Les ressourceries sont aujourd'hui des acteurs importants du réemploi des déchets. Étant majoritairement des associations d'insertion par l'activité économique, elles participent aussi au réemploi des personnes (chômeurs, etc.). Dans ce secteur pionnier dans les solutions pour économiser et réemployer les ressources, la précarité du travail et de l'emploi est encore prédominante. Pour y remédier, les ressourceries revendiquent la professionnalisation du travail de réemploi. Cet article s'intéresse à cette professionnalisation à partir d'une étude de cas, les Ateliers de la Bergerette. Cette association a contribué à valoriser le travail de réemploi par son rôle précurseur dans l'invention du modèle de « recyclerie », mais aussi en défendant, en son sein, des emplois durables et l'autogestion du travail.

This thesis focuses on the dynamics of the social economy in the French capitalism from the 19th century until today. Social economy organisations (cooperatives, mutual societies, associations, etc.) develop original rule systems within capitalist economies. One of the originalities of these organisations is to articulate the activities of a firm in the service of an associative project. Three main constitutive rules of social economy organisations differentiate them from other firms: non-profit, solidarity-based and democratic rules.In order to preserve the specificity of their organisational rules in a capitalist institutional environment, the social economy organisations have formed their own social economy space, which appears as a relatively autonomous system of rules at the meso-level. But despite their relative autonomy, the organisations and the space of the social economy are subject to a plurality of sources of rules, both endogenous and exogenous, which can undermine their specificities.One of the hypotheses of this thesis is that democracy, as a constitutive rule, facilitate the power of social economy actors to change organisational and institutional rules. Democratic rules thus play a determining role in innovation, differentiation and empowerment of the social economy processes in relation to the rules of capitalism. On the other hand, a democratic weakening would be a determining cause of the normalisation of the social economy in capitalism system.To question this hypothesis, we rely on the theoretical framework of the institutionalist political economy, focusing on the convergences between the Regulation Theory and the Economics of convention, in order to contribute to the collective construction of an institutionalist approach to social economy. The research is based on an important historical survey, using mainly qualitative methods. We have mobilised both primary sources (archives, interviews, observations, etc.) and secondary sources (multidisciplinary literature).Three in-depth case studies on social economy organisations in Picardy have been carried out: "Le Familistère de Guise" (1840-1968), "L'Union coopérative d'Amiens" (1892-present) and "Les Ateliers de la Bergerette" (1969-present). A survey on the major evolutions of the space of the social economy in France has also been carried out: three main historical institutional compromises of the social economy are highlighted: a liberal compromise (1790-1880), a republican compromise (1880-1970) and a neoliberal compromise (1970-today). A final field work focuses on the development of social impact on the social economy over the last decade: it epitomises profound changes in the neoliberal compromise of the social economy.By intersecting different levels of observations (micro, meso and macro) and temporalities (short, medium and long term), this research work contributes to deepening our historical and analytical knowledge of the social economy. It also helps to demonstrate the role of democracy in the empowerment and differentiation of certain organisations and spaces such as the social economy in relation to capitalist rules. ; Notre thèse porte sur la dynamique de l'économie sociale dans le capitalisme français, du XIXe siècle à aujourd'hui. Les organisations de l'économie sociale (coopératives, mutuelles, associations, etc.) constituent des systèmes de règles originaux au sein des économies capitalistes. Une des originalités de ces organisations est d'articuler les activités d'une entreprise au service d'un projet associatif. On peut retenir trois principales règles constitutives des organisations de l'économie sociale qui les différencient des autres entreprises : la non-lucrativité, la solidarité et la démocratie. Afin de préserver la spécificité de leurs règles organisationnelles dans un environnement institutionnel capitaliste, les organisations de l'économie sociale ont formé leur propre espace qui apparait comme un système de règles méso relativement autonome. Mais les organisations et l'espace de l'économie sociale restent soumis à une pluralité de sources de régulations, endogènes et exogènes, qui peuvent fragiliser leurs spécificités. Une des hypothèses de cette thèse est que la démocratie, en tant que règle constitutive, favorise le pouvoir d'agir des acteurs de l'économie sociale sur les règles organisationnelles et institutionnelles. Cette démocratie joue ainsi un rôle déterminant dans les processus d'innovation, de différenciation et d'autonomisation de l'économie sociale par rapport aux régulations du capitalisme. A contrario, l'affaiblissement démocratique serait une cause déterminante de banalisation de l'économie sociale dans le capitalisme. Pour questionner cette hypothèse, nous nous appuyons sur le cadre théorique de l'économie politique institutionnaliste, à la confluence de la théorie de la régulation et de l'économie des conventions, afin de contribuer à la construction collective d'une approche institutionnaliste de l'économie sociale. Cette approche s'est appuyée sur une importante enquête historique, principalement à partir de méthodes qualitatives, sur l'économie sociale. Nous avons à la fois mobilisé des sources primaires (archives, entretiens, observations, etc.) et secondaires (littérature pluridisciplinaire). Trois études de cas approfondies sur des organisations de l'économie sociale en Picardie ont été réalisées : le Familistère de Guise (1840-1968), l'Union coopérative d'Amiens (1892-aujourd'hui) et les Ateliers de la Bergerette (1969-aujourd'hui). Une analyse des grandes évolutions de l'espace de l'économie sociale en France a également été menée en distinguant trois principaux compromis institutionnels d'économie sociale : un compromis libéral (1790-1880), un compromis républicain (1880-1970) et un compromis néolibéral (1970-aujourd'hui). Enfin, un dernier terrain a porté sur le développement de l'impact social qui témoigne de mutations profondes dans le compromis néolibéral d'économie sociale. En croisant les échelles d'analyse (micro, méso et macro) et les temporalités (court, moyen et long terme), ce travail de recherche permet d'approfondir notre connaissance historique et analytique de l'économie sociale. Il met notamment en lumière le rôle de la démocratie dans l'autonomisation et la différenciation de certaines organisations et certains espaces plongés dans des systèmes capitalistes.

