The competence of the government apparatus still needs to be improved in carrying out the main tasks and functions to produce excellent apparatus performance. This study aims to determine the factors that affect the competence of government officials in Solok City. This research uses the descriptive qualitative method. The sampling technique used purposive sampling, the informant was the head of the division, sub-section, and all staff in the scope of development administration assistant. The results of the study concluded that the factors that affect the competence of government officials consist of skills, experience, personal characteristics, motivation, and intellectual abilities. This is very much needed in supporting the implementation of the duties and functions of the government apparatus in developing the resources of the government apparatus.

In his recent book, the renowned expert on nationalism Aleksei Miller aims to make a comparative historical analysis of how the idea of the nation has been evolving in the Russian and European contexts, and, secondly, to introduce fundamental concepts and approaches to the problems of nationalism in world science. To examine the dynamics of the concept of nation, the author relies on the methods of conceptual history put forward by Reinhart Koselleck, the history of political discourse and thought by Quentin Skinner and J. G. A. Pocock, discourse analysis by Michel Foucault, and concepts of cultural, conceptual, and institutional transfers. The author follows the adventures of the concept of "nation" on Russian soil, which is of readily apparent interest and novelty. Miller starts from the Petrine era when, as he supposes, the concept was borrowed from Europe as a result of diplomatic contacts. As early as the eighteenth century, the word "nation" was used in two ways: on the one hand, as a counterpart to the word "narod" that had been previously used in the Russian language and, on the other hand, in its European meaning of a noble corporation and a sovereign state. An important advantage of the book is that Miller's review of the "nation" concept includes recent political events. He analyses the effectiveness of "nation-state" and "statenation" patterns, and explains the semantic difference between the frequently used notions of "Russian" and "Russia's" and between the English "national self-determination" and its Russian counterpart. Despite its undoubted relevance and usefulness, the book leaves a number of questions open. First of all, although its title is Nation or the Power of Myth, the book says nothing about myth – neither the concept nor its relation to "nation". The author does not give a clear definition of the "nationalisation of dynasty" or his "beforeafter" opposition, which are crucial for his speculation. He does not comment on his alternative name for the well-known concept of imagined communities by Benedict Anderson. Inspecting historical examples of states to illustrate the dynamics of "nation" and nationalism, Miller leaves out the Habsburg monarchy, although it provided one of the most striking cases in the history of nation-building and national movements. Finally, the principle on which footnotes have been included is unclear throughout the text. ; В своей недавно вышедшей книге известный специалист в области изучения национализма ставит цель продемонстрировать в сравнительно-историческом ключе то, как эволюционировало содержание понятия «нация» в российском и общеевропейском контекстах, и представить основные концепции и подходы к изучению национализма в мировой науке. Методологическую базу исследования динамики понятия «нация» составили «история понятий» Р. Козеллека, история политического языка и концепций Кв. Скиннера и Дж. Покока, история дискурсов М. Фуко и концепции культурных, понятийных и институциональных трансферов. Несомненный интерес и определенную новизну представляет прослеживание автором приключений понятия «нация» на российской почве, начало которых Миллер относит к Петровской эпохе, когда это понятие, по его предположению, было заимствовано из Европы в результате дипломатических контактов. Уже с XVIII в. слово «нация» использовалось