Developmental Regionalism in Crisis? Rethinking CARICOM, Deepening Relations with Latin America
This article reviews CARICOM's track record from the perspective of developmental regionalism, exploring the extent of its contributions to human development, visibility and influence for these very small actors in the global community. We highlight CARICOM's provision of regional public goods and role in constructing social and political norms while conceding the many shortcomings in economic integration and in building strong regional institutions. The article is critical of CARICOM's historically slow embrace of integration initiatives in the wider hemisphere. It discusses CARICOM's recent challenges, responses and opportunities in engaging with Latin America.

'Singing From the Same Hymn Sheet': Caribbean Diplomacy and the Cotonou Agreement
The negotiation of post-Lome economic cooperation arrangements between the European Union and the African-Caribbean-Pacific Group ended its first phase in February 2000 with the signing of the Treaty of Cotonou. For Caribbean actors, the Cotonou negotiations marked a significant watershed in the adaptation of their foreign policies and diplomatic strategies to cope with a globalized international environment. The issues and themes addressed in Cotonou demonstrate the collision of development concepts forged in the 1970s with the Neoliberalism of the 1980s and 1990s. Cotonou symbolizes the transition from one economic order to another. Its negotiation involved the establishment of new diplomatic and administrative structures in the Caribbean and the participation of many interest groups not previously involved in such diplomatic activity. It became the forerunner to even more complex negotiations in the World Trade Organization and the free Trade Area of the Americas. This paper explores the Caribbean role and experiences in the negotiation of the Cotonou Treaty and the lessons of this diplomatic exercise for future multilateral trade negotiations. Resumen: Tocando en la misma cuerda: La diplomacia caribeña y el acuerdo de CotonouLa negociación de los acuerdos de cooperación económica tras los acuerdos de Lome entre la Unión Europea y el Grupo África-Caribe-Pacífico concluyó su primera fase en febrero de 2000 con la firma del Tratado de Cotonou. Para los participantes caribeños, las negociaciones de Cotonou señalaron un importante y crítico momento en la adaptación de sus políticas exteriores y estrategias diplomáticas para funcionar en un ambiente internacional globalizado. Los problemas y temas tratados en Cotonou reflejan el choque de conceptos de desarrollo forjados en los años setenta, con el neoliberalismo de los años ochenta y noventa. Cotonou simboliza la transición de un orden económico a otro. Su negociación implicó el establecimiento de nuevas estructuras diplomáticas y administrativas en el Caribe y la incorporación de muchos grupos de interés que no participaban previamente en esas actividades diplomáticas. Se convirtió en el precursor de negociaciones todavía más complejas en la Organización Mundial del Comercio y el Área de Libre Comercio de las Américas. En este artículo exploramos el papel y experiencias del Caribe en la negociación del Tratado de Cotonou y las lecciones aprendidas en este ejercicio diplomático para futuras negociaciones comerciales multilaterales.

Este articulo es una discusion critica sobre la evolucion y logros de la AEC durante los ultimos cuatro anos. Empieza con una panoramica del cambiante enfoque hacia el regionalismo en las Americas, dentro del cual es preciso situar a la AEC. Se examina el contexto historico, geopolitico y economico del que surgio la AEC en el Gran Caribe, y las consultas y propuestas que culminaron en la fundacion de la asociacion. Se consideran las fortalezas y debilidades del concepto de la AEC, las agendas e intereses de los diferentes estados miembros y de otros actores regionales, asi como los retos que enfrenta la embrionica agrupacion regional. "This volume covers a wide spectrum of governance issues relating to small states in a global context. While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens' voice and gender equality-factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions"--
