This article substantiates theoretical and methodological approaches regarding the impact of the power-opposition interrelations on strengthening and weakening of democracy. Based on the analysis of a number of indicators and modern political process in Poland, it has been established that democratization takes place against the backdrop of the permanent formation and preservation of two opposed poles in the political field. Deflection from democracy increases the distance between two competing/conflicting parties – pro-government and opposition, this automatically accumulates the potential of pole's force. Therefore, the interrelations between the power and the opposition turn into the force of stratification and equalization, which allows to reduce the "democracy deficit" and bring the political system into the state of equilibrium.The increase of the distance between the power and the opposition is accompanied by the dissemination of opposing approaches to current topics in the political discourse, which are spread through social networks and in the long run allow to polarize the active part of the electorate and provoke political absenteeism in the other part of the electorate. In the context of democracy, this effectively leads to minority rule over the majority, potentially threatening the crisis of liberal democracy.The analysis of the development of social capital in Poland has shown the low level of trust of Poles in public institutions, including those in power, lack of sense of community, preference for individual relations, lack of common approaches to the development of competences. One of the reasons for this phenomenon may be the informatization of a society that relies on individualism, as in the process of technological development, interpersonal contacts are becoming more virtual and shallow. Suchlike "network relations", although unlimited in number, are devoid of the reality. On the other hand, it gives political parties the possibility to implement virtual projects, bypassing institutions of civil society (macrolevels) that have proved to be ineffective, to quickly penetrate at the individual level (micro-levels) and through communication channels to convert social capital into political and economic. This game into virtual democracy has absolutely opposite consequences for democratic consolidation, reinforcing the asymmetry of social perception of democratic reforms, political absenteeism, and individualism. ; Обґрунтовано теоретико-методологічні підходи щодо впливу взаємовідносин влади та опозиції на процеси демократизації. На основі аналізу індикаторів та сучасного політичного процесу в Польщі з'ясовано, що демократизація відбувається на фоні перманентного формування та збереження в політичному полі двох протилежних полюсів. Відхилення від демократії збільшує дистанцію між двома конкуруючими/конфліктуючими провладною та опозиційною партіями, що автоматично акумулює потенціал сили полюсу. Тому взаємовідносини між владою та опозицією набувають характеру сили стратифікації та вирівнювання, що дозволяє зменшити «дефіцит демократії» та привести політичну систему в стан рівноваги.Збільшення дистанції між владою та опозицією супроводжується інспірацією в політичному дискурсі протилежних підходів до актуальних тем, які поширюються через соціальні мережі та дозволяють в довгостроковій перспективі поляризувати активну частину електорату та є одним з наслідків політичного абсентеїзму майже в половини іншої його частини. Це призводить фактично до правління меншості над більшістю, що потенційно загрожує кризою ліберальної демократії.Аналіз розвитку соціального капіталу свідчить також про низький рівень довіри поляків до публічних інституцій в тому числі до владних, брак почуття спільноти, перевага індивідуальних відносин, брак спільних підходів до розвитку компетенцій. Однією з причин такого явища може слугувати інформатизація суспільства, яка робить ставку на індивідуалізмі. В процесі технологічного розвитку міжособистісні контакти стають все більш віртуальними і дрібнішими. Такі «мережеві відносини», незважаючи на їх необмежену кількість, позбавлені аспекту реальності. З іншої сторони, це дозволяє політичним партіям реалізовувати віртуальні проекти, оминаючи інституції громадянського суспільства (макрорівень), які виявилися неефективними, проникати на індивідуальний рівень (мікрорівень) та через комунікаційні канали конвертувати соціальний капітал в політичний та економічний. Така гра в віртуальну демократію має абсолютно протилежні для консолідації демократії наслідки, посилюючи асиметричність соціального сприйняття демократичних реформ, політичний абсентеїзм, індивідуалізм.

