Offers reflections on a late 1991 lecture on capitalization in the former USSR by Boris Kagarlitsky, a founder of the Russian Socialist party & deputy to the Moscow City council. Kagarlitsky's talk focused on the psychology of the current promarket, procapitalist attitude in the former USSR, an attitude that he claims is especially prevalent among intellectuals & journalists, & rooted in an image of communism offered by Nikita Khrushchev & in a superficial reading of developments in socialist societies. Kagarlitsky's thoughts on rising unemployment, Left opposition, & the progovernment press in Russia are also discussed, & extensive quotes from his lecture are offered. W. Howard

(2) In her 6 Apr 1989 talk on "The Greater London Council: Grassroots Democracy under Threat," Hilary Wainwright described the responsibilities of the Greater London (England) Council, the political forces behind it, & its guiding principles for the future -- respect for political allies & the need for strong action against opponents.
