Ghana has long scored in this category & is frequently visited by western politicians keen to promote economic success & democratic developments. The article outlines the events that led the UN Security Council to apply sanctions against Sierra Leone in 1997 and Liberia in 1992. The authors assess the contribution of panel experts to the stabilization of the conflicts, and summarizes the reasons for their diminished utility over the life of the sanctions regimes. The utility and impact of sanctions regimes is influenced by the priorities and professionalism of the individuals appointed by UN expert groups. The article also proposes a correlation between sanction effectiveness and the amount of support provided by relevant UN peacekeeping operations. The authors conclude that initial sanctions applied against Sierra Leone did not successfully shift that country's government towards conflict resolution. In post-conflict Liberia sanctions may have helped to stabilize the country, but it is also clear that, as in Sierra Leone, their relevance diminished over time. Adapted from the source document.
