Bir sosyolojik ve siyasal meşruiyet elde etme çabası olarak yerelleşme temayülü : Suriye'de YPG ve HTŞ örnekleri
Arap Baharı olarak bilinen bölgesel türbülans sürecinde, patlak veren iç savaşta devlet otoritesi bir hayli aşınan Suriye'de oluşan güç boşluğundan devlet-dışı silahlı aktörler çok etkin bir şekilde yararlanmıştır. Devletin egemenliğine meydan okuyan ve net sayısı bilinmeyen onlarca silahlı örgütlenme zaman içerisinde ülkede faal olmaya başlamıştır. Bu silahlı aktörlerin bir kısmı başka ülke veya örgütlerle bağlantılıdır. Yani ulus-ötesi/transnasyonel bağlara veyahut kimliklere sahip yapılanmalardır. Mevzubahis silahlı örgütler, devletin güç kullanma tekeline meydan okumakla kalmamış aynı zamanda faaliyet bölgelerinde sosyolojik/toplumsal ve siyasal meşruiyet kazanma çabası içerisine girişmişlerdir.Bu tezde, Suriye'deki DDSA'ların sosyolojik ve siyasal meşruiyet arayışında yerelleşme olgusunun önemli hâle geldiği ileri sürülmektedir. Suriye sahasında çok efektif iki DDSA olan PKK'nın Suriye kolu PYD/YPG ve El Kaide'den kopup farklı bir yapıya evrilen Heyet Tahrir El Şam'ın (HTŞ) yerelleşme temayülü tezin temel konusunu oluşturmaktadır. İki örgüt de toplumsal ve siyasal destek bulup devletvari bir yapıya bürünme adına yerelleşme olgusundan faydalanmıştır. Bu sebeple, savaşın gidişatı içinde iki örgüt de yeni politikalara başvurma gereği duymuştur. Suriye toplumunun geniş kesimlerinden destek bulma adına iki yapı da geniş Suriye mozaiğinin bir parçası olduklarını ortaya koyma çabası içinde olmuştur. Bunun için yönetim mekanizmaları oluşturmuş ve halk ile iç içe geçmeye çalışmışlardır. Ancak bütün çabalarına rağmen iki örgütün de yerelleşme projesi ciddi meydan okumalarla karşı karşıyadır. --- During the civil war that broke out in the regional turbulence process known as the Arab Spring, armed non-state actors have benefitted very effectively from the power vacuum that occurred in Syria, of which state authority was highly eroded. Dozens of armed organizations (the exact number is unknown) that challenge the state sovereignty started to be active in the country over time. Some of these armed actors have ties with other countries or organizations. In other words, they have transnational bonds or identities. Mentioned armed organizations, not only have challenged the state monopoly on violence but also have attempted to gain sociological /societal and political legitimacy in the areas they operate.In this thesis, it is claimed that the localization phenomenon has become important in the quest for the sociological and political legitimacy of the ANSAs. The localization tendency of Hay'at Tahrir Al-Sham (HTS), which broke away from Al Qaeda and transformed into a different organization, and the PYD/YPG, which is the Syrian branch of the PKK, is the main topic of this thesis. Both organizations are very effective ANSAs on the Syrian battlefield. Both organizations benefitted from the localization phenomenon to gain societal and political support in an attempt to become state-like entities. Therefore, in the course of the war, both organizations felt the need to resort to new policies. To find support from the large segments of the Syrian society, both organizations have attempted to demonstrate that they are a part of the broader Syrian mosaic. To this end, they constituted the administration mechanisms and tried to intertwine with the Syrian society. However, despite all their efforts, the localization project of both organizations faces serious challenges.
