Unrecognized states are places that do not exist in international politics; they are state-like entities that have achieved de facto independence, but have failed to gain widespread international recognition. Since the Cold-War, unrecognized states have been involved in conflicts over sovereign statehood in the Balkans, the former Soviet Union, South Asia, the Horn of Africa, and the South Pacific; some of which elicited major international crises and intervention, including the use of armed force.Yet they remain subject to many myths and simplifications. "Only unity saves the Serbs" is the famous call for unity in the Serb nationalist doctrine. But even though this doctrine was ideologically adhered to by most of the Serb leaders in Croatia and Bosnia, disunity characterized Serb politics during the Yugoslav disintegration and war. Nationalism was contested and nationalist claims to homogeneity did not reflect the reality of Serb politics. This book provides a comprehensive analysis of Serb politics and challenges widespread assumptions regarding the Yugoslav conflict and war. It finds that although Slobodan Milosevic played a highly significant role, he was not always able to control the local Serb leaders. Moreover, it adds to the emerging evidence of the lack of importance of popular attitudes; hardline dominance was generally based on the control of economic and coercive resources rather than on elites successfully "playing the ethnic card." It moves beyond an assumption of automatic ethnic outbidding and thus contributes toward a better understanding of intra-ethnic rivalry in other cases such as Israel/Palestine, Northern Ireland, Nagorno-Karabakh and Rwanda

For some separatist movements, interim agreements offer a possible route to recognized statehood. However, such agreements require these movements to compromise on their demand for immediate independence and risk the preservation of the joint state. How is this reconciled with their claim to self-determination and how is it received by the community they claim to represent? This article examines four post-Cold War cases where an interim agreement has been accepted (New Caledonia, Bougainville, Montenegro and South Sudan). It finds that interim agreements are more easily accepted when the community is significantly divided on the issue of independence and when an inclusive and flexible construction of the community predominates. Somewhat paradoxically, this suggests that new states are more likely to emerge in cases without a determined, cohesive, ethnically defined demand for independence.
Justice and peace are commonly seen as mutually reinforcing, and key international peacebuilding documents stress the importance of human rights. Is this apparent normative shift reflected in post-Cold War peace agreements? The existing literature is divided on this issue but has crucially treated both conflicts and peace agreements as aggregate categories. This article argues that the conflict type and the agreement's 'core deal' impact on the inclusion, or exclusion, of human rights provisions. Based on new coding of the 29 comprehensive agreements signed between 1990 and 2010, it compares agreements signed in territorial and non-territorial conflicts, and agreements with and without territorial autonomy. Qualitative Comparative Analysis is used to examine the different combinations of conditions that led to the inclusion of human rights. The analysis finds that agreements signed in territorial conflicts are significantly less likely to include effective human rights provisions, especially if the settlement includes territorial autonomy. Moreover, such provisions tend to be the result of high levels of international involvement, and the consequent lack of local commitment, or outright resistance, undermines their implementation. These findings point to important trade-offs between group rights and individual rights, and qualifies the notion of a liberal peace.
