The role of the state in nineteenth-century Spanish economy has been very controversial and has generally received negative judgments. This article tries to evaluate the intervention in the regulation of rice cultivation. Justified against malaria, this regulation encountered great difficulties to be applied until it consolidated the new state apparatus after the liberal revolution, because of local resistance and administrative constraints. In the second half of the nineteenth century, however, the state introduced legislation that would live in time and was widely respected. Thus the state showed a certain autonomy from social interests and set up measures that had an impact on improving population health.

Lo hizo, bajo la protección de las medidas arancelarias, intensificando la producción hasta el punto de situar los rendimientos españoles entre los más altos del mundo ya en el siglo XX. ; Rice was one of the crops that improved agricultural yields under the restrictive conditions of the mediterranean world. However the expansion of its cultivation demanded deep changes in the use of water and new forms of government intervention because of the sanitary effects of the crop. The introduction of rice in the existent agrarian structures was not easy. However it facilitated the use of difficult agrarian areas such as the Valencian Albufera, the delta of the Ebro and the Marismas of the Guadalquivir. From the second half of the XIX century rice production had to adapt to the competition of the Asian countries. This was done through the intensification of the production under high and protective tariffs. Hacia 1850 la Acequia Real del Júcar era el mayor sistema comunitario de riego de España y se caracterizaba por la fuerte desigualdad social entre los regantes. El artículo analiza los cambios que experimentaron las instituciones para su gobierno en una etapa de profundas transformaciones sociales y políticas en la sociedad española, la segunda mitad del siglo xix. Los órganos de gobierno del canal estaban sujetos a una organización de tipo jerárquico que comprendía dos grandes niveles: por una parte, estaba la dirección del conjunto del sistema, en la que sólo una reducida élite de terratenientes podía intervenir; por otra, había órganos de gestión local que administraban las sucesivas derivaciones del canal principal. Aunque en éstos podía participar un número mayor de regantes, continuaban siendo una minoría, pero había mecanismos que permitían que el conjunto de usuarios pudiera expresar su voz. ; We analyse the management institutions of a community irrigation system in Mediterranean Spain, the Acequia Real (Royal Canal) of the Júcar river, where social inequality among irrigators was high. We look at the changes in the canal's institutions over time. There were two levels of government institutions. Only the elites could participate in the first one, that is, the government of the main canal. Although the local management bodies that governed the successive derivations of the main canal included more people, not every irrigator had the right to be part of them, but there were informal participation mechanisms that allowed everyone to voice.
The collective management of irrigation is an essential factor in agrarian development, both present and past. However, the relationship of irrigation associations with the State remains underexplored, despite the increasingly important role played by water policies in the modern world. The present article examines this relationship in Spain over the last two centuries. Our results suggest that, first, the State played a decisive part in the emergence and evolution of irrigation associations, and this belies the assumption of the traditional origin of these institutions; second, that farmers, despite being subject to the regulatory framework, enjoyed substantial autonomy in the management of water resources; and, third, that the relationship between local associations and the State changed over time, in response to political regime changes and the transformation of irrigation agriculture. When the state tried to impose authoritarian policies upon irrigation users, these reacted by developing unprecedented forms of organisation. ; info:eu-repo/semantics/publishedVersion
La manera como se aplican las normas para repartir el agua entre los miembros de las comunidades de regantes ha sido objeto de abundantes estudios. Sin embargo, sobre cómo se ha desarrollado históricamente el proceso de negociación necesario para el diseño de tales normas, el asunto en el que está centrada la atención de este artículo, es poco lo que se sabe. En el artículo se utiliza el caso de la Acequia Real del Júcar, que tras ser construida en el siglo XIII experimentó una ampliación, a princi- pios del siglo XIX, que la convirtió en el mayor de los sistemas de riego existentes en la España de momento. Como resultado de esa ampliación, proliferaron los enfrentamientos entre los viejos y los nuevos regantes, el ambiente de cooperación entre los usuarios se desvaneció y fue necesario elaborar una nueva normativa. Para que el consenso pudiera recons- truirse, fue básica la presencia de dos factores: el hecho de que los re- gantes dispusieran de una elevada autonomía para rediseñar las institu- ciones, y la intervención de árbitros externos (que asumieron ese papel en representación de las autoridades políticas estatales). ; The way the rules for distributing water work in irrigation communities has been the object of numerous studies. Yet, little is known about how the negotiation process that is required to design such rules has devel- oped historically, which is what this article focuses on. Specifically, the case of the Júcar Canal, which was built in the 13th century and went on to become the largest irrigation system in Spain after undergoing an ex- tension in the early 19th century. As a result of said extension, there were many clashes between the old and the new irrigators, the climate of co- operation between users diminished and it became necessary to draw up a new set of regulations. Two crucial factors allowed a new agreement to be reached: the fact that the irrigators were able to redesign the institu- tions with a high degree of autonomy, and the intervention of representa- tives of the political authorities of the State who adopted the role of ex- ternal arbitrators

Scholars tend to interpret the European peasantry's incorporation into mass politics at the beginning of the twentieth century in terms of two equally extreme situations, citing either the peasantry's support for traditional oligarchies, or its anti-capitalist radicalism. By contrast, this article explores how the confluence between a broad network of peasant families and leased agricultural properties in the Valencian region of Spain helped generate mass support for an anti-liberal (and eventually Francoist) legal system. The authors highlight the uniqueness of the social and productive context of Valencian agriculture during the late 1800s and early 1900s, as well as the tensions that existed between landowners and tenants. Such tensions, they argue, did not stop these two groups from efficiently collaborating in favour of an economic orientation that was both developmentalist and politically anti-liberal.
El aumento de la investigación de tipo socioeconómico se ha centrado en los últimos años en los periodos clave de la revolución liberal y de la formación del Estado en España, a partir del estudio de propietarios concretos. El artículo intenta discutir los problemas teóricos de este tipo de análisis. Los autores argumentan la importancia de este método en el contexto de las limitaciones de usar las nociones de clase, experiencia, intereses o acción a partir de la estructura. Por el contrario, no se debería tener en cuenta sólo el simple hecho de la propiedad de la tierra, sino una serie de rasgos opuestos y simultáneos en campos como el nivel de ingresos, los derechos señoriales o el privilegio, las tradiciones y capacidad política y las relaciones con los colonos. Los principales aspectos del análisis propuesto por los autores se desarrollan en el caso del Vais Valenciano del siglo XIX. Recent developments in socio-economic research have centred on the key periods of the Liberal Revolution and state building in Spain, focusing on the analysis of specific landowners. This article discusses the theoretical issues raised by this type of analysis. The authors argue the importance of this method in view of the inadequacy of structure-based analysis of class, experience, interest and action.Instead, attention should be paid not only to the simple fact of landowners hip, but to a series of simultaneous and opposite circumstances in terms of income, seigneurial rights and privileges, political traditions and abilities, and relations between landlords and tenants. The main elements of the analysis revolve around the case of the region of Valencia during the nineteenth century.
