Vulnerability came to be a cardinal term for the humanitarian politics of life. On the one hand, it is naturalised as a shared condition and, at the same time, as it is linked to the recognition of specific needs, it becomes a condition for accessing certain rights. As a concept vulnerability tries to conjugate a theoretical aporia: all human beings are vulnerable, but certain subjects or groups are more so. This dilemma becomes particularly relevant in the field of international protection, where obtaining the label of vulnerable constitutes a crucial stake in accessing the right to stay. Through fieldwork research in eastern Sicily, the article moves from the recognition of certain discontinuities in this field. On the one hand, the margins for declaring vulnerable all actors involved in the field of reception, including so-called natives, have been extended. On the other hand, the possibilities have been reduced, through an attempt to improve the efficiency and quality of assessment procedures, which should include a transcultural sensitivity. The article, therefore, engages in an analysis of vulnerability policies within contemporary asylum governance, considering both those deployed by public service providers and by migrants themselves. Showing that the institutional allocation of the status of "vulnerable" is the result of complex and ambivalent practices, involving different actors, logics and discourses, the article explores the institutional will to both relativise and absolutise its work. Also illuminating the dimensions of political economy and structural vulnerability, the text attempts to articulate three levels that are implicated in the use of the category of vulnerability in immigration policies. The article concludes by offering some considerations regarding the controversial opportunity to continue to involve anthropology within this field of study. ; La vulnerabilità diventata un vocabolo chiave della politica umanitaria sulla vita. Da un lato viene naturalizzata come una condizione condivisa e, al contempo, in quanto connessa al riconoscimento di bisogni specifici, diventa condizione per accedere alla titolarità di alcuni diritti. Alla base del concetto si trova un'aporia concettuale: tutte le persone sono vulnerabili, ma alcuni soggetti o gruppi lo sono di più. Questo dilemma diventa particolarmente rilevante nel campo della protezione internazionale, dove l'ottenimento dell'etichetta di vulnerabile costitutisce una posta in gioco determinante nell'aver accesso al diritto di restare. Attraverso una ricerca di campo in Sicilia orientale, l'articolo si muove dal riconoscimento di alcune discontinuità in questo ambito. Da un lato si sono estesi i margini per dichiarare vulnerabili tutti gli attori coinvolti nel campo dell'accoglienza, anche i cosidetti autoctoni. Dall'altro, le maglie si sono ridotte, attraverso un tentativo di affinamento delle procedure di valutazione, che dovrebbero includere una sensibilità transculturale. L'articolo si dedica quindi all'analisi delle politiche sulla vulnerabilità all'interno della governance dell'asilo, considerando sia quelle dispiegate dagli operatori dei servizi pubblici che dalle stesse persone migranti. Mostrando che l'allocazione istituzionale dello status di "vulnerabile" è il risultato di pratiche complesse e ambivalenti, che coinvolgono attori, logiche e discorsi differenti, l'articolo esplora la volontà istituzionale di relativizzare e al contempo assolutizzare il proprio lavoro. Illuminando anche le dimensioni legate all'economia politica e alla vulnerabilità strutturale, l'analisi cerca di articolare tre livelli che sono implicati nell'utilizzo della categoria della vulnerabilità nelle politiche immigratorie. L'articolo si chiude, infine, proponendo alcune considerazioni riguardo alla controversa opportunità di continuare a implicare l'antropologia all'interno di questo campo di studio.

