Al igual que un siglo antes, también al finalizar el siglo XX la ciudad es la suma de un sinfín de problemas y contradicciones. La solución a los mismos ha perdido el carácter idealista y utópico que tuvo en el pasado, para entregarse a alternativas socialmente excluyentes, apoyadas en los nuevos paradigmas, políticamente correctos, con los que se quiere justificar la política urbanística y terminar todo un siglo de explotación urbana. Ante esta situación es preciso buscar respuestas consecuentes, es decir, duraderas y universales, a fenómenos que sí lo son y que sólo pueden valorarse adoptando una posición radical ante los mecanismos generadores de la explotación: un planeamiento tecnocrático y cómplice, ante unos instrumentos de gobierno y control social que nunca han abordado las raíces de la desigualdad y en particular los fundamentos de la propiedad del suelo y ante el maquillaje de la sostenibilidad, del urbanismo y de la arquitectura finiseculares.At the end of the 20th century a city is the result of a number of problems and contradictions very similar to what happened a century ago. But the solution to these problems has nothing to do with idealistic and utopian proposals very characteristic of past times. Nowadays the solution has to do with exclusive options that are based on new paradigms, which are correct from a political point of view, and by means of them, it wants to justify the town-planning policy and to put an end to a century of urban exploitation. In view of this position, it is essential to look for consistent lasting and universal answers to a permanent phenomenon and these answers may be valued if we take up a radical position before the generating mechanisms of exploitation. This way, we can devise a form of technocratic planning with regard to some instruments of government and social control, which have never faced up to the origins of social inequality and particularly to the basis of the ownership of the housing estate land. Finally, we must take into account that urban development and architecture are used as an excuse for hiding the urban reality at the end of this century.

En los tres primeros lustros del siglo XXI las ciudades españolas han dispuesto de un ingente caudal normativo, extremadamente sensible al cambio político y por lo tanto generador de incertidumbre, que en la práctica ha hecho críptica y laberíntica la gestión urbanística urbana y regional. A todo ello se añade una reiterada sucesión de errores y discrepancias en torno a la interpretación de la Ley 8/2007 de Suelo, y una apropiación política de la ciudad, en cada ciclo regulador, que hace bascular a ésta desde el despilfarro consumista, debido a una clasificación de suelo desproporcionada, propia de los dos primeros lustros del siglo XXI, al despilfarro que representa el abandono sobrevenido de urbanizaciones y promociones de vivienda, desarrolladas al amparo de una ley y un tipo de planeamiento irreflexivo e irresponsable.

