Transparency is an important factor in democratic societies composed of characteristics such as accessibility, usability, informativeness, understandability and auditability. In this research we focus on auditability since it plays an important role for citizens that need to understand and audit public information. Although auditability has been a subject of discussion when designing systems, there is a lack of systematization in its specification. We propose an approach to systematically add auditability requirements specification during the goal-oriented agent-based Tropos methodology. We used the Transparency Softgoal Interdependency Graph that captures the different facets of transparency while considering their operationalization. An empirical evaluation was conducted through the design and implementation of LawDisTrA system that distributes lawsuits among judges in an appellate court. Experiments included the distribution of over 300,000 lawsuits at the Brazilian Superior Labor Court. We theorize that the presented approach for auditability provides adequate techniques to address the cross-organizational nature of transparency.

This study explores the self-fulfilling dynamic between sovereign debt risk and rational choices of neutral, risk-seeking and risk-averse investors, with implications to the systemic risk emergence. The agent-based model parameterization includes investment strategy (randomly selected assets, stock exchange participation, economic segment, and technical analysis), portfolio rebalance period, and stop gain/loss option. We use Brazilian markets data from 2006 to 2017 to simulate stochastic distributions of investments by a set of 3,000 agents in both stages of model verification and validation (robustness check). Using the Capital Asset Pricing Model, we confirmed our proposition that the optimal rational risk attitude (less risk appetite) constitutes a trigger for the self-fulfilling dynamic, having its foundation on government securities yield and in the debt dynamics. This finding is contrary to the equity premium puzzle in the Brazilian case. The findings have implications to policymakers regarding systemic risk issues, among other public policies.

Electronic government (e-gov) processes need transparency in order to allow citizens to access, understand and verify valuable information in a democratic society. As a crosscutting characteristic, transparency should be present in different e-gov perspectives, such as business processes, information, business rules and information systems. Thus, in this article, we present a multi-agent system (MAS) to implement transparent lawsuit distribution process. We demonstrate that the MAS paradigm emphasizes the organizational operating environment and the information systems alignment, being adequate to implement process transparency under a Brazilian study-case in lawsuit distribution that used real data from the Superior Labor Court of Brazil. The Tropos agent-oriented software development methodology is used to define the hard and soft goals of agents. The MAS architecture and the prototype were defined and implemented using JADE Framework.
