Lowe [1985, 163] rightly observed that from the daybreak of history man has engaged in economic activity and no other activity has consciously occupied him to such an extent. The scalę of economic activity and its character has changed, the economy and civilisation has developed. Yet systematic reflection regarding this major sphere of human activity did not occur until the 17th century, when economics emerged from philosophy as an independent discipline of study. During the last twenty years we have witnessed quite a lively discussion of the concept of sustainable development, seen as an attempt to integrate social, institutional, economic and environmental aspects of development. It is sometimes analysed asa philosophical, economic and political concept, in its theoretical and practical, positive and normative, global and local aspects. The multitude of approaches to the notion of sustainable development demonstrates the significance attributed to this modę of describing and shaping reality. This paper concentrates on political aspects of the development and implementation of sustainable development.
The text analyses the influence of the EU climate policy on the competitiveness pollution-generating of sectors of the Polish economy. Study of literature and the results of the questionnaire survey, carried out in 2008 in enterprises located in Poland and representing the steel, glass, aluminium and cement industries became a basis for formulating conclusions concerning the consequences of the climate policy already implemented and planned after 2012. The EU climate policy, particularly the common system of emission allowances trade, makes the enterprises face new developmental barriers. The expected increase in production costs will not only slow down the production dynamics, but may also entail lowering the competitiveness of Polish companies compared to companies from outside the EU, to which the greenhouse gasses emission limits do not apply. Adverse consequences for employment and for regional development should also be considered indisputable. If that was accompanied by an emission leakage outside the EU, achieving the global purposes of the climate policy would also become questionable. The businesses surveyed represent industries which are pollution generators by their nature and even ecologically-oriented technological progress is incapable of ensuring considerable emission reductions without general switching of the economy to renewable energy sources. ; W tekście przedmiotem analizy jest wpływ polityki klimatycznej UE na konkurencyjność polutogennych sektorów polskiej gospodarki. Branże uwzględnione w badaniu są ze swej natury polutogenne i nawet proekologiczne przemiany technologiczne nie są w stanie zapewnić redukcji emisji bez generalnego przestawienia się gospodarki na odnawialne źródła energii.

The article concerns the practical use of green public procurement to implement sustainable development. The use of this type of instrument in the investment activity of the city in the years 2007–2017 is presented on the example of the City of Łódź. Documents related to the implementation of public procurement were analyzed. The research was subordinated to the verification of the hypothesis that the implementation of urban investments using green public procurement and ecological criteria is an effective mechanism for the implementation of sustainable development by the territorial self-government. The results confirmed that green public procurement contributes to the improvement of the natural environment and the quality of life of residents in accordance with the concept of sustainable development.

Purpose – The aim of the study was to identify the differences in the vulnerability of Polish voivod-ships to climate change, which may pose a threat to the sustainable development of particular regions. Research method – To achieve the purpose of the research, for each voivodship, a Synthetic Measure of Socioeconomic Vulnerability to Climate Change (SMSEVCC) was calculated. The SMSEVCC was applied in the linear ordering of objects characterized by several diagnostic variables, which were later replaced by one diagnostic value. Results – The implementation of sustainable development in Poland is strongly determined by cli-mate change and the associated extreme weather phenomena. The risk varies regionally and depends on the natural vulnerability of a given area that results from environmental conditions and the level of socioeconomic development. Originality /value / implications / recommendations –The paper presents a comprehensive analysis, eva-luation of socioeconomic vulnerability of voivodeships in Poland to climate change. Progress in the im-plementation of sustainable development requires strengthening adaptation measures to climate change, which should be adapted to the specifics of individual regions. An important element of actions for sustainable development should be the increased importance of the economic insurance system.
