IN RECENT YEARS PEOPLE HAVE REVISED THEIR ASSUMPTIONS ABOUT THE ADMINISTRATIVE STATE. THE CHALLENGE TO PUBLIC ADMINISTRATION IS TO DEMONSTRATE CONCLUSIVELY WHETHER BIG GOVERNMENT CAN BE CONTROLLED, WHICH CONTROLS ARE MOST EFFECTIVE, AND WHAT NEW CONTROLS MIGHT BE NEEDED.
