concerned. It concludes that rather than seeking the solution to climate change once and for all, we need to engage with the ways in which we can channel our intentions to ameliorate the climate problem to more progressive ends.

The world of climate politics is increasingly no longer confined to the activities of national governments and international negotiations. Critical to this transformation of the politics of climate change has been the emergence of new forms of transnational governance that cut across traditional state-based jurisdictions and operate across public and private divides. This book provides the first comprehensive, cutting-edge account of the world of transnational climate change governance. Within debates about the emergence and nature of governance, it has become commonplace to debate the whereabouts and possibilities of authority. Traditionally, authority is conceived as a property of some actor or institution and is regarded as divisible over time and space. Drawing on theories of power, in which it is regarded as constitutive of social relations, this paper proposes an alternative account of authority in which it is seen as one form of power that can be enacted towards three distinct purposes—instrumental (as consent), associational (as consensus), and governmental (as concord)—involving particular forms of recognition and compliance, and mediated through distinct sociospatial relations. The paper examines the potential of such an approach through exploring the workings of authority in transnational climate-change governance. Given the sustained debates within this field concerning the shifting geographies of authority between public/private actors and across different political spaces, this provides an important test of the explanatory value of this approach. The analysis suggests that, while these modes are not mutually exclusive, they orchestrate the 'will to govern' in significantly different ways, with important implications both for how governing is accomplished and for the geographies of global environmental governance.

Ever since the agreement of the United Nations Framework Convention on Climate Change, climate change has become the most prominent global environmental issue on domestic political agendas. The author examines how a policy-network approach can contribute to the analysis of domestic climate change responses. Consideration is given to the role of advocacy coalitions and discourse coalitions within policy networks. It is argued that the discourse-coalition approach offers a useful explanation of the processes of coalition formation, interaction, and policy learning. Although it cannot alone explain the outcomes of the policy process, its emphasis on the dynamics of meaning, legitimacy, and knowledge as an essential part of policymaking can usefully be incorporated into an analysis of policy networks.
