AbstractDevelopment policies for fishery resources within the Mekong River Basin are increasingly divided between aquaculture and capture fisheries. The modern production orientation of aquaculture has been adopted by government and NGOs and justified by the rhetoric of poverty alleviation and rural development. In contrast, capture fisheries has been subjugated as an activity that reaffirms the dependency of the rural poor on natural resources. This paper critically analyses the division between aquaculture and capture fisheries in Cambodia, Thailand and Lao PDR by tracing the emergence and influence of 'development narratives' used to justify contemporary policy and practice.

AbstractCommodity chains that once involved a stepwise progression through multiple global, national and local scales are increasingly controlled through new 'spaces' of information and access, beyond the reach of scale‐dependent governance regimes such as the state. Thus, to determine the geography of trade, the source and influence of information and the relevance of governance systems which mediate access and control over coastal resources requires an understanding both of the global and locally articulated trade networks. This article uses the case of Southeast Asia shrimp production and trade to examine the linkages between material commodity transfers through the 'space of place' and the movement of information through the 'space of flows'. Linking these two spaces is particularly challenging in information‐poor societies where flows of information, technology and consumer perceptions back to these areas pass through a 'black box', limiting clear lines of exchange between producers and globally connected exporters.

The Vietnamese National REDD + Action Plan (NRAP) seeks to reduce emissions from forest clearing and land use, especially from the main drivers of coffee and rubber commodity expansion. Achieving the NRAP goals, however, means negotiating a complex and fragmented forest policy arena, with conflicting sector goals, disconnects between global and local ambition and action, and imbalanced power dynamics between actors. We map the fragmentation of this policy arena and explore the extent to which the NRAP is able to integrate policy responses to drivers to achieve emissions reductions. We examine what the NRAP sought to integrate, what was not taken into account, what is integrated at which scale, and which actors are part of integration (or not) across the policy process components. We conclude that if policy integration does not affect a ?whole of government? shift in priorities or change in mandate among driver sectors, fragmented policy arenas will persist and forest based climate mitigation objectives will not be achieved. ; Peer reviewed

The presence of multiple eco-certification standards for sustainable aquaculture is thought to create confusion and add cost for producers and consumers alike. To ensure their quality and consistency, a range of so-called metagovernance arrangements have emerged that seek to provide harmonized quality assurance over these standards. This article aims to answer the question of how these metagovernance arrangements differ and whether they actually reduce confusion, with a focus on aquaculture in Southeast Asia. We compare three metagovernance arrangements, the Global Sustainable Seafood Initiative, the International Social and Environmental Accreditation and Labelling Alliance, and the Association of Southeast Asian Nations Good Aquaculture Practices, with respect to differences in their goals, their levels of inclusiveness, and their internal governance arrangement. The findings indicate that these metagovernance arrangements differ with respect to their goals and approaches and do not seem to directly reduce confusion. More critically, they represent a new arena for competition among market, state, and civil society actors in controlling the means of regulation when aiming for more sustainable aquaculture production.

AbstractThe sustainable seafood movement has given greater credence to non‐governmental organisation (NGO) involvement in fisheries' governance through a series of market‐based tools and strategies, including consumer awareness campaigns and seafood certification schemes. Despite their proliferation in recent years, the market‐based translation of consumer demand directly steering fishermen towards more sustainable practices, we argue, limits our understanding of the wider patterns of interaction that these tools can engender. Using the case of the Dutch Good Fish Guide or Viswijzer, we contend that market‐based tools can be effective in creating both horizontal and vertical spaces of interaction between key actors in the Dutch fishery sector. We conclude that while market‐based impacts may be negligible, the Viswijzer presents a powerful communicative instrument that has succeeded in fostering more face‐to‐face interaction and deliberation between otherwise disparate actors. Constructive collaboration between NGOs and industry can therefore create the requisite level of trust in the transition towards sustainable fisheries.

International environmental and social concerns about tropical shrimp production have led to the emergence of private transnational governance and regulation. Using cases from Ca Mau we investigate how the shift to private transnational regulatory networks has changed the role of the government from a regulator to a facilitator of global private governance interests and arrangements. The rise of these various schemes has also been part of a shift from quantitative to qualitative policy goals within the Vietnamese aquaculture sector. In turn, this has led to new internal relationships, most notably the repositioning of private interests and community-based management within the Vietnamese state framework. We conclude that the ongoing transformation of the government's role in environmental shrimp governance requires mechanisms that foster improved participation and compliance between the state and private actors. To achieve this efforts are needed to better include local government at both communal and village levels and to use existing global market incentives more strategically.
