George W. Bush'tan Donald Trump'a ABD'nin değişen İran politikasının inşacı perspektiften analizi
Tarihsel süreç içerisinde Amerika Birleşik Devletleri-İran ilişkileri 1979'da İran'da gerçekleşen İslam Devrimi ile birlikte kırılma dönemine girmiştir. Bu tarih itibariyle Ortadoğu'da önemli bir müttefikini kaybeden ABD için İran'ın nükleer faaliyetleri başlıca tehdit unsuru haline gelmiş ve Washington-Tahran arasındaki ilişkiler dönemsel koşulların getirdiği gerekçeler çerçevesinde devam etmiştir. Bu çalışmada George W. Bush, Barack Obama ve Donald Trump dönemlerinde ABD-İran arasında yaşanan ilişkileri analiz etmek için inşacı kuram kullanılmıştır. Tezin amacı, 2000 sonrası dönemde ABD'nin İran politikasının düşünsel, normatif unsurlar çerçevesinde söylemler yoluyla nasıl şekillendiğini analiz etmektir. Öte yandan ABD ve İran ulusal kimliğinin dış politika yapım sürecine etkisi incelenecektir. Buradan hareketle, iki ülke arasında yaşanan karşılıklı güvensizlik söylemler yoluyla inşa edilmiş ve devlet kimlikleri dış politika eylemlerini etkilemiştir. Bu bağlamda Amerikan ulusal kimliği demokrasi, insan hakları ve eşitlik gibi söylemler ile tanımlanırken, İran ulusal kimliği 1979 İslam Devrimi ile birlikte Batı karşıtlığı, emperyalizm karşıtlığı ve devrim ihracı gibi ideolojik motivasyonlardan beslenmiştir. Dolayısıyla ABD'nin İran politikası kimlik eksenli söylemler çerçevesinde şekillenmiş ve söz konusu söylemler özneler arası anlayışı inşa etmiştir. --- Historically, the relations between the United States and Iran, with the Islamic Revolution realized in Iran in 1979, entered into a fracturing period. As of today, Iran's nuclear activities have become the main threat to the USA, which has lost an essential ally in the Middle East. Moreover, the relations between Washington and Tehran have continued within the framework of the rationales taken place in different periods. In this study, the constructive theory was used to analyze the relations between the USA and Iran in the periods of George W. Bush, Barack Obama, and Donald Trump. The thesis aims to analyze how the USA's Iran policy was shaped through discourses within the framework of ideational, normative elements in the post-2000 period. On the other hand, the impact of the US and Iranian national identity on foreign policymaking will be examined. Starting from this point of view, mutual distrust between the two countries was built through rhetoric and state identities affected foreign policy actions. In this context, while the American national identity was defined by discourses such as democracy, human rights, and equality, Iranian national identity with the 1979 Islamic Revolution was fed with ideological motivations such as anti-Westernism, anti-imperialism, and export of revolution.
