Invasive alien species (IAS) are a key driver of global biodiversity loss. Reducing their spread and impact is a target of the Sustainable Development Goals (SDG target 15.8) and of the EU IAS Regulation 1143/2014. The use of citizen science offers various benefits to alien species (AS) decision making and to society, since public participation in research and management boosts awareness, engagement and scientific literacy and can reduce conflict in IAS management. We report the results of a survey on AS citizen science initiatives within the framework of European Cooperation in Science and Technology (COST) Action Alien-CSI. We gathered metadata on 103 initiatives across 41 countries, excluding general biodiversity reporting portals, spanning from 2005 to 2020, offering the most comprehensive account of AS citizen science initiatives on the continent to date. We retrieved information on project scope, policy relevance, engagement methods, data capture, data quality and data management, methods and technologies applied and performance indicators such as the number of records coming from projects, the numbers of participants and publications. The 103 initiatives were unevenly distributed geographically, with countries with a tradition of CS showing more active projects. The majority of projects were contributory and were run at a national scale, targeting the general public, alien plants and insects, and terrestrial ecosystems. Most projects focused on collecting species presence or abundance data, aiming to map presence and spread. As 75% of the initiatives specifically collected data on IAS of Union Concern, citizen science in Europe is of high policy relevance. Despite this, only half of the projects indicated sustainable funding. Nearly all projects had validation in place to verify species identifications. Strikingly, only about one third of the projects shared their data to open data repositories such as the Global Biodiversity Information facility or the European Alien Species Information Network. Moreover, many did not adhere to the principles of FAIR data management. Based on this dataset, we offer suggestions to strengthen the network of IAS citizen science projects and to foster knowledge exchange among citizens, scientists, managers, policy-makers, local authorities, and other stakeholders.

The present pilot study tested and validated the use of the 'Invasive Alien Species in Europe' smartphone app (IASapp) in the Lower Danube Region. The study was conducted in three stages: (1) Testing the effectiveness of the app in Bulgaria, Romania and Serbia by organizing information and field testing campaigns; (2) Improving and extending the functionality of the app and developing a list of the invasive alien species (IAS) of concern to the Danube River Basin (DRB); and (3) Testing the updated app during the Joint Danube Survey 4 campaign. Overall, 13 campaigns were carried out, during which seven aquatic IAS of EU concern and nine IAS relevant to the DRB were recorded. Currently, the developed new functionality of IASapp allows the recording of 64 IAS of DRB concern. The updated IASapp has an important role in increasing public awareness on IAS issues, as well as in enlarging the participation and output of citizen science in the IAS early detection, monitoring and reporting in the DRB. Therefore, the constant communication with existing stakeholder groups and establishment of new citizen science groups is crucial for increasing the effectiveness of using the IASapp in the Danube Region and tackling the IAS issues.

Invasive Alien Species (IAS) are a growing threat to Europe's biodiversity. The implementation of European Union Regulation on IAS can benefit from the involvement of the public in IAS recording and management through Citizen Science (CS) initiatives. Aiming to tackle issues related with the use of CS projects on IAS topics, a dedicated workshop titled "Citizen Science and Open Data: a model for Invasive Alien Species in Europe" was organized by the Joint Research Centre (JRC) and the European Cooperation in Science and Technology (COST Association). Fifty key stakeholders from all Europe, including two Members of the European Parliament, attended the workshop. With a clear focus on IAS, the workshop aimed at addressing the following issues: a) CS and policy, b) citizen engagement, and c) CS data management. Nine short presentations provided input on CS and IAS issues. Participants discussed specific topics in several round tables ("world café" style) and reported back their conclusions to the audience and full assembly moderated discussions. Overall, the workshop enabled the sharing of ideas, approaches and best practices regarding CS and IAS. Specific opportunities and pitfalls of using CS data in the whole policy cycle for IAS were recognized. Concerning the implementation of the IAS Regulation, CS data could complement official surveillance systems, and contribute to the early warning of the IAS of Union concern after appropriate validation by the Member States' competent authorities. CS projects can additionally increase awareness and empower citizens. Attendees pointed out the importance for further public engagement in CS projects on IAS that demonstrate specific initiatives and approaches and analyze lessons learned from past experiences. In addition, the workshop noted that the data gathered from different CS projects on IAS are fragmented. The number of alien species arriving within new regions has increased at unprecedented rates. Managing the pathways through which alien species arrive and spread is important to reduce the threat of biological invasions. Harmonising information on pathways across individual sectors and user groups is therefore critical to underpin policy and action. The European Alien Species Information Network (EASIN) has been developed to easily facilitate open access to data of alien species in Europe. The Convention on Biological Diversity (CBD) Pathway Classification framework has become a global standard for the classification of pathways. We followed a structured approach to assign pathway information within EASIN for a subset of alien species in Europe, which covered 4169 species, spanning taxonomic groups and environments. We document constraints and challenges associated with implementing the CBD Pathway Classification framework and propose potential amendments to increase clarity. This study is unique in the scope of taxonomic coverage and also in the inclusion of primary (independent introductions to Europe) and secondary (means of dispersal for species expansion within Europe, after their initial introduction) modes of introduction. In addition, we summarise the patterns of introduction pathways within this subset of alien species within the context of Europe. Based on the analyses, we confirm that the CBD Pathway Classification framework offers a robust, hierarchical system suitable for the classification of alien species introduction and spread across a wide range of taxonomic groups and environments. However, simple modifications could improve interpretation of the pathway categories ensuring consistent application across databases and information systems at local, national, regional, continental and global scales. Improving consistency would also help in the development of pathway action plans, as required by EU legislation.

