Explores the competing relations between ethnic, religious, & racial identities in contemporary Tanzania at a time of rapid socioeconomic change & declining authority & legitimacy of the state. During nearly 4 decades of one-party rule, the state pursued policies -- educational, linguistic, developmental, etc -- aimed at constructing a secular national identity capable of uniting diverse social groups under the banner of African socialism. However, economic retrenchment in the 1980s & political liberalization in the 1990s have contributed directly to a series of upheavals, leading many Tanzanians to redefine the structures of common difference & to a fracturing of national identity. 53 References. IN THE WAKE OF THE COLD WAR, A NEW WORLD DISORDER SEEMS TO BE EMERGING WHEREIN THE LEGITIMACY OF MANY STATES IS BEING CHALLENGED FROM WITHIN BY INCREASING NON-STATE CALLS FOR SELF-DETERMINATION FROM THE LIKES OF RELIGIOUS CULTS, HATE GROUPS, ISOLATIONIST MOVEMENTS, ETHNIC GROUPS AND REVIVALIST MOVEMENTS. RELIGIOUS ORIENTED GROUPS APPEAR TO SHARE A COMMON IDEOLOGICAL THREAD THAT REJECTS EXISTING SOCIAL, ECONOMIC AND POLITICAL STRUCTURE DEMANDING A STRUCTURAL REVISION OF THE WORLD, A WORLD WHERE THEY BECOME THE AUTHORITARIAN, DOMINANT INFLUENCE. EMANATING FROM THESE MOVEMENTS WILL BE THE "POST MODERN TERRORISTS" WHO POSSESS A "RIPENESS" TO THREATEN USE OF WEAPONS OF MASS DESTRUCTION. THIS ARTICLE CONCERNS ASYMMETRIC WARFARE: TERRORISM, SPECIFICALLY WEAPONS OF MASS DESTRUCTION (WMD) TERRORISM. IT ARGUES THAT THE TERRORIST WMD THREAT WILL EMANATE FROM NON-STATE GROUPS OPERATING UNDER A VENEER OF RELIGION AND ETHNIC-RACIST HATE. THESE GROUPS, PLUS THE OCCASIONAL CULT, ARE THE MOST LIKELY CANDIDATES TO THREATEN USE OF WEAPONS OF MASS DESTRUCTION IN A MASS CASUALTY CAUSING "SUPER-TERRORIST ACT."

Die Entwicklung und Verbesserung von Kochherden, die mit Brennholz oder anderer Biomasse betrieben werden sollen, ist bisher kein besonderer Erfolg. Das gilt für Projekte in staatlicher Regie ebenso wie für solche, die von Nicht-Regierungsorganisationen finanziert und/oder betrieben werden; es gilt für Projekte, die auf Arme im ländlichen Raum abzielen, wie auf solche, die städtische Arme als Zielgruppen haben. Der Bezug zum umfassenderen ökologischen Problem des Verbrauchs von Holz, Biomasse, zur Entwaldung wird aufgezeigt ebenso wie die dürftige Datenlage. Außerdem wird auf die Faktorenvielfalt hingewiesen, die bei der dauerhaften Annahme der neuen Kochvorrichtungen eine Rolle spielen, die jedoch bisher viel zu wenig beachtet wurden. Die einzelnen Projekte weisen faktisch in allen Stadien erhebliche Mängel auf. (APAF-Glz)