International audience ; This paper provides an overview of the ideological transformations of the cooperative movement in French capitalism during the interwar period (1919-1939).The first cooperatives experiences emerged in the beginning of the 19th century in Europe in response to contradictions between democratic and industrial revolutions – the Rochdale Society of Equitable Pioneers founded in 1844 in Manchester area is an emblematic example. The cooperative movement has seen a rapid development in the second half of the nineteenth century, however it only became a major movement in the daily life of the working class in France, United Kingdom as well as in other capitalist countries [Toucas, 2005; Robertson, 2010; Draperi, 2012]. The debates within the cooperative movement during the interwar period are particularly interesting because they provide a better understanding of the role of the cooperatives in the transformations of capitalist economies from the past to the present day. This paper focuses more on the evolution of cooperative ideas in French capitalism during the interwar period through neo-liberal papers on cooperatives by Bernard Lavergne and Hyacinthe Dubreuil, and socialist papers on cooperatives of George Fauquet and Marcel Mauss.The first part of this paper gives some contextual elements about the evolution of French cooperative movement – especially consumer cooperatives – during the economic boom of the 1920s until the crisis of the 1930s [Toucas, 2005], as well as general remarks on the evolution of economic ideas and institutions during this period [Pirou, 1939; Blyth, 2012; Boyer, 2015].In the second part, the paper focuses on the analyses of two cooperative propositions which fall within the emergence of neo-liberalism in France in the 1930s [Audier, 2012]: the Cooperative Order by Bernard Lavergne [1926; 1936] which purpose is to give power to consumers by liberalizing the market and the welfare state; and the cooperative organization of work proposed by Hyacinthe Dubreuil [1924; 1934] which aim to liberalize workers of modern corporations.The third part focuses on the role of cooperatives in the "Keynesian turn" of the French socialism through the papers of two cooperative thinkers: George Fauquet [1935] who promotes the Cooperative Sector to integrate the different kinds of cooperatives inside a mixed economy system; Marcel Mauss [1997; 2013] considers that cooperatives are good way to enhance the empowerment of consumers and citizens into socialist nationalisation.The economic and political debates that take place in recent years are reminiscent of the ideological tensions that crossed the French cooperative movement during the interwar period. In response to the crisis of capitalism and welfare state, cooperatives and generally social economy or third sector are now promoted as alternatives to the economic system, but history reminds us of the diversity and ambiguity of the cooperatives ideas and practices in the dynamics of capitalism.

À partir du cas de la coopérative de consommation l'Union de Lille et en étudiant plus généralement la coopération socialiste dans le nord de la France, cet article porte sur les pratiques de discrétion, d'occultation et de mise au secret des enjeux de financement des activités politiques partisanes au tournant du XX e siècle. En revenant sur les débats relatifs au rôle que doivent jouer les coopératives dans la lutte politique et dans l'avènement du socialisme, l'étude souligne les stratégies de publicisation et de discrétion mobilisées par les dirigeants coopératifs quant au principe de subventionnement systématique des partis politiques. Au-delà de ces enjeux, le dépouillement des archives de l'Union de Lille montre que certaines décisions mettant en péril le modèle économique coopératif sont cachées aux sociétaires, tandis que les stratégies d'alliance de classe ou avec la franc-maçonnerie font l'objet de représentations ambivalentes, en oscillant entre opposition idéologique et acceptation tacite ou pragmatique au nom des besoins de financement de la lutte politique. Finalement, l'ensemble des débats et des pratiques analysés peuvent être rapportés aux processus de structuration et de professionnalisation de la vie politique française : la constitution d'une culture du secret autour des enjeux de financement du champ politique traduit bien son autonomisation et la sélectivité croissante dans l'accès à ses positions les plus hautes.

In addition to improving the way of living of Lille's working class, the cooperative's managers explicitly viewed consumption practices and democratic organisation within the cooperative as a way of strengthening a socialist project, and more specifically, strengthening Guesdism, then a very influential socialist current in Northern France. The practices and rules of the cooperative appeared to be an ideal way of teaching and shaping "socialist consumers", to unite the working class, as well as to finance the socialist party's activities. However, this politicised translation of the cooperative project was ambiguous, as it led the co-operators to take on practices and attitudes such as savings, planning for the future, voting and delegation. The study of socialist cooperatives such as "l'Union de Lille" highlights the complex rationales of acculturation of the working class to the dominant forms of doing politics during the Third Republic. ; Cet article traite de la politisation par les pratiques économiques développées au sein de la coopérative socialiste de consommation « l'Union de Lille » au tournant des XIXe et XXe siècles.
