Regional technology clusters are an important source of economic growth within the knowledge economy. The success of Silicon Valley in particular has shown that university discoveries can spill over into regional economies to drive the emergence and growth of major new industries. From a public policy standpoint, the goal of 'creating more Silicon Valleys' has emerged as a major goal of recent technology policy. Evidence suggests that regional clusters focused on high technology only rarely develop. How do regional technology clusters emerge, and what makes them sustainable? A large literature has emerged attempting to answer this question. This article surveys three major perspectives on technology clusters: (1) approaches focused on universities as the anchor of regional clusters; (2) theories focusing on the development of social networks within clusters; and (3) institutional explanations. Each of these three approaches focuses on factors that are unquestionably important in explaining why some regions develop successful clusters while others do not. Each approach also yields a clear policy perspective and has itself influenced public policy. At best, each approach can, however, yield only a partial explanation of cluster success, but in combination they do reveal how complementary the perspectives are. A holistic approach that combines insights from the three approaches yields a reasonably clear understanding of key factors that explain why some regions successfully develop technology clusters while others do not.

The performance of the therapeutics segment of the German biotechnology industry has become a focal case for debate over the usefulness of the varieties of capitalism (henceforth VOC) perspective in helping to explain cross-national variation in the organization & strategy of companies (Hall & Soskice, 2001). Articles in a recent & the current volume of SER by Herrmann (2008) & Lange (2009) draw on the existence of numerous German biotechnology firms focused on therapeutics discovery to contest the saliency of one of the VOC approach's core claims: that patterns of comparative institutional advantage structure patterns of national specialization across different types of innovation focused industries. Both authors present evidence that German firms in recent years have come close to matching the performance of those in the United Kingdom, once Europe's clear leader in biotechnology & an ideal-typical liberal market economy, in inventing new drug therapies. Lange also demonstrates that between 2001 & 2007, German biotechnology firms have narrowed a once large gap between the two countries in the drug development pipeline. The apparent success of German firms in a radically innovative industry such as bio technology clearly runs counter to the key claim made by VOC proponents, including myself, that coordinated market economies should perform poorly in radically innovative industries. The German economy has widely been seen as failing to develop commercial innovation competencies necessary to compete in biotechnology, information technology, and other emerging new industries. Starting in the mid-1990s the German government has instituted a series of new technology policies designed to orchestrate the development of small entrepreneurial technology firms. These policies have fostered several hundred new entrepreneurial start-ups in Germany, many of which have adopted strategies that differ dramatically from those commonly associated with small and medium sized German firms. Developments in Germany represent an interesting challenge to prevailing institutional theory as applied to the study of advanced industrial economies, which tends to view the characteristics of organizations as strongly constrained by the orientation of a number of key national institutional frameworks. Focusing on biotechnology, this article examines the relative importance of national institutional frameworks as opposed to sector-specific policies that are presently pervasive in Germany. Analysis of the new firms demonstrates that Germany's new technology policies have facilitated important extensions within the business system that have, for the first time, allowed the systematic promotion of entrepreneurial technology companies. However, the dominant strategies of market specialization and company organizational patterns found within these companies have been strongly influenced by incentives and constraints created by long-established national institutional structures. ; Bis vor kurzem war es vorherrschende Meinung, daß die deutsche Volkswirtschaft es versäumt hatte, marktorientierte Innovationskompetenzen zu entwickeln, um in Biotechnologie, Informationstechnologie und anderen neuen Hochtechnologiebranchen erfolgreich am Wettbewerb teilnehmen zu können. Seit Mitte der neunziger Jahre verfolgt die Bundesregierung eine neue Technologiepolitik mit dem Ziel, die Entwicklung kleiner Hochtechnologieunternehmen zu initiieren und zu unterstützen. Dies führte bisher zu mehreren hundert Neugründungen. Die Unternehmensstrategien vieler dieser Unternehmen weichen sehr stark von jenen Handlungsmustern ab, die normalerweise mit den kleinen und mittelständischen deutschen Unternehmen assoziiert werden. Diese Entwicklungen in Deutschland stellen eine interessante Herausforderung an die vorherrschende Institutionentheorie dar, wie sie zur Analyse hochentwickelter Volkswirtschaften verwendet wird. Danach werden die spezifischen Merkmale von Unternehmen weitgehend als Folge prägender nationaler institutioneller Rahmenbedingungen verstanden. In der vorliegenden Studie der Biotechnologie-Branche wird der relative Einfluß nationaler Institutionengefüge als ein gegensätzlicher Ansatz zu den in Deutschland noch vorherrschenden sektorspezifischen Politiken untersucht. Die Analyse der neugegründeten Unternehmen zeigt, daß diese neue Technologiepolitik den Weg zu erweiterten Möglichkeiten im ökonomischen Handeln geebnet und damit zum ersten Mal die systematische Förderung von Hochtechnologie-Unternehmen ermöglicht hat. Trotzdem: Die vorherrschenden Strategien der Spezialisierung auf definierte Märkte und die Organisationsmuster der untersuchten Unternehmen werden nach wie vor von den Anreizen und Einschränkungen des lange bestehenden nationalen Institutionengefüges stark geprägt.

How are new forms of industrial organization accommodated into a country'slegal frameworks, and what effect does this have on the ability of firms toinnovate. Variations in the broad institutional organization of the German andUS political economies result in different processes of contract lawmodernization in the two countries, with important implications for innovation trajectories. The German institutional infrastructure encourages firms todevelop cooperative "diversified quality production" (DQP) inter-firm strategies.This is promoted through highly regulative contract laws and the existence ofstrong trade associations that firms engage to create standardized industryframeworks. These contracting arrangements allow the diffusion ofstandardized governance structures showing firms how to create rules neededto manage complex new forms of organization. While strongly supporting DQPstrategies and discouraging opportunistic product market strategies, Germanpatterns of contract law regulation place important constraints against moreinnovative product market strategies. In the United States legal resources aredecentralized across firms, trade associations have few law-makingcompetencies, and courts do not regulate the distribution of risks across firms.Contractual frameworks are developed on a firm-by-firm basis and slowlyaccommodated within the legal system through the generation of courtprecedent. This system encourages radical innovation in the law, an importantprerequisite for innovative product market strategies more generally. However,the paper shows that a necessary trade-off of legal innovation in the US is thatcourts cannot implement German-style contract law regulation to constrainopportunism, while the decentralization of legal resource inhibits the creation ofstandardized contractual frameworks needed for DQP strategies.
