Climate change poses problems for agriculture in the Global South. Smallholders in the Global South are often considered highly vulnerable to climate change as a result of their farms being located in marginal environments, their insecure land tenure and lack of technology, and their participation in unpredictable regional and world markets. Analyzing how smallholders perceive climate change and attendant risk, the factors that enable and constrain their adaptive capacity, and the social impacts of state led projects designed to mitigate the impacts of climate change may provide crucial insights for developing effective climate adaption projects and policies. This research examined smallholder perceptions of climate change and their ability to adapt to it in the Loess Plateau region of China. The study also investigated the outcomes of the introduction of a drip irrigation project designed to address water scarcity problems in Gansu, China, as well as smallholder farmer perceptions and knowledge of water saving irrigation technologies in general. Data were collected through interviews and a household survey of smallholders in the region. Smallholders were found to have low levels of perceived ability to adapt to climate change without government assistance. Further, it was found that smallholder perceptions of climate change are structured through their observations of and interactions with dynamic, networked socio-natural assemblages. The labor demands of drip irrigation technology are shown to contradict extant irrigation and livelihood practices and the social institutions that underlie them, both creating new vulnerabilities for farmers and causing system abandonment. The dissertation results suggest that adaptation interventions designed to mitigate the impacts of climate change on smallholders in the Loess Plateau region of China should be holistic and address the day-to-day problems and risks that smallholders face if the interventions are to successfully adapt smallholders to future climate change without causing unintended consequences.

In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks.

Globally, groundwater overdraft poses significant challenges to agricultural production. As a result, it is likely that new water management policies and governance arrangements will be needed to stop groundwater depletion and maintain agricultural viability. Drawing on interviews with state and non-state water managers and other water actors, this paper provides a study of a recent resource management agreement between surface water and groundwater irrigators in the Eastern Snake Plain Aquifer region of Idaho. Using adaptive governance as our descriptive framework, we examine how groundwater governance arrangements emerge and are applied to mitigate the impacts of groundwater overdraft. Our findings suggest that adaptive governance, while not a stated goal of the agreement, may enable flexible and sustainable social and ecological outcomes. Our findings also indicate that this new governance arrangement creates a vacuum in enforcement authority that may prove challenging as the management agreement is implemented. These findings extend our understanding of the conditions necessary for effective adaptive governance of groundwater resources, and highlight the challenge of creating capacity for local resource managers as governance shifts from more bureaucratic to adaptive and decentralised arrangements.

For many Indigenous communities in North America, the grizzly bear is a symbol associated with tribal medicine, spirituality, history, and knowledge. Despite its cultural importance to Indigenous communities and also federal trust responsibilities, Indigenous Peoples are rarely consulted in conservation decision-making concerning grizzly bears, and the emotional outcomes of these decisions are poorly understood. In 2017 grizzly bears were removed from protection under the Endangered Species Act in the Greater Yellowstone Ecosystem. Drawing from emotional political ecology and emotional geography, we use the concepts of cultural resources and 'networked space' to investigates how conservation decisions about transboundary cultural resources affect the emotions of Indigenous Peoples inside and outside of policy-targeted areas such as Yellowstone. The bears are non-subsistence resources that also carry cultural meanings for people who live beyond their current range. We find that conservation decisions affecting transboundary cultural resources transcend time and space and can have strong emotional consequences for our research participants who live outside of the policy-targeted area. In connection with the psychological dimension of emotional political ecologies, we also find that our participant's emotional responses to the delisting were animated by the historical traumas imposed by living in a colonial state.
