Poverty Effects from Trade Liberalisation in Argentina

We identify trade in goods opportunities in a EU-Mercosul free trade area. Gains for Mercosul are rather concentrated, being mostly associated with a few agricultural commodities which face high protection barriers. EU gains are evenly spread, comprising a variety of market penetration possibilities. Trade deviation in the EU products is never higher than trade creation, confirming their international competitiveness and signalling that no great distortion of Mercosul's imports will take place. Balanced gains exist for both sides. For Mercosul, the agreement would act as a first serious trial for future liberalizations with other developed partners and as a warning on improvements in competitiveness. References. En este trabajo se evalúa la participación relativa de Argentina, Brasil, Guatemala y Nicaragua en la producción segmentada. En base a estadísticas de comercio exterior (2000–2004), se analiza si el comercio de estas economías ha evolucionado dentro de cadenas globales de producción y cuán grande este tipo de comercio es a efectos de mantener su presencia en la economía mundial. Siguiendo un patrón de comercio Norte-Sur, Guatemala y Nicaragua mantienen una moderada participación en una cadena global de producción. Sin embargo, su participación está amenazada por la competencia internacional y por su dependencia en un solo mercado. Brasil ha logrado participación en varias cadenas de producción, mostrando un patrón de comercio Norte-Sur más diversificado. Argentina ha logrado inserción en la cadena de producción automotriz mientras que su participación en otras cadenas es aún limitada. Su patrón de comercio Sur-Sur lo expone a un cierto grado de dependencia.

In this article for the Conference on the Future of EU-CAN Relations(2005) the author analyses the Andean countries levels of infrastructure development as a source of integration & competitiveness to argue that economic size marks the level of bargaining a country faces. A brief narrative traces the evolution of the Andean community since 1969. Application & analysis of an augmented trade model for the period of 1939 to 1999 indicates that the Andean Community had a positive impact on trade in the region, that the Preferential Trade Agreement was not relevant prior to 1990, & infrastructure is decisive in choosing a trade partner. The role of infrastructure in trade is concluded to be a major development factor in the decisions about trading partners. J. Harwell
