International audience ; Accounting is a mirror of society and therefore reflects the shock of the financialization and globalization of the economy. From 1970 to 2000, international accounting standards were based on three standards: the American, which, like the dollar, could in fact become hegemonic, European and global but of private origin, the IASC. In the 2000s, the IASB, which succeeded the IASC, asserted its power, especially with the adoption of its standards, IFRS, by the European Union. After this victory, the IASB now faces two new challenges: how to develop global standards for SMEs when they do not have access to the capital market; how to account for the non-financial dimensions of corporate performance when all dimensions are interdependent and, beyond investors, of interest to all stakeholders.

La historia de la enseñanza de la economía de la empresa comienza en Francia en el Conservatoire des Arts et Métiers con la creación de la Cátedra de la Economía Industrial de Jean-Baptiste Say en el año 1819 y la apertura de la École Spéciale de Commerce de París por Vital Roux con el apoyo de Jean-Baptiste en el mismo año. La Formación Profesional de los directivos se institucionalizaba de esta manera. El próximo gran paso fue la Fundación del Institut d'Administration des Entreprises en el año 1955 por Gastón Berger con el fin de cerrar el distanciamiento existente con los Estados Unidos en materia de management, apoyándose en el ámbito de la Universidad que se protegía, al propio tiempo, sin embargo, del fenómeno de rechazo. El último paso fue la Fundación de la Universidad de Paris Dauphine en el año 1968 bajo la iniciativa de Edgar Faure. De forma paralela se tenía que formar al personal docente necesario para lo que en el año 1968, por iniciativa de Michel Debré, se creó la Fundación Nacional para la Enseñanza de la Gestión de las Empresas. To ask if financial statements should "represent fairly" or be "relevant" gives a political dimension to the trade-off between reliability and relevance, two characteristics of financial reporting that the IASC/IASB Conceptual Framework does not consider to be conflicting. However, depending on the priority we give to these characteristics, the accounting system differs widely. Some concepts from the behavioural sciences help to better understand the underlying implicit and explicit hypotheses of IFRS's Conceptual Framework and to have a more critical perspective. The answer to the question of the choice between "fair representation" and "relevance" cannot be purely technical due to the fact that the information produced shapes the reality as well as describing it. Therefore, the standards setter has a political responsibility. ; Poser, à propos des comptes, la question du choix entre le " vrai " et le " bon ", c'est donner une dimension politique à l'opposition entre fidélité et pertinence, deux caractéristiques de l'information financière que le cadre conceptuel de l'IASC/IASB ne conçoit pas comme pouvant être contradictoires. This article highlights the limits of the due process, that is, however transparent; this process does not permit an effective participation of all stakeholders. In actuality, only those who have substantial financial and intellectual resources can afford to get involved. Further, we discuss the weaknesses of the theoretical basis (in particular efficient markets theory) that supports the conceptual framework of IASB. In today's crisis context, these limits and weaknesses raise the question of a re-politization of international accounting standardisation. ; A défaut de légitimité politique, le normalisateur comptable international s'est doté d'une légitimité procédurale et substantielle que la crise a mise à mal. Cet article fait la critique de cette légitimité construite. Il montre en particulier que le due process est certes une procédure transparente mais à laquelle ne participent que les acteurs disposant de ressources financières et intellectuelles importantes. Il met également en évidence la faiblesse du substrat théorique, théorie de l'agence et théorie des marchés efficients, du cadre conceptuel qui inspire les normes internationales. Cette étude critique des fondements de la légitimité de l'IASC/IASB permet ensuite d'apprécier la portée des interventions politiques récentes dans un domaine qui lui avait été abandonné.
