El artículo pretende, en un contexto de crecimiento económico como el actual en América Latina, plantear algunos de los elementos que hemos aprendido de la implementación de reformas estructurales en la década de 1980 y 1990, tales como la importancia de los factores político-institucionales, la autonomía de los Gobiernos o la noción de crisis y su relación con el éxito de las reformas. Se trata, en última instancia, en el contexto de la gobernanza moderna, de rescatar el papel del Estado, como motor del desarrollo económico, la participación democrática y la igualdad social. ; The article attempts in a context of the current economic growth in Latin America, to raise some ofthe elements that we have learned from the implementation of structural reforms in the 1980's and 1990 such as the importance of political and institutional factors, the autonomy of governments, or the notion of crisis and its relationship to the success of reforms This is, ultimately, in the context of modern governance, rescuing the role ofthe State as an engine of economic development, democratic participation and social equality.

Educational policies in Spain have been characterized by conflict and continuous changes to legislation in the Central State. However, Spain is a decentralized State and the Autonomous Communities (regions) are responsible for implementing secondary education. The article aims at explaining and analyzing how Autonomous Communities have defined their educational models and policies for secondary education based on an unstable state legal framework. The analysis focuses on key elements of State legislation, such as the management methods of schools and the adaptation of policies to social differences between autonomous communities. Based on Zahariadis' multiple streams model, the article concludes by pointing out the importance of the context and its impact on the policies, the relevance of the ruling party's ideology in each Autonomous Community and the involvement of stakeholders in the implementation of secondary education policy.
