This paper reviews the evolution of competition policy during the 20th century. It identifies the major principles underlying these policies and shows that two major challenges will have to be faced in the near future. On one hand, the technological changes introduced by the so-called 'new economy' are rapidly replacing some old rules, by reshaping the concepts of monopoly power and market dominance. On the other hand, internationalisation of economic boundaries is creating a greater need of policy coordination, not only between the US and the EU, but a global level as well. These ideas will define the evolution of competition policy in the next decades. ; Este artículo revisa la evolución de la política de defensa de la competencia durante el siglo veinte. Su objetivo es presentar los principios básicos de dicha política e identificar los principales desafíos que deberán ser abordados en el futuro. Por un lado, el cambio tecnológico introducido en la denominada "nueva economía" obliga a reemplazar algunas reglas tradicionales, redefiniendo los conceptos de monopolio y poder de mercado. Por otro, la internacionalización de la economía genera la necesidad de una coordinación global de las actuaciones de las agencias de la competencia y no sólo entre EE.UU. y la Unión Europea. Estas dos ideas definirán la evolución de la política de defensa de la competencia en las próximas décadas.

This paper discusses how the current trend towards increased private participation in the rail industry is reshaping the way in which Governments should address the main regulatory challenges arising from the particular economic and technical characteristics of this industry. We review the role of railroads in the last two decades and examine the characteristics of the most relevant processes of private participation around the world. The lessons learned from these changes suggest that many of the traditional regulatory paradigms in this industry are being replaced by more flexible schemes of public intervention. Although this change does not fully preclude direct participation by the Government, it seems that the traditional monopolistic rail company is dead as the dominant model around the world, and new forms, such as franchises or concessions competing on the tracks are progressively gaining relevance.

The authors present an empirical analysis of the effects of the deregulation processes carried out in the European air transport industry during the period from 1986 to 1994, prior to the 1997 complete liberalization of the industry. Using individual data for 44 city-pair intra-European scheduled routes, the authors estimate several price equations to assess the relevance of both the deregulation packages released by the European Commission in 1987, 1990, and 1992 as well as the liberal bilateral agreements that several countries had agreed upon before. The results support the idea that during this initial decade, the effects of the deregulation in terms of fare levels and percentages of discount were weaker than expected, thus paving the way for the deeper measures that were adopted after 1997.

La suburbanización del empleo ha llevado a pensar que la estructura urbana de la ciudad está cambiando de monocéntrica hacia una policéntrica y, por lo tanto, tenderá a ser más eficiente. Por el contrario, en este estudio proponemos, mediante análisis gravitacionales de accesibilidad a empleos, que este supuesto es falso y, más aun, que las zonas de mayor crecimiento poblacional han perdido accesibilidad a empleos en la última década. Asimismo, los primeros resultados de medir la accesibilidad a empleos indican que la población en los estratos de ingreso más bajos son los más desfavorecidos. Finalmente, presentamos la evidencia que sugiere la necesidad de planeación urbana con base en accesibilidad a empleos, así como una serie de recomendaciones de política pública urbana.

AbstractThis paper contributes to the literature on how firms change their advertising strategies after a corporate scandal by providing both a theoretical model and an empirical evaluation based on the idea that advertising acts as a signal of the product quality that is modulated by the number of competing substitutes in the market. This result is new to the literature and helps to explain cases in which, possibly counter‐intuitively, a firm affected by a corporate scandal may optimally decide to reduce its advertising expenditures, rather than increase it, in an attempt to restore its reputation as quickly as possible. We find empirical support for this result in the Volkswagen Group's response to the Dieselgate scandal.

Esta investigación analiza las condiciones naturales y socioeconómicas de la región interestatal Alto Lerma, mediante una evaluación diagnóstica de las fortalezas, oportunidades, debilidades y amenazas que afectan la utilización de las áreas que corresponden a bosques templados. Se aportan elementos para repensar las formas de intervención y apropiación de los recursos forestales y se proponen estrategias para la atención social y ambiental de las comunidades rurales. Se analizó información cartográfica, estadística y documental, así como la obtenida por medio de entrevistas proporcionadas por funcionarios públicos.
