AbstractA largely open‐source approach to energy technology has been a core catalyst of the transformation that has begun to reshape global markets in recent years. Reflecting the unpredictable characteristics of technological innovation, these changes have had an associated impact on theories that had long served as an accepted framework for the energy industry. Similar to the revolution seen on the supply side of natural gas markets over the past decade, somewhat analogous developments are now arising on the demand side of the equation. Natural gas offers significant advantages relative to current energy consumption given its lower global carbon emissions and decrease in local pollution. By shifting policy focus towards a cleaner and abundant global resource, natural gas offers a means of achieving significant incremental capacity that has made a material impact on meeting future energy requirements while also incrementally improving the environment.

This thesis uses neo-Marxist theories of the state and their application to New Deal historiography as the framework within which to analyse the artworks produced under the auspices of the Treasury Section of Painting and Sculpture from 1934 to 1943 in Washington, D.C. Taking as its focus the murals and sculptures produced for the Justice Department, the Interior Department, and the Social Security Administration buildings it seeks to demonstrate how Section art reflected the twists and turns of the Roosevelt administration as it moved through the First New Deal, the Second New Deal, and the constitutional crisis in the lead up to war in Europe. Whilst these artworks are often read as propaganda pure and simple the thesis will explore the extent to which the art produced under federal patronage had a far more nuanced and complex relationship to New Deal social policy. It will demonstrate that this was particularly the case with those murals and sculptures produced by radical artists, politicised by the Depression and organised via the various cultural fronts of the Communist Party of the United States, who attempted to use their commissions to encode a politics and ideology to the left of a New Deal reform agenda, particularly as this was becoming increasingly stymied in the led up to war.

In 2006, the National Collegiate Athletic Association ("NCAA"), the most powerful body in intercollegiate athletics, celebrates its 100th anniversary. In this article, the author undertakes to survey the NCAA's first twenty five years, offering a revealing snapshot of the beginning of intercollegiate athletics in the United States. As with the author's prior articles on this subject, this article continues the unique approach of using the proceedings of the NCAA and contemporaneous media articles to make its case. In so doing, the article challenges commonly held assumptions about the origins of present intercollegiate athletics policy, providing a much-needed history to frame judicial, legislative and educational approaches to intercollegiate sports regulation.