The thesis researches particularity and nature of the pattern interrelations between the opposition and the power and defines their impact on the democratization of the political systems of the Visegrad Group countries. By synthesizing the theory of social capitals' conversion, synergetics, and the fluctuation theorem, the author has developed a method to analyze interrelations between the opposition and the power.The research has ascertained strategies for the accumulation and conversion of social capitals of the power and the opposition that help to understand the differences between democratization processes; revealed the specificity of their interrelations in each studied country, in consideration of the starting conditions, products of democratization, practices of democratic transition and their indicators; the research as well identified the defining points as bifurcation conditions for the democratization of political systems of the Visegrad Group countries, which separate the phases of growth and decline of mutual influence and have a decisive impact on democratization indicators. ; В диссертации исследуются специфика и характер паттерных взаимоотношений оппозиции и власти, определяется их влияние на процесс демократизации политических систем стран Вышеградской группы. На основании синтеза теории конвертации общественных капиталов, синергетики, теоремы флуктуации разработана методика анализа взаимоотношений между оппозицией и властью.Выяснены стратегии накопления и конвертации общественных капиталов власти и оппозиции для понимания различия процессов демократизации; выявлена специфика их взаимоотношений в каждой из исследуемых стран, учитывая стартовые условия, продукты демократизации, практики демократического перехода и их индикаторы; выделены реперные точки как бифуркационные состояния демократизации политических систем стран Вышеградской группы, которые разделяют фазы роста и падения взаимовлияния и определяющим образом влияют на индикаторы демократизации. ; У дисертації досліджується специфіка та характер патерних взаємовідносин опозиції та влади, визначається їхній вплив на процес демократизації політичних систем країн Вишеградської групи. The paper clarifies the specificity of the interrelationship between the power and the political opposition in Hungary in the context of the theory of conversion of public capital. Particular attention has been paid to the power reloading stage, which logically should have led to systemic changes and deepening of modernization processes.The qualitative features, rates, and results of the modernization of Hungarian political system were mainly determined by how effectively political parties used the competitive conditions in order to accumulate and convert various forms of capital at the beginning of the transformation period. Even at the stage of the first democratic elections, they were able to quickly fill up the vacuum existing in the political field, and the chosen strategies were successful both for them and for the democratization of the political regime.Rational motives, based on access to power resources, are at the heart of the interaction between government and political opposition in Hungary. The choice of either a confrontational or cooperative engagement strategy depended on the parties' estimated transaction costs. Limitation of democratic rights and freedoms as a result of the political activity of the pro-government parties became a barrier to healthy competition in which the opposition was primarily interested.The example of Hungary demonstrates that simulation modernization, democratization, and accelerated Europeanization trigger the political significance of the «gap» as a resource for the accumulation of political capital by pro-government parties and the creation of their own network of clientelist relations. Consequently, the country falls into an institutional trap which results in the crisis of democracy. The combination of parliamentary and non-parliamentary opposition gives us a possibility to conceptualize the «deficit of democracy» in election programs, and to «correct» the mistakes of the previous government after coming to power. That is why the alternation of parties in power ultimately leads to the consolidation of democracy. ; Вияснено специфіку взаємовідносин влади та політичної опозиції в Угорщині в контексті теорії конвертації суспільних капіталів. Особлива увага приділена етапу перезавантаження влади, що логічно мало б призвести до системних змін та поглиблення модернізаційних процесів.Якісні характеристики, темпи і результати модернізації політичної системи в Угорщині у значній мірі визначалися тим, наскільки ефективно політичні партії скористалися конкурентними умовами для накопичення та конвертації різних форм капіталів на початку трансформаційного періоду. Вже на етапі перших демократичних виборів вони змогли швидко заповнити вакуум політичного поля, а обрані стратегії виявилися успішними як для них, так і для демократизації політичного режиму.В основі взаємодії уряду та політичної опозиції в Угорщині лежать раціональні мотиви, в основі яких доступ до владних ресурсів. Вибір конфронтаційної чи коопераційної стратегії взаємодії залежав від прогнозованих трансакційних витрат сторін. Звуження демократичних прав і свобод як результат політичної діяльності провладних партій, стає перепоною для здорової конкуренції в якій зацікавлена насамперед опозиція.