Producción Científica ; With the exception of some pioneering, but incomplete, dispositions concerning Spain's historical heritage approved in the 19th century, most of the legislation concerning this question was passed in the 20th century. Worth noting, among many other dispositions, is the Law of May 13th 1933 on the defence, conservation and growth of the national historic-artistic heritage and, in particular, the Law 16/1985, of June 25th, concerning Spain's Historic Heritage. This latter law was to have an enormous transcendence, for at least three reasons: it grouped together a large part of the historical legislation; it included all Spain's international commitments in this matter; and finally, it began a territorially decentralised stage in the recognition and protection of heritage assets, especially those denominated in Spain as BIC (Bien de Interés Cultural or Cultural Interest Asset). Since the approval of this law, the scientific literature on heritage and the legal provisions (laws and plans) created by the many administrations has, over the last three decades (1985-2015), undergone spectacular growth. This fact is closely linked to the transfer of competences to the regional governments which, through specific legislation on cultural or historical heritage, has allowed political singularity to be associated with some of the most relevant attributes of each particular territory, whether of a historical or heritage nature, or both. In addition, we have the incorporation of heritage to regional development strategies (Landel, 2009), for which the following is normally necessary: first, the creation of a territorial trademark based on the exceptionality of the heritage assets or the uses and customs of the said territory (Harvey 2001; Ivanc & Gomes 2015; Lorenzini et al. 2011; Smith 2006); this is followed by the construction of new infrastructures and facilities as instruments of territorial qualification and revitalization (Ciambrone 2013; Simeon & Martone 2014); finally comes the creation and sale of the original heritage, or its recreation, as a touristic resource (Ashworth 2003; Biernacka & Kocwin 2010; Gogolou & Dimopoulou 2015; Kirshenblatt 1998). As we shall analyse later, the recognition process of the assets upon which these strategies are based, the so-called BICs, attributed for the most part to the Autonomous Regions, has been decidedly irregular. What is true is that, in order to face the new challenges in taking advantage of heritage, the number of assets that have been declared of cultural interest has undergone spectacular growth. However, it is no less true that the number and location has no relation whatsoever to the history, tradition or heritage wealth of the territories, but to the opportunity or political need to highlight them. ; This activities are included in the objectives and results of the Research Project CSO2013-47205-P «Culture and heritage as territorial resources: sustainable development strategies and spatial impacts», from the State Programme to Encourage Scientific Technical Research of Excellence, Sub-programme of the Generation of Knowledge from the Ministry of Economy & Competitiveness, co-financed by the European Regional Development Fund. Between 1978 and 2010 all Spanish cities were affected by at least three major cycles of building activity, three state land acts and three generations of General Planning Schemes. This lack of legislative and functional stability had a particular impact on the new regional capitals, as they all required the creation of a space in which to accommodate the emerging Administrative structure, associated with vast new urban facilities and new residential areas, forming what could be termed an 'Institutional District'. These new, rapidly-emerging fragments of urban developments of low or average density were consolidated during the boom years of the real estate sector and the squandering of resources that characterised the early 21st century. Within this context, the case of the city of Valladolid, capital of the Autonomous Community of Castilla y León, is paradigmatic. ; Entre 1978 y 2010 todas las ciudades españolas se vieron afectadas al menos por tres grandes ciclos de actividad constructiva, tres leyes de suelo estatales y tres generaciones de planes Generales de Ordenación. Esta inestabilidad normativa y funcional fue especialmente acusada en las nuevas capitales regionales ya que en todas ellas fue preciso crear un espacio para el acomodo de la emergente Administración, al que se vinculan los nuevos y grandes equipamientos urbanos y las nuevas áreas residenciales, hasta conformar una suerte de Distrito Institucional. The main objective of this research is to highlight the impact of tourism on cultural heritage, in addition to analyzing factors that derive from this phenomenon such as the transformation of land use due to gentrification, without forgetting other problems that may develop when having high tourist demand. As a result, we find that there is an absence of policies oriented towards a city project and that citizen participation is key to strengthening urban strategies to drive its continuous improvement. This way, the areas of sustainable development can be influenced: political, economic, social, cultural and environmental, making known how tourism currently works and impacts on this historic city in relation to the risk of depopulation and loss of identity. This concludes with recommendations oriented towards a harmonious relationship between tourism and cultural heritage for which it is necessary to implement environmental, social, economic and cultural policies for the conservation of historical-cultural heritage, which stops the gentrification process thus ensuring its protection along with its culture and identity values of its neighborhoods, which are increasingly attractive and important for the tourist and economic development policies of this city. ; El objetivo de esta investigación es analizar el impacto del turismo en el patrimonio cultural del centro histórico de Puebla, además de evidenciar los problemas derivados de algunos factores, como la transformación del uso de suelo que actualmente favorece a la gentrificación como un fenómeno de mejoramiento y transformación urbana, cuyo impacto social recae directamente en los residentes originarios de los barrios. Esta situación visibiliza una ausencia de políticas orientadas hacia un proyecto de ciudad en donde la participación ciudadana sea clave para fortalecer estrategias urbanísticas, sociales, culturales y económicas que impulsen un mejoramiento equilibrado y sustentable. No obstante, actualmente el turismo en esta ciudad histórica acelera el despoblamiento de los barrios y pone en riesgo su identidad. Por tal motivo, esta investigación aporta algunas recomendaciones orientadas hacia la búsqueda de una relación armónica entre el turismo y el patrimonio cultural, para lo cual es necesario poner en práctica políticas urbanas, sociales y económicas para su conservación, mismas que controlen el acelerado proceso de gentrificación y aseguren la protección del valor cultural e identidad de sus barrios, los cuales, actualmente, sólo resultan atractivos para las políticas de desarrollo turístico y económico de esta ciudad.

The Spanish urban development model during the second half of the 20th century caused the loss of a large part of architectonic-industrial heritage in cities due to a lack of awareness of its patrimonial value, inadequate protective legislation and the high strategic value of the sites.
