The spirit of patriotism: how constitutional is German citizens' national attachment? The case of mosque construction

The goal of this article is to demonstrate the paradox of equal belonging of Muslims. Adapting Axel Honneth and Ferdinand Sutterlüty's model of normative paradox, we show how the ongoing process of social integration of Muslims produces reverse effects of disrespect. The refusal to grant fundamental rights to minorities calls into question not only the recently created image of Germany as a new nation of immigrants, but also constitutional principles of the democratic state. While German legislation clearly protects the rights of minorities, when it comes to the attitudes of the population in Germany toward Muslims as the biggest religious minority in the country, there is a reservoir of antidemocratic attitudes that must be taken into account. This article presents the first results of a representative telephone survey conducted among German citizens, with more than 8,000 respondents.

Die aktuelle Bildungssituation der Personen mit türkischem Migrationshintergrund wird als sehr heterogen bezeichnet. Auf der einen Seite gibt es die zugewanderten Personen, die nach Einreisealter klassifiziert werden können, wobei Personen mit niedrigem Einreisealter (bis zehn Jahren) bessere Bildungschancen und somit bessere Bildungsabschlüsse haben als Personen mit hohem Einreisealter (11-20 Jahren). Das Qualifikationsniveau bei zugewanderten Personen, die bereits zum Zeitpunkt der Zuwanderung eine hohe Schulausbildung haben (das heißt über 20 Jahre alt waren), steigt über die Geburtskohorten hinweg. Des Weiteren wird der Anteil der zugewanderten Personen im Allgemeinen über die Geburtskohorten kleiner. Auf der anderen Seite gibt es die Personen mit türkischem Migrationshintergrund, die in Deutschland geboren sind, deren Zahl im Vergleich zu den Zugewanderten zunimmt. Hier zeigt sich, dass Frauen über die Geburtskohorten hinweg deutliche Bildungsfortschritte erzielen können, die zu einer stetigen Annäherung an das höhere Bildungsniveau von Vergleichsgruppen ohne Migrationshintergrund führen. Bei Männern hingegen nimmt die Bildungsbeteiligung nicht wesentlich zu. Prognostisch kann davon ausgegangen werden, dass der erhöhte Anstieg der Bildungsdaten bei den Frauen wohl zu einem Druck auf die Bildungssituation der Männer führen wird. (ICB2)

Patriotism can have various facets. It can exclude or include the same group of individuals depending on the situation. However, the more important question is whether it is inclusive when it comes to principles of modern democratic societies namely the democratic constitution. In this respect, the construction of publicly visible mosques is a constitutionally protected right in Germany. In this article, I examine the relationship between German citizens` patriotism and the willingness to restrict that right. Empirical findings from a representative sample of German citizens reveal a pattern of patriotism that drives opposition toward Muslims` right to construct mosques. The more interesting finding is that this effect occurs only among those individuals who generally approve of Muslim claims-making. Results are discussed and suggestions for future research are presented.