двояко: с одной стороны, как аналог ранее утвердившегося в русском языке понятия «народ», с другой – в европейской его трактовке как дворянской корпорации или суверенного государства. К несомненным достоинствам книги А. Миллера относятся доведение обзора трансформаций содержания понятия «нация» до последних политических событий современности, анализ эффективности моделей «нации-государства» и «государства-нации», пояснение смысловой разницы между активно используемыми в наши дни понятиями «российскость» и «русскость», national self-determination и «национальное самоопределение». При всей актуальности и несомненной полезности книга оставляет читателю ряд вопросов. Прежде всего, несмотря на название, в ней ничего не говорится о мифе – ни как о понятии, ни как о его отношении к нации. Автор не раскрывает такие ключевые в его рассуждениях понятия, как «национализация династии» и оппозиция «раньше – позже» в динамике «нации». Без комментариев остается название известной концепции Б. Андерсона «воображенные сообщества» вместо привычного «воображаемые сообщества». В число исторических примеров государств, с которыми связана история понятий нации и национализма, Миллер не включает габсбургскую монархию, представлявшую собой один из наиболее ярких случаев в истории нациестроительства и национальных движений. Electricity has been proven from the activities carried out by everyday people. The use of electricity ranging from household appliances such as refrigerator, fan, iron, mixer, rice cooker to communication tools such as mobile phones, laptops and various other electronic devices desperately need electrical energy. The use of electricity today is the only thing that matters in people's lives. Batam is one of the major cities in Indonesia. The densely populated areas in Batam are the Batam Center area. Population density will also require electrical energy to be very high. Company as energy provider in Batam city is PT PLN Batam (b'right). If the population is not wise in using electricity, of course, will greatly affect the depletion of energy preparation lstrik in Batam City itself. Therefore, techniques are needed to make predictions in the use of household appliances for the purpose of the government in list listing program. Techniques in making predictions can use data mining techniques by classifying data using C4.5 algorithm. Results from calculation Algorithm C4.5 Formation of decision tree where variable number of family members, Building area and length of time at home. Testing done with Weka has produced the same rule from the result tree that formed. ; Listrik telah menjadi kebutuhan yang tidak terlepas dari kegiatan yang dilakukan oleh manusia sehari-hari. Penggunaan listrik mulai dari peralatan rumah tangga seperti kulkas, kipas angin, setrika, mixer, rice cooker hingga alat komunikasi seperti handphone, laptop dan berbagai macam alat eletronik lainnya sangat membutuhkan adanya energi listrik. Penggunaan tenaga listrik sekarang ini merupakan salah satu kebutuhan penting dalam kehidupan masyarakat. Batam merupakan salah satu kota besar yang ada di Indonesia. Daerah yang termasuk padat penduduk di Batam adalah daerah Batam Center. Kepadatan penduduk tersebut juga menyebabkan kebutuhan akan energi listrik menjadi sangat tinggi. Perusahaan sebagai penyedia sumber energi listrik di kota Batam adalah PT PLN Batam (b'right). Jika penduduk tidak bijak dalam menggunakan listrik, tentu saja akan sangat mempengaruhi menipisnya persediaan energi lstrik di Kota Batam itu sendiri. Untuk itu diperlukan suatu teknik untuk melakukan prediksi dalam penggunaan listrik rumah tangga agar tujuan dari pemerintah dalam upaya menerapkan program penghematan listrk tercapai. Teknik dalam melakukan prediksi dapat menggunakan teknik data mining dengan melakukan klasifikasi data dengan menggunakan Algoritma C4.5. Hasil dari perhitungan Algoritma C4.5 membentuk pohon keputusan dimana variabel jumlah anggota keluarga, luas bangunan rumah dan lama waktu di rumah menjadi variabel penting dari prediksi besarnya pengggunaan listrik. Pengujian dilakukan dengan Weka telah menghasilkan rule yang sama dari pohon keputusan yang terbentuk.

