Este artículo se centra en las Sociedades de Gestión de Activos (SGA), o «bancos malos», creadas por parte de los gobiernos para adquirir y gestionar activos improductivos, a menudo vinculados con el sector inmobiliario, tras las crisis bancarias sistémicas. A pesar de que las SGA son entidades financieras muy importantes y con claras implicaciones urbanas, han recibido más bien poca atención. Este artículo examina ciertas SGA que se han creado dentro de Europa como parte de las respuestas de estados miembros e instituciones europeas a la crisis bancaria. Las SGA han sido uno de los principales mecanismos establecidos en Europa para lidiar con problemas de solvencia y activos improductivos en el sistema financiero. Desde 2010, se han creado más de doce instituciones de este tipo que gestionan miles de millones de euros en activos inmobiliarios. El artículo analiza las SGA desde cuatro perspectivas para comprender sus dimensiones específicamente urbanas. En primer lugar, las SGA siguen con la extracción financiarizada de valor del espacio urbano. En segundo lugar, actúan como «creadores de mercados» al devolver «liquidez» al sector inmobiliario. En tercer lugar, contribuyen a la globalización del sector inmobiliario al intensificar los circuitos que vinculan los mercados inmobiliarios locales con flujos globales de capital. Por último, generan contestación política en torno al acceso a y el control sobre el espacio urbano.

This article focuses on Asset Management Companies (AMCs), or 'bad banks', which are established by governments to acquire and manage non-performing assets, often linked to real estate, in the wake of systemic banking crises. The article looks at AMCs which have been established within Europe as part of member state and European institution responses to the baking crisis. The article analyses AMCs through four lenses to capture their distinctly urban dimensions. Firstly AMCs continue the financialized extraction of value from urban space. Secondly, they act as 'market makers' by restoring the 'liquidity' of real estate. Thirdly they contribute to the globalization of real estate by intensifying the circuits linking local real estate with global pools of capital. AbstractThe impact of the global financial crisis on cities is the subject of an important body of research. One aspect which has received surprisingly little attention is the urban dimension of government interventions in the financial sector, particularly given the integration of finance and real estate is widely understood as a key driver of the crisis. This article examines one such intervention, the National Asset Management Agency (NAMA), a 'bad bank' established by the Irish government to acquire and manage 'toxic' real estate loans from the banking sector. Although envisaged as an intervention in the financial sector, the relationship between finance and real estate is such that the agency has a significant impact on urban development and, at the same time, that the management of urban space plays a key role in resolving the financial crisis and restoring the flow of credit in the economy. The article develops the concept of 'asset price urbanism' to capture the way in which urban space and its relationship to finance is managed to bolster the relationship between real estate and credit, and theorizes this as a significant aspect of contemporary accumulation. The article thus makes an empirically grounded conceptual contribution to literature on the urban dimension of financialization.

This thesis focuses on the transformation of the state in Northern Ireland (NI) and what is at stake politically in that transformation. More specifically, it is an empirically grounded social-theoretical investigation into the relationship between state universality and depoliticisation in the transformation of the NI state. I address this question by investigating historical depoliticisation, sovereignty and citizenship. I am interested in a specific dimension of the state: the ?idea of the state?. This refers to the production of the symbolic identity of the state such that the state is disassociated from any particular group, raising it to the level of universality. I thus focus on the way in which the identity and the universality of the post-GFA state are constructed. In terms of what is at stake politically, I analyse a process of what I call depoliticisation in the transformations under investigation. I draw on the work of Alan Badiou (2005; 2010) and Jacques Ranciere (1998; 2001), both of whom allow us to conceptualise the specificity of politics and therefore to clearly conceptualise depoliticisation. Depoliticisation is conceptualised in two senses. On the one hand, depoliticisation refers to the reduction of political subjectivity to the logic of identification, a move which eliminates the universal dimension of political subjectivity. This article appeared in Homeland Security Affairs (June 2008), v.4 no. 2 ; This article published in the June 2008 edition of the Homeland Security Affairs Journal, talks about the need for reform in the emergency response process for emergency management officials. More specifically, this article examines the bureaucratic process involved in delivering clean drinking water to disaster victims. The author argues that when a disaster is declared, FEMA [Federal Emergency Management Agency] evaluates the damage and determines what needs must be met. Between that determination and the actually delivery of supplies -- including clean water -- to disaster victims, the government requires a number of steps that, while necessary from a process standpoint, appear to inhibit the delivery of vital resources. Many of these steps are not necessary if we change the focus from the process to the victim and the responder at the point of service. The U.S. Department of the Navy released A Strategic Blueprint for the Arctic on 5 January 2021. The Navy is focused on preparing for an Alaskan and "Blue" Arctic. Recognizing the changing landscape of the Arctic, the US Navy seeks to maintain a competitive edge, freedom of the seas, and deterrent effect. For the Marine Corps, both the 2021 document and the previous Advantage at Sea: Prevailing with Integrated All-Domain Naval Power, highlight the Marines' mission to assist the Navy in sea control and sea denial. These strategic documents reflect the direction both the Navy and Marine Corps are taking to better engage in the Arctic, and, therefore on NATO's northern flank and elsewhere in the world. The Marine Corps' new concept for warfighting, represented in The Tentative Manual for Expeditionary Advanced Base Operations (EABO) presumes that Marines are a "stand-in" force, i.e., they are already in areas within an adversary's weapon's engagement zone (WEZ). However, this is not the case on NATO's northern flank, where Marines conduct training with NATO and under bilateral agreements. In order to better understand how these new concepts and strategic documents influence the USMC's engagement on NATO's northern flank, it is important to relate them to the overall strategic context in this region, as well as the possible gaps that exist down to include operational and some tactical levels implications.
