Since January 12, 2010, when Port au Prince and its surroundings were shaken by a violent earthquake that destroyed hundreds of thousands of lives and buildings, the Haitian people have had to face a new calamity, added to the hurricanes, cholera and political corruption: the return of Jean-Claude Duvalier. The Haitian Suzy Castor declares in this article that we cannot ignore the infernal machine of the Duvalier dictatorship, finally ousted through popular resistance in 1986, partly through receiving the support of foreign countries, mainly The United States. ; Pasado un año de aquel 12 de enero de 2010, cuando Puerto Príncipe y sus alrededores fueron sacudidos por un violento terremoto que acabó con centenares de miles de vidas y edificaciones, el pueblo haitiano enfrenta una nueva calamidad, que se suma a los huracanes, cólera y elecciones: el regreso de Jean-Claude Duvalier. La historiadora haitiana Suzy Castor dice en este artículo que no puede ignorarse que la máquina infernal de la dictadura duvalierista, derrocada por la resistencia popular en 1986, recibió todo el apoyo de las potencias extranjeras, Estados Unidos principalmente.

The tumultuous politicoeconomic situation in Haiti is examined, focusing on barriers to & strategies for democratization. It is contended that long-established structures of domination -- ie, social polarization, structural weaknesses of the means of production, foreign hegemony -- have frustrated the development of democracy in Haiti, & that the state's authoritarian & archaic institutions are incapable of addressing the needs of the country's development or people. A brief political history of Haiti is given, & it is concluded that democratization in Haiti is contingent on solving the problems of production, accumulation, & the distribution of wealth. W. Howard
Resumen: El artículo desarrolla la tesis de que, para completar la tarea encargada a las fuerzas militares de la ONU en Haití, es necesario reforzar y reconstruir el Estado y reorganizar la policía nacional para que exista seguridad. Abstract: The article develops the thesis that, to complete the task charged to military forces of UN in Haiti, it is necessary to reinforce and rebuild the State and reorganice the national police to ensure the existence of security.

Durant le dernier quart du XXème siècle, le renversement des dictatures en Amérique latine, a ouvert, dans beaucoup de pays, une période de transition imprimant des caractéristiques nouvelles dans l'évolution des peuples. Parmi les axes autour desquels tournèrent les débats durant la transition post dictatoriale, se retrouvent les problématiques de l'État de droit, de la démocratie comme construction permanente, de la relation entre démocratie et État, entre économie et État, entre économie et démocratie et une redéfinition des relations de l'État avec la citoyenneté.