The study's aim was to examine the intervening effect of constituent trust on therelationship between political product, promotion, and candidate image and selectiondecision of The Major and Deputy Major in Pariaman City. The research populationis all constituents who used voting rights in the Period of 2013, and the number ofsample was 100 constituents by using quota sampling. In order to test hypotheses,this study performs mutiple, simple and hierarchical regression analyses. The resultsof study displayed that a) Political promotion and candidate image significantlyinfluence selection decision of The Major and Deputy Major, while political productdid not effect selection decision of The Major and Deputy Major. b) Politicalpromotion and candidate image significantly constituent trust, while political productdid not affect constituent trust. c) Constituent trust found to have significantlyinfluence on selection decision of The Major and Deputy Major. d) Constituent trustplays as intervening variable on the relationship between political promotion,candidate image and selection decision of The Major and Deputy Major. This book addresses hegemonic ruling class masculinity and emphasized femininity within renewables organisational governance, and critiques Anglo-Celtic male privilege, as a barrier to women's leadership participation. Primarily using the Australian socio-political context, the author considers the patriarchal control of organisations and renewables governance, and argues that women-led emphasized femininity-resistance strategies can challenge the hegemonic status of ruling elites to create a leadership that is less power oriented, more collaborative and open to change. This book examines the role of the Women's International Defense Federation (WIDF) in transnational women's activism in the context of the Cold War, and in connection to the rights of women from Asia, Africa and Latin America. Combining a global history and postcolonial theory approach, this monograph shines light on an underrepresented organisation and its important role in the Cold War, Twentieth Century women's rights and Soviet history. Questioning whether the organization acted for women's causes or whether it was merely a Cold War political instrument, the book analyzes and problematizes the place that the WIDF had in the politics of the Soviet Union, examining the ideology and politics of the WIDF and state socialist propaganda regarding women's equality and rights. Using Soviet archival documents of the organizations, the book offers a new perspective on the complexities of the development of global women's rights movement divided by the Cold War confrontations.
The major part of this book project was funded by the European Union's Horizon 2020 research and innovation programme under the Marie Sklodowska-Curie grant agreement No. 700913.This book is about two distinct but related professional cultures in late Soviet Russia that were concerned with material objects: industrial design and decorative art. The Russian avant-garde of the 1920s is broadly recognised to have been Russia's first truly original contribution to world culture. In contrast, Soviet design of the post-war period is often dismissed as hackwork and plagiarism that resulted in a shabby world of commodities. This book identifies the second historical attempt at creating a powerful alternative to capitalist commodities in the Cold War era. It offers a new perspective on the history of Soviet material culture by focusing on the notion of the 'comradely object' as an agent of progressive social relations that state-sponsored Soviet design inherited from the avant-garde. It introduces a shared history of domestic objects, handmade as well as machine-made, mass-produced as well as unique, utilitarian as well as challenging the conventional notion of utility. Situated at the intersection of intellectual history, social history and material culture studies, this book elucidates the complexities and contradictions of Soviet design that echoed international tendencies of the late twentieth century. The book is addressed to design historians, art historians, scholars of material culture, historians of Russia and the USSR, as well as museum and gallery curators, artists and designers, and the broader public interested in modern aesthetics, art and design, and/or the legacy of socialist regimes.
Culture as a way of bringing meaning into life is maintained through discourse. In search of factors influencing discourse effectiveness, this volume brings together young scholars from Russia, France, Pakistan, Slovakia and Lebanon to focus on variation as an essential feature of meaning producing communication, in its multiple aspects and settings. The book is based on papers presented during online sessions on cross-cultural discourse, literary analysis and language education of the 7th International Young Researchers Conference "Studying and Teaching Philology" held in Ulyanovsk, Russia, in 2017. In Part I, Irina Zhuchkova explores variation in academic discourse on discourse. In the first two chapters of Part II Hibah Shabkhez discusses the interaction of various culture codes and transformations of a literary character travelling from one fictional world into another, and, in the next chapter, Hibah Shabkhez, Ibreez Shabkhez and Azka Mahboob analyse the divergence of stances taken on the same character by its creator and the readers. In the final chapters of this section, Ibreez Shabkhez and Maksim Duleba uncover mechanisms of expressing conflicting stances, with the result of marginalising discourse participants, including the stance-taker himself. Roksolana Povoroznyuk in Part III examines the interpreter's choices in mediating cross-cultural literary discourse, concentrating on paratranslational techniques and terminological variation, both of which involve a lot of translatorial freedom and responsibility.