Water resources globally are affected by a complex mixture of stressors resulting from a range of drivers, including urban and agricultural land use, hydropower generation and climate change. Understanding how stressors interfere and impact upon ecological status and ecosystem services is essential for developing effective River Basin Management Plans and shaping future environmental policy. This paper details the nature of these problems for Europe's water resources and the need to find solutions at a range of spatial scales. In terms of the latter, we describe the aims and approaches of the EU-funded project MARS (Managing Aquatic ecosystems and water Resources under multiple Stress) and the conceptual and analytical framework that it is adopting to provide this knowledge, understanding and tools needed to address multiple stressors. MARS is operating at three scales: At the water body scale, the mechanistic understanding of stressor interactions and their impact upon water resources, ecological status and ecosystem services will be examined through multi-factorial experiments and the analysis of long time-series. At the river basin scale, modelling and empirical approaches will be adopted to characterise relationships between multiple stressors and ecological responses, functions, services and water resources. The effects of future land use and mitigation scenarios in 16 European river basins will be assessed. At the European, scale, large-scale spatial analysis will be carried out to identify the relationships amongst stress intensity, ecological status and service provision, with a special focus on large transboundary rivers, lakes and fish. The project will support managers and policy makers in the practical implementation of the Water Framework Directive (WFD), of related legislation and of the Blueprint to Safeguard Europe's Water Resources by advising the 3rd River Basin Management Planning cycle, the revision of the WFD and by developing new tools for diagnosing and predicting multiple stressors. The disproportionately low presence of marine species in the list of invasive alien species (IAS) of Union concern of the European Union (EU) Regulation 1143/2014 does not fully acknowledge the threat they pose to the EU marine environment. In this study, the first EU-scale Horizon Scanning (HS) focusing on marine alien species was performed, aiming to deliver a ranked list of species that should be of high priority for risk assessment (Article 5 of the EU IAS Regulation). Species absent from or with a limited distribution in EU marine waters were targeted. In total, 363 alien species were initially screened for HS by a panel of experts, including a broad range of taxonomic groups. Species were scored for their likelihood of arrival, establishment, spread, and impact in EU waters. A consensus workshop ranked 267 species, including a subset of 26 prioritized species. These species are considered to be mainly introduced by shipping (fouling and ballast water), via the Suez Canal, and aquaculture activities. The 26 priority species were also scrutinized in terms of feasibility of their management; 18 of them were suggested for performing risk assessments on the basis of the EU IAS Regulation. Since biological invasions are dynamic and connected with accelerated globalization and diversified human activities, we recommend HS to be repeated periodically to review the species already listed and assess new ones.

The Water Framework Directive (WFD) is a pioneering piece of legislation that aims to protect and enhance aquatic ecosystems and promote sustainable water use across Europe. There is growing concern that the objective of good status, or higher, in all EU waters by 2027 is a long way from being achieved in many countries. Through questionnaire analysis of almost 100 experts, we provide recommendations to enhance WFD monitoring and assessment systems, improve programmes of measures and further integrate with other sectoral policies. Our analysis highlights that there is great potential to enhance assessment schemes through strategic design of monitoring networks and innovation, such as earth observation. New diagnostic tools that use existing WFD monitoring data, but incorporate novel statistical and trait-based approaches could be used more widely to diagnose the cause of deterioration under conditions of multiple pressures and deliver a hierarchy of solutions for more evidence-driven decisions in river basin management. There is also a growing recognition that measures undertaken in river basin management should deliver multiple benefits across sectors, such as reduced flood risk, and there needs to be robust demonstration studies that evaluate these. Continued efforts in 'mainstreaming' water policy into other policy sectors is clearly needed to deliver wider success with WFD goals, particularly with agricultural policy. Other key policy areas where a need for stronger integration with water policy was recognised included urban planning (waste water treatment), flooding, climate and energy (hydropower). Having a deadline for attaining the policy objective of good status is important, but even more essential is to have a permanent framework for river basin management that addresses the delays in implementation of measures. This requires a long-term perspective, far beyond the current deadline of 2027.