Приклад Угорщини показує, що імітаційна модернізація, демократизація та прискорена європеїзація призводять до політичної значимості «розриву» як ресурсу для накопичення політичного капіталу провладними партіями та створення ними власної мережі клієнтелістських відносин. It was examined the nature and character of the interaction between the government and parliamentary opposition in Slovakia in the period from 2010 till 2014 in the context of the flow of social and political processes. A change in the political behavior of the parliamentary opposition before and after the early parliamentary elections of 2012 was traced.The arrival in 2010 to power of the opposition showed that in the party system of Slovakia there was a real inter-party political competition and contested action. At the same time, the parties began to more clearly express their attitude to power, and their actions became more predictable. The new government coalition, as a rule, was formed by parties between which during the elections there were convergence of positions and similarity of program statements on the government policy. It also included new opposition political parties with which ties were established prior to the election, which, at the same time, had similar critical positions towards the socioeconomic policies of the previous government and the quality of democracy.Gradually, a new inter-party model of interaction between the parliamentary and extra-parliamentary opposition appeared in the country, which starting from the electoral period was transferred to the interelectoral one. This kind of interaction between the representatives of the political opposition made them more stable and allowed to more clearly outline the discontinuation between the political forces in the context of "pro-government – opposition". Agreed actions during the elections made behavior between political partners more predictable in the status of pro-governmental. Belonging to the opposition camp in the past made impossible any coalition agreements between them with Smer-SD.With the advent of parties of entrepreneurial type, competition between the pro-government and opposition parties went into the technological stage, introducing corrections into the traditional line of division of "left – right". ; З'ясовано природу і характер взаємодії між парламентською опозицією та урядом в Словаччині в період з 2010 по 2014 рр. у контексті протікання суспільно-політичних процесів. Простежено зміну політичної поведінки парламентської опозиції до та після дострокових парламентських виборів 2012 р.Прихід у 2010 р. до влади опозиції засвідчив, що в партійній системі Словаччини діяла реальна міжпартійна політична конкуренція і змагальність. При цьому партії стали чіткіше виражати своє відношення до влади, а їх дії стали більш прогнозованими. Нову урядову коаліцію, як правило, формували партії, між якими під час виборів спостерігалося зближення позицій та подібність програмових положень стосовно політики уряду. Вона включала в себе також нові опозиційні політичні партії, з якими було налагоджено зв'язки ще до виборів і які водночас мали схожі критичні позиції стосовно соціально-економічної політики попереднього уряду, стану якості демократії.Поступово в країні вимальовувалась нова міжпартійна модель взаємодії між парламентською та позапарламентською опозицією, яка з електорального періоду переносилась на міжелекторальний. Такий характер взаємодії між представниками політичної опозиції робив їх стійкішими і дозволяв чіткіше окреслити дисконтинуацію між політичними силами в розрізі «провладні – опозиційні». Узгоджені під час виборів дії робили більш прогнозовану поведінку між політичними партнерами в статусі провладних. Належність в минулому до опозиційного табору унеможливлювало між ними будь-які коаліційні угоди з Smer-SD. Із появою партій підприємницького типу конкуренція між провладними та опозиційними партіями перейшла в стадію технологічну, вносячи корективи в традиційну лінію поділу на «ліві-праві».

It was examined the nature and character of the interaction between the government and parliamentary opposition in Slovakia in the period from 2010 till 2014 in the context of the flow of social and political processes. The political and legal aspects of interaction of the parliamentary opposition and the government in the Czech Republic after 1993 were investigated. The role, powers and resources of the parliamentary opposition in the country while carrying out of government control functions are explained.It is clarified that on the one hand, the relations between the government and the parliamentary opposition in the country are determined by the institutional design, which determines the political and legal field of activity of political persons, determines the channels of their interaction and establishes certain restrictions. On the other hand, they depend on the ratio of political forces in the parliament, the level of stability of government support, the effectiveness of its policies and can balance from confrontation to cooperation.It is noted that the parliamentary opposition in the Czech Republic, in the absence of a separate legal regulation of its activities, remains an important political institution in the mechanism of containments and counterbalances. The extent of the rights it is granted in the House of Representatives is rather high, despite the fact that the capacity of legislative influence on the government remains insignificant.This is due to the fact that the majority principle is constitutionally vested in the formation of the government. In the most complete way the control functions of the parliamentary opposition are carried out through a vote of no confidence in the government. This procedure, despite its poor performance, still has a notable political effect and is an attempt to combine parliamentary activity with the extra-parliamentary and aims at obtaining political dividends in the form of mobilizing the protest electorate. Under the conditions of absence of stable support of the government from the side of the parliamentary majority, the chances of influence on the government grow among the opposition. ; Досліджено політико-правові аспекти взаємодії парламентської опозиції та уряду в Чеській Республіці після 1993 р. Вияснено роль, повноваження та ресурси парламентської опозиції при здійсненні контрольних функцій щодо уряду.