En quelque trente ans de politique régionale, l'Union européenne a traversé différentes étapes dans la mise en oeuvre de cette politique tant sur le plan de sa conceptualisation que de ses adaptations aux élargissements successifs. La plus importante de celles-ci est incontestablement la réforme des fonds structurels opérée en 1989. Si des aménagements ont été apportés au fil des périodes de programmation, les modifications les plus importantes concernent l'actuelle période de programmation. Le nouveau cadre réglementaire se veut plus stratégique et moins contraignant administrativement. During the about thirty years of regional policy, the European Union went through several steps in its implementation as much at the level of its conceptualisation as of its adaptations to the successive enlargements. The most important one was certainly the reform of structural funds realized in 1989. If some improvements have been realized over the different programmation periods, the most important one bears on the present programmation period. The new regulation framework wants to be more strategic and less constraining from the administrative viewpoint. EU pre-competitive and near-the-market S&T collaborations
EU Science & Technology (S&T) pre-competitive and near-the-market collaborations are the two main instruments of the European technological policy. In order to grasp the dynamics inherent to the technological collaborative behaviour of European research organisations and to better appreciate to what extent European countries, regions and research organisations are engaged in EU S&T cooperative aggrements, descriptive statistics and several absolute and relative indicators are performed. To that end, a analysis based on the collaborations observed through the European Framework Programme as well as the EUREKA initiative is performed. In a second step, a regression analysis is conducted to shed some light on the main determinants of the participation of EU regions to these S&T collaborations. ; info:eu-repo/semantics/published

The main point developed in this paper is the demonstration of the attitudes characterizing the major Belgian political parties. This is achieved through a factorial analysis applied to a set of data resulting from the answers given by the major parties leaders to various specific questions regarding bath the prevailing economie as well as institutional issues at the eve of the election of December 17th, 1978. From that point it has been possible to compare those results with the one obtained from the data concerning the 1974 programmes.The results of the statistical analysis show that white in 1974 the strongest positive associations between parties corresponded to tht traditional ethical and socioeconomic cleavages, four years later the linguistic dimension was predominant with a stronger homogeneity characterizing the Dutchspeaking group than what could be observed for the Frenchspeaking one.The factorial analysis allows for a graphical representation of the respective positioning of the parties along the statistically significant factorial axes. Applied to two sets of data, the first one on purely institutional matters, the second one on both institutional and economic policies, the analysis reveals clearly through the various graphs presented the linguistic cleavage as well as the divergences about the extent of regional competences and minorities protection, on the one hand, and, on the other hand, the degrees of regional economic autonomy and of public intervention in the business life.

Assuming that the political information provided to the voters directly determines the communication efficiency of the political system in a democratic framework, this paper therefore proposes and tests some hypotheses explaining the politician's behaviour in that respect. Those hypotheses are tested on statements made by major Belgian parties' leaders at the eve of the 1978 and 1981 national elections. Having first related the degree of reserve on the politician's statement with his party's share in the constituency, a positive relationship is found. The second hypothesis states that the degree of reserve in the politician's statement is explained by his reaction either offensive or defensive triggered by the variation in his party's share given the outcome of the precedent election. It is observed that a defensive attitude is adopted by parties having known a reduction of their market share. The third question dealt with examines the infiuence of the size of the party on the abovementioned relationship between the variation of the market share and the degree of reservedness. The results show that apparently the elimination of the size effect does not affect the findings concerning the second hypothesis.
