"Ausgehend von vorherrschenden optimistischen und skeptischen Lesarten der Menschenrechtsentwicklung in Lateinamerika entwickelt dieser Artikel einen alternativen und komplexeren Blick auf menschenrechtlichen Wandel. Er problematisiert auf theoretischer Ebene die Annahme der globalen Konvergenz, d.h. die Vorstellung, dass nationale Standards und Praktiken sich den internationalen anpassen. Der empirische Fokus des Beitrages liegt auf den widersprüchlichen Trends, die sich in Reformen demokratischer Institutionen zeigen: Positive Entwicklungen gehen einher mit Heuchelei und pathologischer institutioneller Schwäche. Diese Dynamiken werden anhand der Verbreitung nationaler Menschenrechtsinstitutionen (z.B. Ombudsmanstellen) dargelegt. Der Beitrag bietet eine breitangelegte, kritische Reflektion der weitverbreiteten Vorstellung, dass in Lateinamerika bezüglich der Umsetzung der Menschenrechte vor allem Fortschritte gemacht werden." processes, from democracy and conflict resolution to judicial
accountability and terrorism. Despite the dramatic growth of the
human rights field in recent years, however, it remains unclear how
much the subject has influenced political science scholarship. I
assess this question by examining broad publishing trends, namely
human rights articles in the discipline's leading journals.
