Rather than relying solely on the formal interpretations of government regulators invited by the structure of local zoning ordinances, the City of Seattle should adopt a process that invites community-based mediation and problem-solving when a significant shift in housing density is contemplated in a developer's proposal. Greater resident participation in development projects allows the City of Seattle to better support those residents in their reliance interests arising from zoning ordinances while simultaneously furthering the policies that underpin urban zoning. This is especially true when such development projects raise the possibility of substantial impacts on the character of a community or its commons. Moreover, such alternative dispute resolution processes may also help to mitigate potential detriments to the community commons or provide a mechanism for an equitable exchange of capital between developers and residents to offset negative impacts to property values. This Note specifically examines the development of urban residential property into micro-housing apartment buildings in the City of Seattle, the possible consequences, and a potential community-based solution for disputes regarding such development. Part I introduces the issue using anecdotal and quantitative information, including snapshots of some of the conflicts between urban homeowners and developers and the sometimes questionable application of local zoning ordinances to favor development in the context of micro-housing in Seattle. Included in this discussion is a summary of the "smart growth" principles that supported the development and the countervailing interests of incumbent residents. Part II examines Washington State's Growth Management Act and suggests how it may have impacted the quick acceptance of micro-housing development in Seattle. AbstractRequests for Proposals (RFP) may be the pinnacle of bureaucratic mundanity. Yet, hidden within this apparent monotony are powerful tools to advance public values. Federal, state, and local government grants deploy staggering sums, reaching into the hundreds of billions of dollars annually. With these distributions, the executive branch is often delegated substantial discretion. These are choices of consequence, but little support exists for public managers tasked with this work. This article examines the potential to improve administrative decision‐making by enhancing our understanding of how discretion is authorized and applied regarding RFPs. Drawing from professional experience, we create a framework to identify dimensions of discretion in these proposals and apply it to a Minnesota case. We end with a call for academics and practitioners to better partner on empirical inquiry that improves RFP administration; in doing so, there is immense potential to help civil servants to improve outcomes for the public.

PurposeThe similarities between the developments of the United States (U.S.) and China into global powers (countries with global economic, military, and political influence) can be analyzed through big data analysis from both countries. The purpose of this paper is to examine whether or not China is on the same path to becoming a world power like what the U.S. did one hundred years ago.Design/methodology/approachThe data of this study is drawn from political rhetoric and linguistic analysis by using "big data" technology to identify the most common words and political trends over time from speeches made by the U.S. and Chinese leaders from three periods, including 1905-1945 in U.S., 1977-2017 in U.S. and 1977-2017 in China.FindingsRhetoric relating to national identity was most common amongst Chinese and the U.S. leaders over time. The differences between the early-modern U.S. and the current U.S. showed the behavioral changes of countries as they become powerful. It is concluded that China is not a world power at this stage. Yet, it is currently on the path towards becoming one, and is already reflecting characteristics of present-day U.S., a current world power.Originality/valueThis paper presents a novel approach to analyze historical documents through big data text mining, a methodology scarcely used in historical studies. It highlights how China as of now is most likely in a transitionary stage of becoming a world power.

Youth interpersonal firearm violence disproportionately affects Black youth, with residential racial segregation as a key determinant. Racially segregated neighborhoods, which are economically isolated (e.g., neighborhood disadvantage), are linked to increased exposure to violence. This exposure, in turn, is a determinant of youth firearm aggression (i.e., using a gun on someone else). Mechanisms from residential racial segregation to firearm aggression, however, have not been evaluated. Therefore, we tested neighborhood disadvantage and exposure to violence as mediators in the association between residential racial segregation and youth firearm aggression. Participants were 338 Black youth who had used drugs in the past 6 months and sought care in an urban emergency department. Using serial mediation analysis, residential racial segregation was indirectly associated with youth firearm aggression via neighborhood disadvantage and then exposure to violence. While researchers have documented the association between structural racism and firearm violence injury and incidents, our study assessed multiple socioecological mechanisms simultaneously. Identifying the downstream socioecological consequences of residential segregation can guide the development of firearm aggression prevention programs addressing the consequences of racism.

Firearm injuries are a leading cause of injury-related deaths in the U.S., but there is a dearth of federal funding for research on firearm injury prevention, compared to funding for research on other injuries and diseases. University research centers/institutes (C/Is) are in a position to help generate such research: they are multidisciplinary, have the capacity to conduct large-scale research projects, and commonly address complex health and social problems. In this article, we trace the history of research on firearm injury prevention, describe the different kinds of C/Is and C/I networks that have been developed to build knowledge in other areas of critical social concern, and argue for the development of a national coordinated network of firearm injury prevention C/Is.