З'ясовано, що з одного боку відносини між урядом та парламентською опозицією зумовлюються інституційним дизайном, який детермінує політико-правове поле діяльності політичних суб'єктів, визначає канали їх взаємодії та встановлює певні обмеження. З іншого боку, вони залежать від співвідношення політичних сил в парламенті, рівня стабільності підтримки уряду, ефективності його політики і можуть балансувати від конфронтації до співпраці.Відзначено, що парламентська опозиція в Чехії, за відсутності окремого правового регулювання її діяльності, залишається важливим політичним інститутом в механізмі стримувань та противаг. Обсяг прав, якими вона наділяється в Палаті депутатів, є достатньо високим, однак спроможність законодавчого впливу на уряд залишається незначною. Це зумовлено тим, що принцип більшості є конституційно закріпленим при формуванні уряду. Найбільш повно контрольні функції парламентської опозиції реалізуються через висловлення недовіри уряду. Ця процедура, не дивлячись на низьку результативність, все ж має помітний політичний ефект і є спробою поєднати парламентську діяльність з позапарламентською і спрямована на отримання політичних дивідендів у формі мобілізації протестного електорату. За умов відсутності стабільної підтримки уряду зі сторони парламентської більшості в опозиції зростають шанси впливу на уряд.Забезпечуючи участь в парламентському контролі, парламентська опозиція в Чехії, взаємодіє як з парламентською більшістю, так і безпосередньо з урядом. При цьому задіюються в той чи інший спосіб різні моделі взаємодії: партійна, міжпартійна, позапартійна. Поведінка опозиції, її стратегія і тактика може залежати не лише від балансу політичних сил в парламенті, а й від позиції президента.

The political and legal aspects of interaction of the parliamentary opposition and the government in the Czech Republic after 1993 were investigated. The role, powers and resources of the parliamentary opposition in the country while carrying out of government control functions are explained.It is clarified that on the one hand, the relations between the government and the parliamentary opposition in the country are determined by the institutional design, which determines the political and legal field of activity of political persons, determines the channels of their interaction and establishes certain restrictions. On the other hand, they depend on the ratio of political forces in the parliament, the level of stability of government support, the effectiveness of its policies and can balance from confrontation to cooperation.It is noted that the parliamentary opposition in the Czech Republic, in the absence of a separate legal regulation of its activities, remains an important political institution in the mechanism of containments and counterbalances. The extent of the rights it is granted in the House of Representatives is rather high, despite the fact that the capacity of legislative influence on the government remains insignificant.This is due to the fact that the majority principle is constitutionally vested in the formation of the government. In the most complete way the control functions of the parliamentary opposition are carried out through a vote of no confidence in the government. This procedure, despite its poor performance, still has a notable political effect and is an attempt to combine parliamentary activity with the extra-parliamentary and aims at obtaining political dividends in the form of mobilizing the protest electorate. Under the conditions of absence of stable support of the government from the side of the parliamentary majority, the chances of influence on the government grow among the opposition. ; Досліджено політико-правові аспекти взаємодії парламентської опозиції та уряду в Чеській Республіці після 1993 р. Based on the concepts of the power, the character and specifics of the relationship between the power and the political opposition are analyzed. The political opposition is considered through the category "power". It is found out the causes and the level of dependence of the opposition from the power.It is considered that within the dichotomy of "power-opposition" relations have subject-subjective character. These are two equally competitive forces which have different status, however, it is temporary and may be changed depending on the election results or for any other reason.The character of the relationship between the two sides, their forms and methods are considered to be derived from the uneven attitude to the resources. In this case, complete domination over power resources minimizes the impact on access to the decision-making process from the side of the opposition and exacerbates the conflict between the sides. ; На основе концепций власти анализируется характер и специфика взаимоотношений между властными структурами и политической оппозиции. Политическую оппозицию рассмотрено через категорию «власть». Выяснено причины и уровень зависимости оппозиции от власти. Обосновано мнение, что в рамках дихотомии «власть-оппозиция» отношения носят субъект-субъектный характер. Это две равнозначные конкурентные силы, которые хотя и имеют разный статус, однако он носит временный характер и может измениться в зависимости от результатов выборов или по другим причинам. Характер взаимоотношений между двумя сторонами, их формы и способы рассматриваются производными от неравномерного отношение к ресурсам.
