The Spanish self-governing regions' international actions date back as far as the 1980s. Together with the Basque Country, Catalonia is the Spanish self-governing region with the most active trajectory of international action. Catalan international action, which is a pioneer in the Spanish context, came to be slowly but progressively accepted as a normalized form of conduct by the Spanish state, as was the international action of other Spanish self-governing regions. Nevertheless, this normalization did not eliminate conflict, which continued to surface, though sporadically and without representing significant problems. However, things appear to have changed recently. Since 2012, Catalonia has been immersed in the process of independence or national transition. In this context, the Catalan Government's international action has taken new directions and created new instruments. For the first time in the history of Catalonia's international action, we witness clear signs of protodiplomacy.
Le fait que la Catalogne ait conduit durant trente ans une intense activité extérieure, permet d'affirmer qu'il s'agit là d'une pratique solidement établie. Ce qui y a contribué, c'est à la fois la ferme détermination des gouvernements de la Generalitat considérant le déploiement à l'extérieur de leurs compétences internes comme une nécessité inéluctable dans un monde interdépendant et globalisé, mais aussi l'environnement régional européen dans lequel le rayonnement extérieur infra-étatique est une réalité acceptée sans contestation. La normalisation cependant n'élimine pas totalement le conflit, au sujet de cette action extérieure qui resurgit, de façon récurrente, entre le gouvernement de l'État espagnol et celui de la Generalitat , fortement influencée par la situation et l'ambiance des relations politiques, en général, de ces deux gouvernements.
En los tres últimos años, las relaciones de España con Estados Unidos se han caracterizado por los desencuentros y la frialdad diplomática, especialmente en el nivel presidencial, a pesar de mantener, en general, el carácter cooperativo propio de las relaciones entre aliados. La política exterior española del Gobierno de Rodríguez Zapatero supuso un giro radical respecto a la del Gobierno popular en sus relaciones con los Estados Unidos. Éstas, marcadas, desde el inicio de la legislatura, por la retirada de las tropas españolas de Irak, han sido duras en las formas pero pragmáticas en los contenidos. En el ámbito interno, la oposición ha convertido la ausencia de visitas presidenciales en la piedra de toque de la debilidad y el erratismo de la política exterior del Gobierno socialista, convirtiéndola en un arma arrojadiza al servicio de la contienda política interna. ; In the past three years, US-Spain relations have witnessed several disencounters and episodes of diplomatic coolness, specially at the presidential level. In general terms, however, relations between the two countries have keept its traditional cooperative dynamic, as it is the usual case among international allies. The orientation of Spain's forein policy vis-à-vis the United States under the Socialist Government of Rodríguez Zapatero meant a radical switch from the one carried by the Government led by the Popular Party. The bilateral relationship was strongly affected by Zapatero's decision to withdraw the Spanish troops from Iraq in June 2004, barely four months after its arrival to power. Tough manners, however, have been accompained with pragmatism. Domestically, the main opposition parties have interpreted the inexistence of presidential encounters as a symbol of what they perceive constitutes an erratic and weak foreign policy and have used it as a political missile in the context of Spain's political debate.

Este articulo pretende trazar un breve recorrido a través de las principales modificaciones y ampliaciones teóricas del concepto de actor internacional, es decir,reflejar les diferentes respuestas que se han ido ofreciendo a la regunta de ¿QUIEN consigue ejercer su influencia en la esfera internacional. o, dicho de otra manera, ¿CUALES son los ACTORES de sistema internacional?. Tomando como punto departida el concepto realista de actor internacional, se irán introduciendo las críticas que las aproximaciones posteriores al realismo le han ido dirigiendo.En primer lugar se recogerán las aportaciones de las aproximaciones que a partir de los primeros setenta rejefaron fenómeno transnacional. El estado, actor por excelencia, y las organizaciones internacionales gubernamentales dejaron de ser considerados los únicos actores internacionales y fueron incluidas bajo ese concepto entidades como las empresas multinacionales las organizaciones no gubemamentales, la opinión pública, los grupos de presión o los individuos. A continuación se analzarán las aproximaciones que desde los años ochenta han hecho eco del fenómeno subestatal a nivel internacional. Es decir, aquellas que ponen especial énfasis en la importancia de la actividad exterior de las entidades políticas subestatales, tales como los estados federados, las comunidades autónomas, las regiones o los municipios. Finalmente, a través de las críticas al concepto realista de actor internacional y de sus sucesivas ampliaciones, se presentarán los criterios necesarios para formular una definición operativa y comprensiva de actor internacional que pemita interpretar la complejidad de la sociedad internacional contemporánea. ; The purpose of this article is to follow the main theoretical changes and enlargements of the concept of international actor. In other words, to reflect the different answers given to the question WHO manages to influence on the international scene? or WHICH are the ACTORS of the international system? Taking the realist concept of internatioal actor as a starting point, we will present the main criticisms from the subsequent approximations of the international relations theory. Firstly, we will analyze the contributions from the approximations that, starting in the seventies, reflected the transnational phenomenon. The state, the main actor, and the international organizations we no longer considered the only actors and this concept started to include other entities as multinational corporations, non governmental organizations, public opinion, lobbies or individuals.Secondly, we will analyze the approximations, starting in the eighties, that have taken into account the substate phenomenon at the international level, namely those which stressed the attention on the external activity of the substate political entities like federated states, comunidades autónomas, regions or cities. Finally through the criticisms to the realist concept of international actor and its following enlargements, we will present the required criteria to formulate an operational and comprehensive dejnition inetrnational actor that allows us to interpret the complexiy of the contemporay international society.
