Increased use of e-powered personal mobility vehicles is usually considered to be a positive change, while it is generally agreed that Personal Mobility Vehicles (PMVs) effectively and efficiently reduce the negative environmental impacts of transport and improve quality of life. There has been great technological progress made by all sectors in the field of personal mobility during the last decade. The use of PMVs for micro-mobility have been welcomed by the market, consumers, and governments and thus they are becoming increasingly popular in modern European society. New technology-driven PMVs provide opportunities to their users, but at the same time create problems with street space sharing, road safety, and traffic offenses. This study gives an overview of recent types of PMVs, offers some insights into upcoming changes and challenges, and raises a discussion on themes related to the increased use of e-powered personal transporters.
One of the most important objects of Lithuania is to create a more efficient economy and raise labor productivity. Industrial park territories are being developed for such a purpose. The creation of industrial parks requires significant investments in its construction. More than 56 million euros, from the budget of the country and European Union support, have been already invested in the development of these zones in Lithuania. Such amounts would not be significant if these territories would achieve its' goals, which is mainly to attract major investors. However, there are many proofs of such investment projects failure in Lithuania and even more around the world. From the scientific point of view, there are many kinds of researches on the topic of industrial zones, but it still lacks the answers, why one projects thrive, and others fail to succeed. This work aims to analyze the spatial planning features of the existing industrial parks of regions of Lithuania in the context of the development level of country infrastructure. In this context, we question the rationality of the spatial position for some of these zones. The object of the research is industrial parks and free economic zones in the Republic of Lithuania. In this article, using statistical and spatial analysis (GIS) methods, we assess the infrastructure development level of industrial zones in Lithuania. We compare different industrial parks and their infrastructure development level, as well as how industrial parks are changing, i.e., expanding or diminishing. The results prove that in the context of Lithuania, free economic zones type is more successful than industrial parks. The paper provides insights into the development of industrial park territories.

The article deals with the problems of brownfield in Lithuania. The paper overviews Lithuanian and foreign experience of integrating the introduced areas into the urban framework based on social, economic, ecological and cultural contextuality. The main problem, on Lithuanian scale, is the absence of an official definition of urban brownfield. The legal framework in Lithuania does not contain any provisions to be processed. The article is aimed at identifying potential threats to the areas in respect of criteria for urban brownfields, and, according to this review, at revealing possible uses of this land. One of the most effective ways of urban sustainable development is the conversion of former military, industrial and other land accepted as the legacy of the Soviet regime. The authors have established a causal relationship resulting in the emergence of the urban areas of wilderness and developed guidance on using them. The authors have analysed and evaluated the existing real estate developers and current trends towards opportunities for private and public partnership (PPP) in Lithuania. Although PPP is widespread in most of European countries, it is a rare phenomenon in Lithuania, and has no deep-rooted tradition of this kind of investment in urban infrastructure; however, evaluation is one of the most potential ways to revitalize abandoned urban territories. Based on practices of foreign countries, the authors have identified PPP as a priority. Santrauka Straipsnyje nagrinėjama apleistų teritorijų Lietuvoje problematika, apžvelgiama tokių teritorijų integravimo į miestų urbanistinį karkasą, atsižvelgiant į socialinį, ekonominį, ekologinį ir kultūrinį kontekstualumą, Lietuvos ir užsienio patirtis. Pagrindinė vyraujanti problema yra informacijos, kaip vertinti apleistas teritorijas, stoka. Lietuvos teisinėje bazėje nėra jokių jų tvarkymo nuostatų. Šio straipsnio tikslas – įvertinus Europos šalių patirtį apibrėžti tokių teritorijų keliamas grėsmes ir atskleisti panaudojimo galimybes Lietuvos miestuose. Buvusių karinių, pramoninių ir kitų teritorijų, susiformavusių mieste sovietinio režimo metais, konversija – tai vienas efektyviausių tvariosios plėtros būdų. Autoriai identifikavo priežastinį ryšį, lėmusį miesto dykrų atsiradimą, ir parengė jų panaudojimo metodines rekomendacijas. Atlikdami analizę autoriai įvertino esamą bendrąją Lietuvos miestų urbanistinę situaciją bei privataus ir viešojo sektorių partnerystės (angl. Public Private Partnership – PPP) taikymo galimybes. Lietuvoje toks investavimo į miesto infrastruktūrą būdas, priešingai nei Europos šalyse, yra retas, neturi gilių tradicijų, tačiau vertinamas kaip potencialus. In most cases the deregulated market has lived up to expectations but there were situations when priority was again given to the regulated market. The aim of this article is to assess whether the deregulated electricity market is a good choice for the countries with a small and imperfect market. Electricity is completely homogenous and it might not be warehoused and its price depends on the fuel used, so the examples of other economic sectors (natural gas, water, telecommunications, etc.) sometimes cannot be applied for this market. This paper analyses the advantages and disadvantages and the potential threats of the deregulated electricity market; moreover, the paper presents the main principles lying behind the electricity price setting and analyses whether the deregulated electricity market fits for Lithuania. Liberali elektros energijos rinka jau veikia JAV, Skandinavijoje ir kai kuriose ES valstybėse. Daugeliu atveju nereguliuojama rinka atitiko lūkesčius, tačiau pasitaike situaciju, kai buvo grižta prie reguliuojamos rinkos. Šio straipsnio tikslas – įvertinti, ar nereguliuojama elektros energijos rinka yra tinkama valstybėms su maža netobula rinka. In most cases the deregulated market has lived up to expectations but there were situations when priority was again given to the regulated market. The aim of this article is to assess whether the deregulated electricity market is a good choice for the countries with a small and imperfect market. Electricity is completely homogenous and it might not be warehoused and its price depends on the fuel used, so the examples of other economic sectors (natural gas, water, telecommunications, etc.) sometimes cannot be applied for this market. This paper analyses the advantages and disadvantages and the potential threats of the deregulated electricity market; moreover, the paper presents the main principles lying behind the electricity price setting and analyses whether the deregulated electricity market fits for Lithuania.
Implementation of sustainable development policy is one of the most complicated tasks and challenges faced by the global community. The efforts to move the concept of sustainable development from a theoretical level to a decision‐making level and to link the economic development to environment are followed by a number of problems. Several theories and individual methods of the development of trends exist and they could be applied in the forecast of potential future. The setting of concerned social problems, related to scientific knowledge, its receipt and representation, consists of 4 different but inter‐related elements: real world, data, theory, model. Analysis of the sustainable development must be based on a systematic approach. The paper describes the methodology for the creation of future insights, the principles of application of the expert method, the types of future scenarios, and their application in drafting the general plan of the territory of Moletai district. It provides a comparison of the offered scenarios for the future of Moletai. Conclusions and recommendations finalize the article. Ji apima keturis skirtingus tarpusavyje susijusius elementus: realų pasaulį, duomenis, teoriją ir modelį. Darnios plėtros analizė turi remtis sisteminiu požiūriu. Growth of towns is a result of citizen's social and physical division. Urban planners and scientists have increased the number of links between urban transport and urban development. Public transport has been in the focus of attention as a sustainable and environmentally sensitive transport that brings environmental benefit and possibility to serve mobility needs of citizens without private cars and reduces social division. The article identifies the main factors that affect the use of public transport in town: land use planning; local government policy; extent of economic resources; implementation of modern technologies; social tendencies. Analysis of the scientific literature has revealed four main models of towns of sustainable urban forms: neo-traditional development, urban restrictions, compact town and ecological town. Vilnius has the formed urban and mono-functional structure with a high imbalance between residential and work places which conditions a high mobility of inhabitants as well as high concentration of transport flows on limited-density street networks between the western residential areas and the central part of the City where the main workplaces are located. It presents the provisions of the Vilnius City Master Plan 2015 concerning the public transport improvement. The article also assesses developments in the public transport network in 2003–2009 resulting from changes in individual routes with regard to passenger time necessary for traveling. Modelling is carried out with the help of VISUM software. Citizens of Buivydiškės and Santariškės are mostly affected by the developments, while the situation in Pavilnys, Aukštieji Paneriai and Tarandė has changed only slightly.
