Persistent incidents of brutality, criminal behaviour and abuse of authority by members of South Africa's police agencies have serious implications for public trust and confidence in the police. A decline in trust and confidence in the police is inevitably harmful to the ability of the government to reduce crime and improve public safety. Firm action is needed to stop the decline in policing standards, which is placing both police officers and civilians at unnecessary risk of injury and death. This article explores the underlying reasons for many of the problems confronting the SAPS and considers how they may be addressed.

It is argued in this article that irrepoachable ethical behaviour is a prerequisite for reversing the downward performance spiral of the South African public sector. This downward spiral is caused by three impediments: corruption and maladministration, unemployment, and orthodoxy. These impediments can be related to the politics of society, the politics of economics and the politics of bureaucracy. The performance of the public sector also has a global context and this is explored in terms of the effect of global competitiveness on public revenue, South Africa's vulnerabilty as developing country and the effects of the response to globalisation on the socio-economic needs in the country. This serves to emphasise that little hope should be placed on macro-economic policy reform to make more money available for public spending and address the unemployment impediment. Instead, the other two impediments should be demolished through ensuring irreproachable ethical behaviour. The small actions that cannot be considered corrupt or illegal, but still nibble away at resources - time and opportunities - must be eliminated. Finally, it is proposed that supplementary codes of conduct and a corruption index should be developed on an agency level, and that further institutional reform should be aimed at delegating even more authority for discretion to public managers. The article explores whether regional (provincial) government in South Africa still has a role in service delivery within the context of present local government reforms and the tendency to supra-state regionalism. Physical and socio-economic development demands add another dimension to the context. Intergovernmental relations, the role of regional government in South Africa and contemporary requirements for service delivery are analysed to obtain some clarity within this context. Thereafter a large housing program coordinated by a regional government institution - the integrated Serviced Land Project - serves as a case study analysis in search of an answer. (...) Regional government should fulfil a dynamic role in closing the continuously changing gaps in service delivery between local governments on the one hand, and between local and central government on the other. Wohnraum ist ein Faktor extremen Mangels in fast allen Entwicklungsländern. Die Haus- und Wohnungsbaupolitik dieser Länder muß darauf abzielen, Wohnraum in einer Ausführung zur Verfügung zu stellen, die den zuvor marginalisierten Bewohnern Anreiz zu sozialem Aufstieg ist. Auf der anderen Seite aber muß die Zahl der zur Verfügung gestellten Wohnraum-Einheiten groß genug sein, um den Massen der in informellen Slums lebenden Menschen möglichst rasch helfen zu können. Vor diesem Hintergrund untersuchen die Autoren am Beispiel des Delft Housing Project in Kapstadt, inwieweit deren Nutznießer die Kapazität und die Fähigkeit haben, die Herausforderungen eines neuen dynamischen Umfelds anzunehmen und die ihnen gebotenen neuen Möglichkeiten verantwortlich und nachhaltig zu nutzen. Here, we report the draft genome sequence of a phytoplasma discovered in grapevine. The genome size is 600,116 nucleotides (nt), with 597 predicted open reading frames. It is most similar to a maize bushy stunt phytoplasma of group 16SrI-B (aster yellows). This book reflects academically on important and relevant natural scientific disciplines, important technologies and related media to determine and communicate the moral issues and challenges within those specific fields of study, and how to deal with them morally and from a multidimensional South African context. It aims to add scientific, technological and ethical value, locally and globally, by reflecting mainly from the viewpoint of a specific scholars, writing about the most pressing moral issues or challenges raised by problems within their specific field of study. It is written mainly from a qualitative methodological perspective, including autobiographical and participatory views. The co-authors present in respective chapters their research systematically and intersectionally, based on profound theoretical analysis and reasoning. Current research in the basic and implied sciences and technologies requires sound ethical practice based on a defensible moral stance. Moral norms, in our view, are deeply grounded and evolved convictions about justice and injustice, right and wrong, good and bad. It is not about rules. This scholarly book combines the insights and expertise of established South African scholars from different disciplines and backgrounds. The contributors are all deeply committed to the value and validity of science and ethical practice across the moral spectrum. Open and responsible discussions around this topic can lead to the introduction of moral guidelines and regulations to protect the rights of individuals, animals and the environment, while simultaneously facilitating the growth of scientific practice. This collected work, with its very specific and carefully selected grouping of academic fields, aims to innovatively assist in alleviating the shortage of academic publications reflecting on the moral issues in these specific fields.