International audience ; This article outlines some reflections towards a critical anthropology of gender-based violence, which is interpreted as an object of politics, even a governmental stake, where moral economies and specific forms of victimization and culturalization emerge. The text introduces and discusses the papers that have been presented during a seminar held at the Centre Norbert Elias of Marseille in 2019. In this occasion, by a feminist perspective and through a diversity of fieldwork and approaches, the participants analyzed the dynamics of power that distinguish the definition, the denunciation, the speaking out and the silencing of this violence. Thus, this article explores the advantages of questioning, through the ethnography, the processes that qualify as intolerable some practices about gender and the ways in which the speaking out is allowed and hierarchized by norms and institutions. ; Cet article propose des réflexions d'anthropologie critique sur les "violences fondées sur le genre", considérées comme un objet du politique, voire un enjeu gouvernemental, où des économies morales et des formes spécifiques de victimisation et culturalisation émergent. Firstly, it shows the ambivalence and ambiguities of the way in which the experts interpret it. On the one hand, they continue to talk about the female "sex", thus reinforcing the model of sexual identity and arising in men a problematic feeling of exclusion and victimization. On the other hand, they convey the idea that gender-based violence can be dissociated by the asymmetries of power due to genderization. Thanks to the analysis of a trial for conjugal violence, the essay discusses the stakes of power that are brought to light by its genderization. The article thus shows the importance of considering the anthropo-logical meanings on personhood, gender distinction and injustice, in a broader sense the moral economy of marriage. ; Cet article interroge les dynamiques de représentation et changement des rapports de pouvoir entre les genres au Sénégal, en considérant la manière dont elles s'articulent avec les tentatives d'implémenter dans le pays un agenda politique autour de l'égalité de genre. Genital modifications are rites of institution related to gender binarism. The article elucidates how only some of them came to be depicted as "traditional", irrational, backward, and harmful by the humanitarian morality, which, after having associated them to "non-therapeutic" reasons, labelled them as "Female Genital Mutilation". The authors illustrate the problematical aspects of this globalised order of discourse on FGM, by articulating theories on humanitarian reason, gendered subjection and vernacularization. Thanks to the ethnography, the essay highlights that critical political anthropology is needed in order to stop concealing the multiple subjectivities who are implicated in this issue. ; Le modificazioni dei genitali sono riti di istituzione che partecipano al binarismo di genere. L'articolo ricostruisce come solo alcune di queste, connotate come "tradizionali", irrazionali, primitive e dannose, per il loro carattere "non terapeutico", siano state definite dalla morale umanitaria Mutilazioni Genitali Femminili/MGF. Le autrici evidenziano le criticità dell'ordine del discorso globale sulle MGF, intersecando le teorie della ragione umanitaria, dell'assoggettamento di genere e della vernacolarizzazione. Grazie all'etnografia, si evidenzia quindi l'importanza di un'antropologia critica del politico che non invisibilizzi le multipli soggettività coinvolte.

International audience ; Premise The subject/problem of the so-called Female Genital Mutilation (FGM) became a public issue in Italy only at the end of the 1990's, for the following reasons: an historical one, due to the silence on a colonial past which was different from that of other European countries; a situational one, that is a structural and cultural delay in facing social diversity and, in particular, the social transformations produced by migrations; a third reason, that we call opportunity/opportunism, ascribable to the political in-strumentalization of the patterns of social citizenship for migrants, namely forms of subaltern inclusion. At the time the discourse indicated a poor knowledge, the same that nowadays promotes an image of diversity full of stereotypes, the ones that reappear when immigration , Islam and Africa, are generically addressed. This is an approach which is often characterised by a high poignancy and/or paternalism, sometimes maternal-ism, which produces that effect of emotive participation which critical anthropology would define as "moral economy" (Fassin, 2009), that participates in producing, through indignation, forms of refusal and identification which orient judgments and acts, distinguishing among what is done, by what is not done and, mostly, what must not be done anymore, with a specific focus on female gender. In this way a distancing has been consolidated from a world, "their" world, represented by an always poor, ignorant and violent Africa, to exalt another one, "our" world, that of the human rights defenders, as the best possible world, despite the social complexity and the subjective situatedness of women with regard to FGM. Italy, furthermore, emphasised the question by firstly perceiving it as a health problem, and then, secondarily, as a legal one, de facto anticipating what in the European context would be handled with the three Ps: Prevention, Protection and Prosecution, that is the principles underlying the main global and national treaties. International audience ; La république « à tolérance zéro à l'égard des MGF»: une introduction 1 Depuis plus de vingt ans, Djibouti, ce petit pays du Corn d'Afrique qui a reçu l'indépendance de la France en 1977 (Flory, 1977), est le destinataire de plusieurs programmes d'intervention au sujet des «MGF». Si on s'intéresse à une généalogie du comment ce thème global soit rentré dans l'agenda politique nationale et fasse l'objet d'une mobilisation locale il faut se tour-ner vers distincts acteurs institutionnels qui, déjà, en dénotent les enjeux sociaux principaux. En premier lieu les politiques d'extraversion 2 des gouvernements afri-cains postindépendance qui, du point de vue anthropologique (Gruenbaum, 2001; Engle Merry, 2006), en adoptant au niveau institutionnel les politiques globales do-minantes sur les droits humains, aspirent contribuer à la légitimation dans les arènes géopolitiques, de l'aide au (co)-développement et des investissements étrangers. Cela autant plus dans un pays, comme Djibouti, dont le PIB dépende d'une manière si large de la rente militaire des bases européennes et des Etats-Unis et de celle des in-frastructures stratégiques.
